Special City Council Meeting
Wednesday, November 8, 2022
5:00p.m. Fire Hall Basement
The meeting was called to order by Mayor Mike Grote. Those in attendance were Mike
Grote, Cody Eager, Andrew Gappa and Dave Whitney. Glen Christensen was absent.
Others presented were Chris Fischer, Nick Pietsch and Justin Grev.
The Council discussed the following with Nick and Justin:
1. Balconies. The balconies to the north facing Main Street will be handled with a
variance – just like awnings.
2. The balconies on the veteran’s park side have been approved to build. This will
be handled with an easement agreement to encroach on the City property
(Veteran’s Park).
3. The TIF for $160,000 for the demo and infrastructure cost will continue to try to
establish. If the TIF is not approved the $160,000 will be set up as a deferred
loan after all redevelopment is completed. This $160,000 is to be allocated from
the EDA Fund 52.
4. The sprinkler system and electrical for Veterans Park will be reestablished by
City Staff to be on the Veteran’s Park side. These currently run through the
Ambulance garage.
5. The yellow shed lot needs to be added to the purchase agreement for demolition.
After demolition the lot will be deeded back to the City to create a parking lot.
This parking lot will be designed as a lease parking lot. The parking lot plan was
received and will be addressed with the Dept of Health for the well that is located
next to that property.
6. Nick requested a CUP for multifamily apartments. Once plans are finalized a
Planning Commission meeting will be called to establish a CUP for multifamily
apartments for this Zone.
7. Nick requested a CUP for signage. Once signage has been finalized a Planning
Commission meeting will be called to establish a CUP for signage. The
balconies will also be included in this.
Nick also discussed some of his other projects. Asked if there was any funding for
apartment building at 419 3rd St. Will look to see if there is any funding.
Madelia Hotel was also discussed. Ash is asking a lot for the building. It will take at
least $1.0 million to get it back up to a hotel. The other question was to change it into
apartments. To make the hotel cash flow you will need to rent out 8 rooms a day.
With no further business before the Council, A Motion was made by Cody Eager and
seconded by Dave Whitney to adjourn the meeting. Voting in favor of said motion; Mike
Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes and Dave Whitney-Yes. Motion was
approved. Glen Christensen was absent.
