City Council Meeting Monday, March 13, 2023 The meeting was called to order by Mayor Cody Eager. Those in attendance were Cody Eager, Andy Gappa, Mark Slater, Phyllis Schickling and Glen Christensen. Others presented were Chris Fischer, Travis Bottelson, Heather Utz, Jim Petterson, Kathy Guyer, Jan Christenson, Travis Brekken, Roger Kienholz, Paul Lange and Michelle VanHee. They presented the Council with information concerning the Planning Commission meeting on February 27, 2023. They addressed the accusations, misinformation and conduct which occurred during and following the meeting. The Council reviewed the information and stated that it will be addressed. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve Resolution 2023-08 Supporting HF /SF bill for radios. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Glen Christensen and seconded by Mark Slater to approve Special Event License for Lost Sanity on July 7th and 8th, 2023 for operations in Watonwan Park for Park Day’s. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Phyllis Schickling to approve Special Event License for Lost Sanity on September 16th, 2023, for operations in Watonwan Park for Octoberfest. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Glen Christensen and seconded by Mark Slater to approve instating an Address Service fee on the Fee Schedule for returned mail for properties that do not inform City Hall of change of mailing address. Customers will be charged $5.00 plus postage. Voting in favor of said motion; Andy Gappa-Yes, Glen Christensen- Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve the 2023 Pool wages: Concessions - $10.59 New Lifeguards - $11.00 One year returning Guards - $12.00 Over two-year returning Guards - $13.00 Voting in favor of said motion; Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Phyllis Schickling to amend R1 Zoning Ordinance to include multi housing as a Conditional Use. Voting in favor of said motion; Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved. With no further business before the Council, A Motion was made by Mark Slater and seconded by Andy Gappa to adjourn the meeting.
