City Council Meeting Monday, April 24, 2023 The meeting was called to order by Mayor Cody Eager. Those in attendance were Cody Eager, Andy Gappa, Mark Slater, Phyllis Schickling and Glen Christensen. Others presented were Chris Fischer, Rob Prescher, Heather Utz, Jim Petterson, Kathy Guyer, Jan Christenson and Michelle VanHee. Please note sign in sheet attached for other that attended. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve the Consent Items with 2 additional items added to the agenda: 1. A Motion was made by Andy Gappa and seconded by Phyllis Schickling to approve the “Proclamation Request” Policy. This policy will go into effect immediately. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Phyllis Schickling-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve assigning address to Parcel ID: 17.100.0675. The new address is 111 Joy Ave SW. This property is owned by Madelia Health. Madelia Health will be moving a house onto the lot. The house is being moved because of the expansion of the parking lot at the Clinic/Hospital. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Mark Slater and seconded by Glen Christensen to approve amending the Township Agreement. The amendment is for services and billing. Starting in 2024, for 2023 billing, the townships will be billed a per section rate. This rate will include the billing and capital outlay. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved. With no further business before the Council, A Motion was made by Andy Gappa and seconded by Phyllis Schickling to adjourn the meeting.
