City Council Meeting Monday, November 27, 2023 The meeting was called to order by Mayor Cody Eager. Those in attendance were Cody Eager, Mark Slater, Glen Christensen, Andy Gappa and Phyllis Schickling. Others present were Chris Fischer, Rob Prescher, Heather Utz, Jan Christenson, Kathy Guyer, Jim Pettersen, Matt Gunderson, Dustin VanHale, Earl Kunz, Mark Hoeft, Brian Bachmann, Mrs. W and Michelle VanHee. Please note sign in sheet attached for other that attended. A Motion was made by Andy Gappa and seconded by Phyllis Schickling to approve the Consent Items. This piece of land would include the DAF building and extra footage for the expansion of the EQ tank for Downs Foods wastewater treatment. This sale would be for $1.00. Voting in favor of said motion; Cody Eager- Yes, Andy Gapp-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Mark Slater and seconded by Phyllis Schickling to approve the Conditional Use Permit request from VanHale Properties for parcel 17.600.0410, Lots 1- 10, Block 1, Stone’s Subdivision. The Conditional Use would be #7 Parks, Playgrounds and Elementary Schools. This Conditional Use would be for the future site of the Splash Pad. Voting in favor of said motion; Cody Eager-Yes, Phyllis Schickling-Yes, and Mark Slater - Yes. Motion was approved. Glen Christensen and Andy Gappa abstained from the vote. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve amending Ordinance 52.014 Establishing Water Rates. The new rates would go into effect as of January 1st, 2024. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Mark Slater and seconded by Phyllis Schickling to approve amending Ordinance 55.054 Establishing Wastewater Rates. The new rates would go into effect as of January 1st, 2024. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Glen Christensen and seconded by Mark Slater to approve Ordinance 151 Adopting the Minnesota Building Code and repealing all ordinances and parts of ordinance that conflict therewith. Voting in favor of said motion; Cody Eager- Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Andy Gappa and seconded by Glen Christensen to approve advertising an RFP for Building Inspection Services. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa – Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved. A Motion was made by Phyllis Schickling and seconded by Mark Slater to approve 2024 Business Licenses: Christensen Communications Movie Theater Casey’s – Cigarette License Staple’s/Holiday – Cigarette License Dollar General – Cigarette License Sunshine Foods – Cigarette License American Legion – Club License LaPlaza – Liquor License Evoke Winery – Liquor License Lost Sanity Brewing – Brewer’s License Madelia Lanes – Wine/Strong Beer, 3.2 License Voting in favor of said motion; Cody Eager-Yes, Phyllis Schickling-Yes, Andy Gappa- Yes and Mark Slater - Yes. Motion was approved. Glen Christensen abstained. A Motion was made by Andy Gappa and seconded by Phyllis Schickling to approve Final Pay Request from Greystone on TFB at Golf Course in the amount of $10,787.00. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling- Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved. With no further business before the Council, A Motion was made by Mark Slater and seconded by Phyllis Schickling to adjourn the meeting. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Phyllis Schickling-Yes, Glen Christensen-Yes and Mark Slater - Yes. Motion was approved.
