City Council Meeting
Monday, October 13, 2025
The meeting was called to order by Mayor Cody Eager. Those in attendance were Cody Eager, Mark
Slater, Andy Gappa, Matt Gunderson and Glen Christensen.
Others present were Chris Fischer, Heather Utz, Celia Viesselman, Wade Johnson, Michelle
VanHee, Travis Bottelson, Ms. Wovcha 5th and 6th grade art class students and parents.
A Motion was made by Glen Christensen and seconded by Matt Gunderson to approve the Consent
Items. Voting in favor of said motion: Cody Eager-Yes, Matt Gunderson-Yes, Andy Gappa-Yes, Glen
Christensen-Yes and Mark Slater-Yes. Motion approved.

A Motion was made by Andy Gappa and seconded by Matt Gunderson to approve a business loan
out of Fund 41 for $60,000 to Filip Diesel Repair. Voting in favor of said motion; Cody Eager-Yes,
Andy Gappa-Yes, Glen Christensen-Yes, Mark Slater-Yes and Matt Gunderson-Yes. Motion was
approved.
A Motion was made by Mark Slater and seconded by Andy Gappa to approve Pay Request #5 to GM
Contracting, Inc. in the amount of $1,082,593.11. Voting in favor of said motion; Cody Eager-Yes,
Andy Gappa-Yes, Glen Christensen-Yes, Mark Slater-Yes and Matt Gunderson-Yes. Motion was
approved.
A Motion was made by Andy Gappa and seconded by Matt Gunderson to approve Change Order #1
for the Center Avenue Project in the amount of $47,861.00. Voting in favor of said motion; Cody
Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Mark Slater-Yes and Matt Gunderson-Yes.
Motion was approved.
A Motion was made by Andy Gappa and seconded by Glen Christensen to approve Chief Rob
Prescher’s employment resignation. Chief Prescher will be taking a position with the City of Lake
Crystal on January 1, 2026. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen
Christensen-Yes, Mark Slater-Yes and Matt Gunderson-Yes. Motion was approved.
A Motion was made by Glen Christensen and seconded by Andy Gappa to approve calling a Public
Forum for discussion on the future of the Police Department on October 23rd, 2025 at 5:30p.m.
Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Mark Slater-
Yes and Matt Gunderson-Yes. Motion was approved.
A Motion was made by Matt Gunderson and seconded by Mark Slater to approve the Watonwan
County and City of Madelia Routine CSAH Maintenance Agreement. Voting in favor of said motion;
Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Mark Slater-Yes and Matt Gunderson-Yes.
Motion was approved.
A Motion was made by Andy Gappa and seconded by Mark Slater to approve the Personnel
recommendation of the Union 160 Contract Renewal Terms and conditions for 2026, 2027 and
2028. Voting in favor of said motion; Cody Eager-Yes, Andy Gappa-Yes, Glen Christensen-Yes, Mark
Slater-Yes and Matt Gunderson-Yes. Motion was approved.
Citizen’s communication
Public Forum – Police Department October 23rd, 2025 at 5:30p.m.
Special Meeting – 2026 Budget is scheduled for October 25th,2025 at 8:00a.m.
With no further business before the Council, A Motion was made by Andy Gappa and seconded by
Matt Gunderson to adjourn the meeting. Voting in favor of said motion; Cody Eager-Yes, Mark
Slater-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Matt Gunderson-Yes. Motion was approved.
