Active Adult Center Advisory Board
April 18, 2023
A Regular Meeting of the Madison Heights Active Adult Center Advisory Board
was called to order by Coordinator Cowan, April 18, 2023, at 1:00 p.m. at the
Active Adult Center Municipal Building at 29448 John R Road, Madison Heights,
MI 48071.
Present: Bessler, Dalling, Leuffgen, Patton, Ratliff, Salley, Smith,
Topping and Quigley.
Also Present: Center Coordinator Cowan, Deputy DPS Director Ballantine,
Councilor Wright and Councilman Fleming.
Absent: None.
An invocation was led by Ms. Cowan.
19-01. Minutes.
Councilor Wright requested that his statement in the March minutes regarding
City Council meetings be changed. Ms. Cowan stated she would update the
March minutes. Motion by Ms. Patton seconded by Ms. Bessler to adopt the
minutes from the Regular Meeting of March 21, 2023 with changes.
Yeas: Bessler, Dalling, Leuffgen, Patton, Ratliff, Salley, Smith,
Topping and Quigley.
Nays: None.
Absent: None.
19-02. Meeting Open to the Public.
Ms. Mowry spoke in support of Councilor Wright’s re-election.
19-03. Staff Report.
Ms. Cowan thanked staff, volunteers and sponsors for a great Spring Party
yesterday.
Ms. Cowan stated that staff got a chance to tour the new construction last
week thanks to Mr. Ballantine. The building is really coming together, the
space looks much larger than expected and staff is really getting excited.
Ms. Cowan reported on Center closings, and programs currently happening
and upcoming at the Center.

19-04. Maintenance Requests
None.
19-05. Budget Requests
None.
19-06. Unfinished Business.
Mr. Ballantine updated the Board on the Civic Plaza Project. He stated it is still
on schedule and going well. The new HVAC system will help with controlling
zones so one room can be cooled while another can be heated, and more
efficiently. The Library reopening has been a little delayed but should be open
in May, and Fire Station 2 is nearing completion and should be open in May or
June.
19-07. New Business.
Ms. Cowan stated the Advisory Board nominations will be the last 10 days of
May, starting May 17 and the elections will be on Thursday and Friday, June 8
& 9. Current Board members will serve through the end of August. Ms.
Quigley’s first term is up and she can run again, Ms. Leuffgen’s second term is
expiring so she will need to sit off one year and Ms. Smith’s first term is up and
she can be reappointed by City Council if she chooses to be.
19-08. Treasurer’s Report.
At the time of the meeting staff had not received the Treasurer’s Report for
March.
19-09. Council & Administration Updates.
Councilor Wright stated that City Council has been very active. They recently
had a budget meeting.
Councilor Wright reported that he toured the new build and was very
impressed with the spaciousness and is excited for the connection of all the
buildings.

Councilor Wright stated the HREC Committee will be offering some events to
Madison Heights residents. There will be a bus tour, a trip to The Wright
Museum and speaking events, all focused on their mission to create greater
cohesion in our community by promoting mutual respect, dignity and open
communication among all people.
Councilman Fleming stated he is working with the Jewish Historical Society to
help put on some of the events with the HREC Committee.
Councilman Fleming reported there will be a Human Trafficking Presentation
put on by the Police Chief and Common Ground at City Hall on April 27 at
6:30 pm.
Councilman Fleming stated there will be a Town Hall meeting with the Police
Department and the Crime Commission in May.
Councilman Fleming reported Fire Station 2 will be getting a new ladder truck
as part of the budget process.
Mr. Ballantine stated he recently went to management training and appreciated
learning new skills that helped him shift from field worker to supervisor.
Mr. Ballantine stated that DPS is now up to full staff.
Mr. Ballantine reported on the water main project work and budget meetings.
19-10. Adjournment.
The meeting was adjourned at 1:40 pm. Our next meeting will be on Tuesday,
May 16, 2023 at 1:00 pm.
