Active Adult Center Advisory Board
October 17, 2023
A Regular Meeting of the Madison Heights Active Adult Center Advisory Board
was called to order by Chair Salley, October 17, 2023, at 1:00 p.m. at the Active
Adult Center Municipal Building at 260 W. 13 Mile Rd., Madison Heights, MI
48071.
Present: Bessler, Juska-Svoba, Leuffgen, Patton, Ratliff, Salley, Smith,
Topping and Quigley.
Also Present: Center Supervisor Cowan, DPS Director Ballantine, and
Councilor Wright.
Absent: Councilman Fleming.
An invocation was led by Ms. Cowan.
19-01. Minutes.
Motion by Ms. Mowry seconded by Ms. Juska-Svoba to adopt the minutes from
the Regular Meeting of September 19, 2023.
Yeas: Bessler, Juska-Svoba, Leuffgen, Patton, Ratliff, Salley, Smith,
Topping and Quigley.
Nays: None.
Absent: None.
19-02. Meeting Open to the Public.
None.
19-03. Staff Report.
Ms. Cowan updated the Board on programs currently happening and upcoming
at the Center, including the Volunteer Appreciation luncheon on November 10,
a possible Holiday Bazaar on December 2 and the school holiday luncheons,
with Madison on December 1 and Lamphere on December 7.
19-04. Maintenance Requests
None.
19-05. Budget Requests
Ms. Cowan stated she is requesting the following items for next year’s budget
requests: More part time hours, a camera at the front desk, new golf software,
a renewal or new recreation software.
19-06. Unfinished Business.
Ms. Cowan stated the AARP Age-Friendly note is just a reminder for her.

Ms. Cowan reminded the Board that they will take a group photo after the
meeting.
19-07. New Business.
Ms. Cowan stated there are some new volunteer opportunities such as handing
out candy at a trunk or treat Recreation Department event, peeling and dicing
potatoes and putting tablecloths down the day prior to Thanksgiving and
working the Thanksgiving luncheon.
Ms. Cowan stated that all exercise class fees will go up from $5 to $7 in the new
year. They have not been raised for 15-20 years. One dollar extra will go to the
instructor and $1 will go to the Center.
19-08. Treasurer’s Report.
Motion by Ms. Patton seconded by Ms. Quigley to approve September Treasurer
report.
Yeas: Bessler, Juska-Svoba, Leuffgen, Patton, Ratliff, Salley, Smith,
Topping and Quigley.
Nays: None.
Absent: None.
Mr. Salley asked how much the bingo license is and Ms. Cowan stated $150, so
the $167.57 currently in the account will cover it.
Ms. Cowan stated the escrow account has almost $20,000 in it and asked the
Board if they had any ideas for the monies, since it is getting high. Mr. Salley
suggested handicap buttons for the two individual bathrooms since the doors
are heavy and can be difficult for seniors (especially ones with walkers) to open.
Ms. Cowan suggested we ask for the buttons under our budget request and if
they are not completed, to then look at using escrow account monies. The
Board agreed.
19-09. Council & Administration Updates.
Councilor Wright reported there was not a lot on the last Council agenda, but
that Council did approve a proclamation for Fire Prevention Week, Library
Appreciation Week and Indigenous People’s Day.
Councilor Wright also stated Council approved a replacement ambulance for
the Fire Department and a replacement patrol car for the Police Department.
Councilor Wright said Council approved a budget amendment for 2024 to
match at EGLE grant to provide free replacement recycle and trash bins for all
residents.

Councilor Wright stated Council also approved an amendment to allow for
more marijuana facilities in Madison Heights going from 3 to 4 or 5.
Lastly, Councilor Wright stated this was his last meeting before the election.
Mr. Ballantine stated construction season is winding down.
Mr. Ballantine also reported DPS hired two new Equipment Operator 1s.
Mr. Ballantine stated the Civic Center Project is wrapping up. Staff will be
going over punch list items with the contractor prior to completion, including
acoustical panels for the dining room.
19-10. Adjournment.
The meeting was adjourned at 1:35 pm. Our next meeting will be on Tuesday,
November 21, 2023 at 1:00 pm.
