Damon Brown, Kevin Kelly, Kristopher Ullman, and Jeffrey Badcock 1 02-9-26 Presentation Thanking Community Partners for Assistance in Finding Lost Child The Police Chief LeMerise recognized the community and first responders for their efforts in finding the six-year-old non-verbal autistic boy who went missing on February 1, 2026. Nearly 30 agencies assisted in a sub-zero search involving helicopters, drones, and canines. The boy was found safe inside an unlocked home nearby. The homeowner, Mr. Lebron Brinkley, was honored for providing a warm, safe environment for the child until he was discovered. MEETING OPEN TO THE PUBLIC: Dennis Tomlison, resident, raised concerns regarding waste management services, specifically noting that Priority Waste trucks were speeding (estimated at over 30 mph) and leaving trash cans in the middle of the road, creating hazards for motorists and difficulty for elderly or disabled residents. Motion to adopt the resolution to amend the Official Map of allowed parcels for Adult Marihuana establishments as follows: 3 02-9-26  MADISON HEIGHTS CITY COUNCIL RESOLUTION AMENDING THE OFFICIAL MAP APPROVED & PUBLISHED BY THE CITY FOR ALLOWED PARCELS FOR ADULT USE MARIHUANA ESTABLISHMENTS WHEREAS, pursuant to the City of Madison Heights’ general police power granted to cities by the Michigan Constitution of 1963, the Home Rule Act, MCL 117.1 et seq., and by the Michigan Regulation and Taxation of Marihuana Act, Initiated Law 1 of 2018 MCL 333.27951 et seq., as amended, the City has the authority to regulate the location of adult-use marihuana establishments within its jurisdiction; and WHEREAS, to protect the public health, safety and welfare of the residents of the City and general public, the City Council may determine the appropriateness of parcels in which adult-use marihuana establishments may be located within the City; and WHEREAS, pursuant to Section 7-410(a) of the City’s Code of Ordinances, the City Council shall approve a published map depicting all individual parcels that are eligible for the location of adult-use marihuana establishments; and WHEREAS, in the interest of protecting the public health, safety and welfare of the residents of the City and the general public, the City Council has evaluated the appropriateness of locations for adult-use marihuana establishments to be situated within the City; and WHEREAS, the official map approved and published by the City for allowed parcels for adult-use marihuana establishments must be identical to the official map for medical marihuana facilities; and NOW THEREFORE, BE IT RESOLVED that the Madison Heights City Council approves the attached map of “Allowed Parcels For Medical Marihuana Facilities and Adult Use Marihuana Establishments” to serve as the official map published by the City to regulate such locations in accordance with Section 7-410(a) of the City’s Code of Ordinances. COUNCIL COMMENTS: Councilwoman Aaron expressed appreciation for the Fire Department awardees and shared neighbor concerns regarding trash collection timing during school dismissal, which is complicated by snowbanks and parked cars. She praised the community response in finding a missing child and announced the library's National Nutrition Month speaker series scheduled for March. Mayor Pro Tem Mier congratulated the award recipients and suggested combining Historical Commission and Library events to increase engagement. He reminded everyone of the upcoming Random Acts of Kindness week, emphasizing that small gestures create an endless ripple of positive impact. Councilor Wright honored Black History Month and requested that the community respect the privacy of the recently rescued child’s family. He highlighted the compassion shown by the homeowner's dog during the rescue and announced an adaptive game night for the ADA community on March 25th, as well as a community gathering on February 25th. Assistant City Attorney Burns expanded on the background of one of the evening's firefighter awards, noting that a call originally dispatched as a medical emergency evolved into a high-risk domestic violence situation on an eight-story building. He highlighted the extreme danger faced by the first responders, revealing that an individual attempting to jump nearly pulled a firefighter over the railing with him. Attorney Burns expressed deep humility and appreciation for the fire department, emphasizing that these professionals often encounter life-or-death scenarios that go far beyond their initial dispatch. City Manager Marsh announced several city-led activities for Random Acts of Kindness Week, including a resident "kindness bingo," a gratitude chain at City Hall, and a social media video to spread the initiative started by Margene Scott. She also reported on the "Have a Heart" animal shelter fundraiser held at the Coach, which raised over $3,000. Marsh specifically thanked organizer Ricky Bustler and the restaurant owners, who increased their planned 10% donation to support the shelter. 7 02-9-26 City Clerk Rottmann reminded residents that the Council would be making appointments to citizen boards and commissions at the following meeting. She encouraged interested community members to review the various board descriptions and apply on the city’s website, noting that submissions must be received by the upcoming Friday to be included in the Council's review packet. Councilor Rohrbach celebrated Black History Month and shared information regarding the Environmental Citizens Committee (ECC) native garden grant, which is open for applications until April 1st. She provided a personal account of the community-wide search for a missing child, praising the empathy and immediate action taken by residents. Councilor Geralds highlighted the Underground Railroad display at the library and the ongoing coffee concerts hosted by the Recreation Department. She praised the library and recreation staff for creating a "great heart" for the community through unique programming. Councilman Fleming thanked responders and residents for their efforts in the missing child search. He expressed a desire to work with the new Priority Waste CEO to address service concerns and acknowledged the successful animal shelter fundraiser at The Coach. Mayor Corey Haines congratulated the police and fire departments for their coordination during recent emergencies and thanked Service Towing for their reliable partnership. He noted upcoming Asian Lunar New Year celebrations, specifically the Year of the Horse, and extended gratitude to Ricky Bustler for his tireless work on the animal shelter fundraiser.
