Crime Commission Meeting Madison Heights, Michigan June 14, 2022 A Crime Commission Meeting was held on Tuesday, June 14, 2022 at 3:00 PM at City Hall - Executive Conference Room, 300 W. 13 Mile Rd. CALL TO ORDER Call to order at 3:02 pm ROLL CALL PRESENT Martha Covert Deliza Lee Lisa Lenart-Cynowa Margarette Marentette Anthony Roberts Council Representative Sean Fleming Council Alternate Representative Quinn Wright ABSENT Jeffrey Hilliard Colleen Monaghan ADDITIONS/DELETIONS Motion made by Council Representative Fleming, Seconded by Lee. To change the time of the meeting going forward from 3:00 pm - 2:30 pm. Council Alternate Representative Wright advised to just be aware that moving the meeting time earlier in the day may diminish the attendance from the public. Voting Yea: Covert, Lee, Lenart-Cynowa, Marentette, Roberts, Council Representative Fleming APPROVAL OF MINUTES Commission Lenart-Cynowa stated that in the addition/deletion of minutes the subject of allowing alternate commissioners to sit at the table with all the commissioners and council representatives. Motion made by Covert, Seconded by Lee to approve the minutes with the Lenart-Cynowa change. 1 06-14-22 Voting Yea: Covert, Lee, Lenart-Cynowa, Marentette, Roberts, Council Representative Fleming MEETING OPEN TO THE PUBLIC None present. REPORTS 1. Chief's Report a. 2021 Annual Report Chief Haines stated that all commissioners were emailed a copy of the annual report and asked if anyone had any questions. Council Representative Fleming asked if the report was made available to the public. The Chief stated the entire report is not made available to the public but he does do a presentation of the annual report at a council meeting which is available for public viewing. b. 2022 Department Goals 1. The biggest goal for 2022 is recruiting and retaining staff. Recruiting has been very difficult due to so many police departments hiring making competition between departments fierce. We have made contract and policy changes to allow beards, tattoos, changing to 12 hours shifts and buying officers vests. We are always striving to do more to combat this issue. The recruitment team which is made of one lieutenant, one sergeant and five officers have already visited several academy's resulting in four applicants. However, we did lose a couple due to better offers from other cities. 2. As always the Bike Rodeo was a great event. D &D Bicycle backed out at the last minute but we were able to obtain American Cycle who did an awesome job. We will be using American Cycle at future bike rodeos and they have even offered to add additional bikes to raffle off to the kids. Goals for 2023 Bike Rodeo is to return to including the Department Open House, obtain some more sponsors and increase advertising. 3. New radio system, which was also on last years goals was delayed by the county. Hopefully the new radio system will be installed and put into operation this year. 4. This is the last year of phase funding the new HVAC system. 5. We have already begun working on our goal of updating the station by painting, new flooring in dispatch, new desks and chairs. 5 06-14-22  2. Council Report Council Representative Fleming stated that the council approved the purchase of two new police cars at the last meeting. a. K-9 Demonstration Event Council Representative Fleming stated he has discussed with Chief Haines about having a public event featuring K-9's from several area departments demonstrating their talents and abilities. No budget would be needed and thinking about a date in the fall of this year. Motion made by Council Representative Fleming, Seconded by Covert to scheduling the K-9 demonstration event with Fleming and Covert to work together to plan the event. Consumer Protection Talk from Michigan Attorney General Motion made by Council Representative Fleming, Seconded by Covert to invite the Michigan Attorney General to speak at an event hosted by the Crime Commission regarding Consumer Protection. Fleming will take the lead on the event including inviting the Michigan Attorney General. Voting Yea: Covert, Lee, Lenart-Cynowa, Marentette, Roberts, Council Representative Fleming UNFINISHED BUSINESS 3. Bike Rodeo follow up from June 11th Event. Chairperson Lenart-Cynowa stated that the Bike Rodeo went really well. We had lots of people stopping by the table and we gave away lots of gun locks. Lenart-Cynowa thanked everyone who came and helped. Commissioner Marentette stated that Dan from American Bike did a great job not only fixing bikes but helped with helmet fitting. 4. Police Ride Alongs - Commissioner Hillard Commissioner Hillard's project. Since he is absent item will be postponed. 5. Statistics Sub-Committee - Commissioner Roberts Commissioner Roberts stated that he has reviewed the crime stats from the last several years and has determined that the largest number of crimes that occur in Madison Heights are Larceny/Retail Frauds. The biggest increase of a crime was 1st & 3rd degree rape which went for 13 - 21 incidents, a 63% increase from 2017- 2021. That increase may be a result of more victims feeling comfortable to come forward to report those crimes 5 06-14-22  and/or the police department's investigations of human trafficking. The top three reported crimes are Larceny/Retail Fraud, Assault, and Fraud. The newest fraud being hackers breaking into Contactless Payment Cards when people use the tap option with their credit/debit cards during check out at stores. Commissioner Roberts and Commissioner Covert will continue to monitor crime statistics. 6. Communications Sub-Committee - Lisa Lenart-Cynowa a. Mission Statement Motion made by Covert, Seconded by Marentette to use the scope from the Resolution Establishing the City Crime Commission adopted 3/22/21 which states: The purpose and function of the city crime commission is to serve in an advisory capacity to the City Council and to study crime in the city, to make recommendations for its prevention and elimination and to develop citizen cooperation in law enforcement. Voting Yea: Covert, Lee, Lenart-Cynowa, Marentette, Roberts, Council Representative Fleming 7. Committee to help Police Department with recruiting ideas. Chief Haines advised that a separate committee does not need to be formed but would like the commission to come up with ideas for recruitment that could be presented to City Council. NEW BUSINESS 8. Nomination and Election of Chairperson Motion made by Marentette, Seconded by Lee to nominate Covert as Chairperson Covert accepts nomination. Voting Yea: Covert, Lee, Lenart-Cynowa, Marentette, Roberts, Council Representative Fleming 9. Nomination and Election of Alternate Chairperson Motion made by Lee, Seconded by Covert to nominate Hillard as Co-Chairperson. Hillard being absent was not able to accept until next meeting. Voting Yea: Covert, Lee, Lenart-Cynowa, Marentette, Roberts, Council Representative Fleming CLOSING COMMENTS Commissioner Lee - None Commissioner Marentette - Was another great Bike Rodeo with great weather. Council Representative Fleming - The Commission still needs another Alternate if anyone may know someone who is interested in filling that position.
