Crime Commission Meeting Madison Heights, Michigan October 11, 2022 A Crime Commission Meeting was held on Tuesday, October 11, 2022 at 2:30 PM at City Hall - Executive Conference Room, 300 W. 13 Mile Rd. CALL TO ORDER Meeting called to order at 2:30 p.m. ROLL CALL PRESENT Martha Covert Jeffrey Hilliard Margarette Marentette Anthony Roberts Council Representative Sean Fleming Alexandra Iaquinto - alternate ABSENT Deliza Lee - unexcused Colleen Monaghan - alternate - unexcused Council Alternate Representative Quinn Wright - unexcused ADDITIONS/DELETIONS None APPROVAL OF MINUTES Motion made by Hilliard, seconded by Roberts, to approve the August 9, 2022 Minutes. Voting Yea: Covert, Hilliard, Marentette, Roberts, Council Representative Fleming MEETING OPEN TO THE PUBLIC Jennifer Zmarzlik, 649 E. Harwood Thanked the commission for everything that they are doing, especially Chief Haines and former Chief Roberts. Zmarzlik had concerns regard commissioners, especially alternates not attending meetings and questioned the procedures to getting them removed from the commission. Chief Haines obtained the answer from the City Clerk who stated that alternates are not required to be at every meeting but to be available if a commissioner is absent. Zmarzlik stated that she would like to be on the commission. It was suggested to her that she contact the city clerk on how to apply. 1 10-11-22 REPORTS 1. Chief's Report Chief Haines stated that we are continuing to hire and have been able to maintain our ranks and the number of patrol officers The city and the police department made some moves for lateral employment. We also did some significant wage increases and some other things with equipment. We were to post those wage increase and other incentives to the website and get word to a couple of academies. Since then we have 15 applications and just hired five. We are technically only one short once these hires get in so that propelled us forward in a big way. The majority are officers from other locations that are coming here to Madison Heights. 2. Council Report Commissioner Fleming stated that the city is going to have an agreement with the Chamber of Commerce where they are going to be working together with hiring of staff. The Chamber will post jobs and other things to help us out within the city. UNFINISHED BUSINESS 3. Handbook Signature Page Handbook signatures were obtained by Commissioner Marentette, Councilor Fleming, Co-Chairperson Hilliard and Alternate Commissioner Iaquinto. Chairperson Covert and Commissioner Roberts already submitted their signatures. 4. Consumer Protection Public Event Summery Councilor Fleming reported that presentation on scams such as identity theft, banking theft and people calling on the phone to try to get your personal information by the Attorney General Dana Nassel was well received. There were about 25 people in attendance. Attorney General stated that they would continue to work with us on other projects in the future. 5. Public Event - K-9 Demonstration The Chief stated that we were considering putting on a K-9 Demonstration at Rosie's Park. It was going to happen sometime in the next couple of weeks. But we weren't able to get the K-9's available because of different things that are going on. With talking with the chair and emailing Councilor Fleming, we decided to push it off until the spring. We will have a much bigger turn out with as far as K-9's and a much better program together for the spring. 6. 2023 Crime Commission Work Plan to be submitted to City Council by January 2023 Motion made by Council Representative Fleming, Seconded by Hilliard to make the goal for the 2023 Work Plan to be community engagement/awareness. Voting Yea: Covert, Hilliard, Marentette, Roberts, Council Representative Fleming Councilor Fleming suggested that the PD publish a weekly or bi-weekly to inform the community know what is going on in the police department. Chief Haines advised that we already notifies city counsel when a bigger event happens in the city and do a press 2 10-11-22  release to the media when needed. The PD currently has the transparency dashboard and a Facebook page. Chairperson Covert suggested having town hall meeting/educational programs to promote community awareness and engagement. Chairperson Covert will be working on a cyber crime presentation with guest speakers from the Michigan State Police & Oakland County Prosecutor sometime after April 2023. Chief Haines reminded the commission of the yearly police department bike rodeo and the city's citizens academy that the commission can participate in to promote the community engagement. Commissioner Marentette stated the commission needs to look at other forms of advertising events because people are not seeing posts made on facebook until after the event has happened. Motion made by Marentette, Seconded by Covert for a Holiday Lunch on December 13, 2022 at Madhouse Bar & Grill in Madison Heights. Voting Yea: Covert, Hilliard, Marentette, Roberts, Council Representative Fleming 3 10-11-22 CLOSING COMMENTS Chief Haines - no comment Commissioner Marenette - no comment Councilor Fleming - no comment Co-Chairperson Hilliard completed ride alongs with Officer Wing and Officer Bissonette and they were both great. He is proud of the officers who protect of community. Commissioner Roberts - Welcome to Crystal who will be the new secretary and new alternate commissioner Alli Iaqinto. Commissioner Marentette stated she will see everyone at the holiday luncheon. Chairperson Covert - Welcome to Alli and she is glad she is here. Thanks to everyone for their interactions and ideas.
