Regular Meeting Environmental Citizens Committee April 20, 2023 A Regular Meeting of the Environmental Citizens Committee was held on Thursday, April 20, 2023, at 10:00 a.m. in the Municipal Building at 300 West Thirteen Mile Road, Madison Heights, Michigan. Present: Chairman Salley and Members: Ms. Bartleman (arrived @ 10:06 a.m.), Ms. Fox, Mr. Klepacki, Ms. Porter, and Councilor Rohrbach Absent: Mr. Theodoroff Also Present: Interim Director of Public Services/Deputy Director of Public Services Ballantine (arrived @ 10:07 a.m.) and Deputy City Clerk Boucher 23-24. Meeting Open to the Public There were no members of the public wishing to speak. 23-25. Minutes Motion by Councilor Rohrbach, seconded by Ms. Fox, to adopt the minutes from the Regular Meeting of March 23, 2023, as printed. Yeas: Fox, Klepacki, Porter, Rohrbach, and Salley Nays: None Absent: Bartleman and Theodoroff Motion Carried. 23-26. Seed Library Ms. Porter received seed donations that are being organized and the seed library will be displayed again at the library after its reopening. They accepted donated plant pots and are available for anyone who needs them. Ms. Fox updated that seed packets have been assembled for upcoming events. 23-27. Plant Sale Ms. Fox informed there hasn’t been any presale request for the upcoming plant sale. 23-28. Bloom Project Mini-Grant Program 1 04-20-23 ECC Regular Meeting Environmental Citizens Committee April 20, 2023 The members discussed in detail the three (3) organizations applications, seventeen (17) residential applications, and grant money to be awarded. Motion by Councilor Rohrbach, seconded by Ms. Fox, to approve $1,450 organization Bloom Project Mini-Grants to Rachel Harwell for John Page Middle School and Patricia Perry for Madison School District. Yeas: Bartleman, Fox, Klepacki, Porter, Rohrbach, and Salley Nays: None Absent: Theodoroff Motion Carried. Motion by Councilor Rohrbach, seconded by Mr. Klepacki, to approve $100 residential Bloom Project Mini-Grants to Rachel Hermann, Caitlyn McAllister, Alicia Mcclenathen, Michael Nance, and Melissa Shull. Yeas: Bartleman, Fox, Klepacki, Porter, Rohrbach, and Salley Nays: None Absent: Theodoroff Motion Carried. 23-29. Excuse member(s) Motion by Councilor Rohrbach, seconded by Mr. Klepacki, to excuse Mr. Theodoroff from today’s meeting. Yeas: Bartleman, Fox, Klepacki, Porter, Rohrbach, and Salley Nays: None Absent: Theodoroff Motion Carried. 23-30. Finance Update – Escrow Account Interim Director of Public Services/Deputy Director of Public Services Ballantine confirmed there’s $11,196.93 in the escrow account, it includes the $500 debit to East Michigan Native Plants but not any approvals from the last ECC meeting. 23-31. Tree City - Arbor Day Planning Councilor Rohrbach updated that signage for the Arbor Day event is ready. Ms. Bartleman and Mr. Klepacki are scheduled to pick up ten (10) trees to give away at the event. Recreation will provide a tent and table 2 04-20-23 ECC Regular Meeting Environmental Citizens Committee April 20, 2023 for the committee. Councilor Rohrbach will announce the Bloom Project Mini-Grant winners and Ms. Fox will contact all the grant recipients. There will be raffle entries available for participants to win the tree giveaway and winners will be announced at the event. Ms. Bartleman added that the trees must be delivered by 7 a.m. on Saturday, April 22nd. She will provide tree flyers at the Arbor Day event. She applied for wholesale pricing at Wild Types to purchase bigger trees, shrubs, and a variety of plants. Interim Director of Public Services/Deputy Director of Public Services Ballantine advised that Hales Street will be closed at 13 Mile Road for the Run for the Health of It 5K. 23-32. Adjournment.
