CITY OF MADISON HEIGHTS PLANNING COMMISSION MEETING MINUTES November 18, 2025 Council Chambers – City Hall 300 W. 13 Mile, Madison Heights, MI 48071 1. CALL TO ORDER Chair Champagne called the meeting of the Madison Heights Planning Commission to order at 5:30 p.m. 2. ROLL CALL Present: Chair Josh Champagne Mayor Roslyn Grafstein Mayor Pro Tem Mark Bliss City Manager Melissa Marsh Commissioner Ryan Fox Commissioner Eric Graettinger Commissioner Cliff Oglesby Commissioner Grant Sylvester Also Present: Community and Economic Development Director Giles Tucker Business Services Coordinator Mary Daley Absent: None 3. APPROVAL OF THE MINUTES Motion by Commissioner Fox, seconded by Commissioner Marsh to approve the minutes of the regular Planning Commission meeting of September 16, 2025. Voting Yea: Commissioner Bliss, Commissioner Fox, Commissioner Graettinger, Commissioner Grafstein, Commissioner Marsh, Commissioner Oglesby, Commissioner Sylvester, Chair Champagne Motion carries. 4. MEETING OPEN TO THE PUBLIC Chair Champagne opened the meeting for public comment at 5:35 pm Resident Matt Olsen introduced himself. He stated that he plans to apply for the open vacancy for the Planning Commission and wanted to experience a meeting prior. 5. UNFINISHED BUSINESS: Revised Master Plan Update Schedule – CED Director Tucker reviewed the Master Plan Schedule and relayed the suggested updates from Planner Lonnerstater as shown in the packet. The Master Plan Committee should consist of two members of the Planning Commission, City Council, and Downtown Development Authority. The plan would be to meet monthly. Those dates would be settled upon at the first meeting of the Planning Commission in January. The master plan survey is open and can be found on the City website. 6. NEW BUSINESS: Adoption of 2026 Meeting Calendar Motion by Commissioner Fox, seconded by Commissioner Oglesby to approve the 2026 planning commission meeting calendar as presented. Voting Yea: Commissioner Bliss, Commissioner Fox, Commissioner Graettinger, Commissioner Grafstein, Commissioner Marsh, Commissioner Oglesby, Commissioner Sylvester, Chair Champagne Motion carries. 7. PLANNER UPDATES: 2025 Development Report CED Director Tucker reviewed the 2025 Development report which includes Special Land Use Applications and Site Plan Application Approvals 8.
