Herzog ALSO PRESENT: Lisa Ellis, DDC Program Director MEMBERS OF THE PUBLIC: Michael Pellessier 4) OPEN PUBLIC MEETINGS ACT: In compliance with the open public meetings act, adequate notice of this meeting of the Downtown Development Commission was provided by distributing the Annual Meeting schedule to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at the main entrance to the Hartley Dodge Memorial Building, posting a copy on the Borough website, and filing a copy with the Borough Clerk, all on or about the first week of January 2017. Copies of said notice were made available to members of the general public. 5) APPROVAL OF MAY 2017 MINUTES Motion to approve May 2017 Minutes as presented Moved by: P. Flemming and Seconded by: R. Rocco Voice Vote: Unanimous 6) CHAIRMAN/EXECUTIVE BOARD REPORT: Chair Mike Kopas led a discussion on the Matrix of Recommendations from the Urbanomics Downtown Development Study. The DDC went through the list one by one and further sorting, editing and assigning the outlined tasks to various entities. 7) TREASURER’S REPORT: Brad Cramer presented the monthly financial reports. 8) MAYOR’S REPORT: There was no report. 9) COUNCIL LIAISON REPORT: Council Member/DDC Liaison Maureen Byrne noted that the Borough Council was working on the detailed job description for a “Downtown Manager” type position to be posted and hired over the course of the summer. 10) PLANNING BOARD REPORT: Peter Flemming mentioned that the Planning Board was currently working on a residential subdivision application for Lathrop Avenue. 11) FOUNDATION REPORT: There was no report. 12) COMMITTEE REPORTS: 1|Page  a) Sign & Façade: John Hoover, Chair (Karen Giambra, Leslie Lajewski, Eric Range) i) Develop a welcome kit: key parameters to be followed; list of do's and don'ts; examples of “best” signage ii) Photos taken, by John Hoover, and forwarded to the committee. iii) Review and modify guidelines iv) Reconsider a matching grant program v) Applications between March 16th and April 20th (1) 306 Main Street - Daddy Matty’s BBQ - Submitted 5/5/17 - Sent to S & F 5/18/17: Approved 5/23/17 (2) 306 Main Street - Mexican Spice - Submitted 5/5/17 - Sent to S & F 5/23/17: Approved 6/7/17 (3) At the request of Borough of Madison TCC/Zoning Board and Susan G. Blickstein, AICP/PP, PhD, ASA, Art Demarest, RA, NCARB of Arthur Demarest Architects, LLC provided the Sign & Façade Committee of the Madison Downtown Development Commission with documents for review regarding the façade and signage proposed for the new Ossino’s Italian Specialties Emporium planned for 258 Main Street. Comments from Sign & Façade were submitted to Fran Boardman for distribution to the Zoning Board on June 12, 2017. b) PIC (Public Improvement): Jim Hollenbach, Chair (Maureen Byrne, Brad Cramer Mark Fabyanski, John Hoover, Russell Stern, Suzy Whitehorn, Peter Flemming, Bob Rocco): PIC met on Tuesday, June 6th at 8:15am with Supervisor of Public Works, Ken O’Brien. John Hoover took some great pictures of all of the spots that needed some attention. Ken was very helpful explaining the process for repairs and replacement. We also talked about the two remaining locations for installation of the water fountains. He believes they are both spots that should work out well. He will report back to us on when he plans to get that project going. The locations we chose are on the Corner of Waverly and Lincoln and the other next to the post office box in front of Short Stories. c) University Relations: Carla Brady, Chair (Mark Fabyanski, Mike Kopas, Larry Jasen, Eric Range, Deb Starker, Marsha Ann Zimmerman): Carla Brady reminded everyone that the Movie Night presenting Beauty and the Beast will be held on the Drew campus on Thursday, June 22nd d) Marketing and Economic Development: Eric Range Chair (Barb Short, Leslie Lajewski, Russell Stern, Michael Pellessier, Karen Giambra, John Morris): M&ED met on Friday, June 9th at 8:00 am at the Nautilus Diner. The discussion included next steps on the branding recommendations from the Downtown Revitalization Study. There was also a discussion on the next steps with the Close.by app. The borough attorney has completed a new draft of the agreement and Eric ad Lisa will meet with the reps from Close.By and TAPinto on Friday, June 16th at 8:00 am to reach a final agreement. 13) AD HOC COMMITTEE AND PROJECT UPDATES: a) Taste of Madison (Monday, March 19, 2018): The 2018 event will be held at Brooklake Country Club in Florham Park. b) May Day (TBD) c) DDC/MACA Sidewalk Art Gallery & Gala: Only two banners have been received. Deb Starker will be speaking with Lisa Ellis to determine the best way to display them. d) Farmers’ Market (Thursdays, June 1 - October 26): the 2017 is off to a great start. It is drawing good crowds every week and is close to vendor capacity. e) Drew University Town Tour (Saturday, August 26, 2017) f) Bottle Hill Day (Saturday, October 7, 2017): Applications and Sponsorship Packets will be released before July 1st. 2|Page  g) Sidewalk Sounds (Incorporated into Madison Farmers’ Market) h) Downtown Concert Series w/METC (June 30, July 14 & 28, August 11 & 25, September 8) i) Madison Storytellers Festival (September 16, 2017) 14) OLD BUSINESS: There was no old business discussed. 15) NEW BUSINESS: There was no new business discussed. 16) INVITATION FOR DISCUSSION FROM THE PUBLIC: There was no discussion. 17) ADJOURNMENT Motion to adjourn to the Borough Council Meeting at 9:12 pm Moved by: E.
