DOWNTOWN DEVELOPMENT COMMISSION Committee Room - Hartley Dodge Memorial Building Date: May 17, 2018 Time: 7:15 pm MEETING MINUTES 1) CALL TO ORDER: This meeting was called to order at 7:21 pm by Vice Chair Suzy Whitehorn 2) PLEDGE OF ALLEGIANCE 3) ROLL CALL: MEMBERS PRESENT: R. Stern ALSO PRESENT: Lisa Ellis, Director of Business Development MEMBERS OF THE PUBLIC: John Hoover, Michael Pellessier 4) OPEN PUBLIC MEETINGS ACT: In compliance with the open public meetings act, adequate notice of this meeting of the Downtown Development Commission was provided by distributing the Annual Meeting schedule to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at the main entrance to the Hartley Dodge Memorial Building, posting a copy on the Borough website, and filing a copy with the Borough Clerk, all on or about the first week of January 2018. Copies of said notice were made available to members of the general public. 5) APPROVAL OF MARCH 2018 MINUTES (There are no minutes for April, as a quorum was not reached. Flemming Voice Vote: Unanimous 6) CHAIRMAN/EXECUTIVE BOARD REPORT: There was no report. 7) TREASURER’S REPORT: The monthly financial statements were shared, May Day income is down this year. 8) MAYOR’S REPORT: Mayor Conley responded to a letter from Eric Range regarding the creation of additional non-voting members. The Mayor stressed the importance of adding Michael Pellessier as an active volunteer and now, Borough Communications and Technology Coordinator 9) COUNCIL LIAISON REPORT: There was no report. 10) DIRECTOR OF BUSINESS DEVELOPMENT REPORT: Lisa Ellis gave a brief update on some of the business activity in the last month. She also updated the Commission on some of the ongoing parking related discussions occurring at Borough Hall. 11) PLANNING BOARD REPORT: There was no report. 12) FOUNDATION REPORT: The MMSF met immediately preceding the DDC meeting and will meet again on 1|Page  June 21st. There was a brief report regarding the settlement reached with the DCA as a result of errors in recent filings. 13) COMMITTEE REPORTS: The DDC Chair, Mayor and Council Liaison will be invited to all standing committee meeting meetings. a) Sign & Façade: Eric Range, Chair, Mike Kopas, Suzy Whitehorn, Leslie Lajewski Karen Giambra Report: The Committee has reviewed one application since the April DDC meeting. i) L’allegria, 9 Prospect Street Received by Zoning: 4/27/18 Approved: 5/8/18 Action Items: Currently working on revising the Sign Application. A draft has been shared with the Committee, Administration, Zoning and the Mayor b) PIC (Public Improvement): Jim Hollenbach, Chair, Peter Flemming, Bob Rocco, Russell Stern Brad Cramer, Suzy Whitehorn, Marsha Ann Zimmerman, Larry Jasen. Report: PIC will meet again on Tuesday, May 22nd at 8:45 am at the Nautilus Diner. Action Items: Photos taken on 4/17/18 will be incorporated into a document that will be shared with PIC and then presented to DPW. c) University Relations: Carla Brady, Melanie Tomaszewski, Deb Starker Report: There is no formal report Action Items: Mayor Conley, Ray Codey, Jim Burnet and Lisa met with Brian Mauro and Peter Woolley on the FDU campus on Tuesday, May 8th. There was good dialogue about the ways that the Borough and FDU can collaborate going forward. They included:  Athletics o FDU student athletes mentoring high school and youth league athletes through clinics, coaching, etc. o Cooperation on facilities use  Academics o Public Administration Courses (taught by, Jim, Ray and Mayor) o Connections with Madison High School in the areas of Civics (FDU PublicMind Poll), Arts Education, etc. (*Lisa will connect Brian and Peter with representatives from MPS)  Arts & Community o FDU performances at the Madison Community Arts Center (Kings Road) o Better promotion of events at FDU that are open to the community  Other o FDU presence at big Madison community events o Potential shuttle for students to Farmers Market and Bottle Hill Day o Internship opportunities for FDU students in the Borough o Pop-up Shops for University Swag o Madison Electric new arrangement with JCPL, potential to help FDU in the event of outages resulting from extreme weather d) Marketing and Economic Development: Eric Range, Leslie Lajewski, Carla Brady, Deb Starker Melanie Tomaszewski, John Morris, Karen Giambra, Michael Pellessier. Chair TBD. Report: There is no report. Action Items: A brainstorming session will be scheduled shortly. This has been pushed off to allow the new Coordinator of Communications and Technology to start and get settled in. 14) AD HOC COMMITTEE AND PROJECT UPDATES: a) Taste of Madison (Monday, March 19, 2018): The 2018 event will be held at Brooklake Country Club 2|Page  in Florham Park. i) The Taste of Madison was a great success, the proceeds for the three partners will total $14,000.00 each. b) May Day (May 5, 2018): ii) May Day Report • Thank you video: https://youtu.be/vEN1fWAEwJU c) DDC/MACA Sidewalk Art Gallery & Gala: iii) Finished canvasses are starting to come in iv) Banners have been ordered for the remaining banner poles showcasing the Farmers Market and Concert Series d) Farmers’ Market (Thursdays, May 31 - October 25, 2018) v) Preliminary advertising has been done vi) Contracts are coming in and new vendors being secured. We have 6 new vendors and 17 returning at this point. vii) Performers have been booked for the entire season. viii) Non-profits were contacted regarding setting up showcases. We will be able to have at least one tent set-up devoted to this purpose for the entire season. e) Drew University Town Tour (August 25, 2018) f) Bottle Hill Day (Saturday, October 6, 2017) g) Sidewalk Sounds (Incorporated into Madison Farmers’ Market) h) Downtown Concert Series w/METC (June 22, July 13, July 27, August 10, August 24, & September 7, 2018) i) Madison Storytellers Festival (September 15, 2018) j) Paint the Town Yellow: There was no report. k) MACA/DDC Holiday Arts Festival (Friday and Saturday, November 24th and 25th) l) Rose City Summerfest (TBD): After consultation with the Executive Board, concerns about the compressed timeline and the lack of responsiveness of the young men who initially brought this concept to the DDC would put the success of this event in jeopardy. We would like to pursue it as a 2019 event for the weekend of June 29th. 15) OLD BUSINESS: Eric Range responded to Mayor Conley’s report regarding the addition of three non- voting members. 16) NEW BUSINESS: There was no new business discussed. 17) INVITATION FOR DISCUSSION FROM THE PUBLIC: There was no discussion. 18) ADJOURNMENT Motion to adjourn at 8:39 pm Moved by: E.
