DOWNTOWN DEVELOPMENT COMMISSION Committee Room - Hartley Dodge Memorial Building Date: April 18, 2019 Time: 7:15 pm MEETING MINUTES 1) CALL TO ORDER 2) PLEDGE OF ALLEGIANCE 3) ROLL CALL MEMBERS PRESENT: R. Conley, J. Hoover, B. Cramer, S. Whitehorn, M. Tomaszewski, T. Honohan, P. Flemming, J. Morris, D. Starker, E. Range, R. Stern, M. Fabyanski, C. Brady. Michael Pellessier MEMBERS ABSENT: J. Herzog ALSO PRESENT: Lisa Ellis, Director of Business Development; MMSF Trustees Barry Kroll and Laura Cole 4) OPEN PUBLIC MEETINGS ACT: In compliance with the open public meetings act, adequate notice of this meeting of the Downtown Development Commission was provided by distributing the Annual Meeting schedule to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at the main entrance to the Hartley Dodge Memorial Building, posting a copy on the Borough website, and filing a copy with the Borough Clerk, all on or about the first week of January 2019. Copies of said notice were made available to members of the general public. 5) APPROVAL OF FEBRUARY 2019 MINUTES Motion to approve February 2019 Minutes as presented Moved by: E. Range and Seconded by: P. Flemming Voice Vote: Unanimous 6) TREASURER’S REPORT: Brad Cramer shared the monthly financial statements. 7) FOUNDATION REPORT: Trustee Laura Cole gave a brief recap of the foundation meeting that took place immediately preceding the DDC meeting this evening. The Foundation is currently working on getting a banking RFP out, Eric Range updated the MMSF on recent DDC happening including an overview of the DDC’s position paper on the 14 Lincoln Place redevelopment and the work on revising the bylaws. 8) MAYORAL REPORT: Mayor Conley spoke about the regional traffic meeting that was held at HDM this morning. Congresswoman Mikie Sherrill, nine local mayors, representatives from DOT and Morris County met to discuss the concerns about traffic on Park Avenue and Route 24. 9) COUNCIL LIAISON REPORT: There was no report. 10) PLANNING BOARD REPORT: Peter Flemming reported that there had been on application before the Planning Board at their last meeting, a residential subdivision on Lathrop Avenue. 11) DIRECTOR OF BUSINESS DEVELOPMENT REPORT a) 14 Lincoln Place Redevelopment – Process Update: Lisa Ellis noted that the Historic Preservation Commission hearing on the application had been continued to May 6. The hope is to have the final version ready for approval at the May meeting. 13) STANDING COMMITTEES (CURRENT): Informational only, no discussion planned except as highlighted a) Sign & Façade: i) There have been two applications reviewed and referred to the Borough Zoning Officer since the March DDC meeting. (1) Integrative Support Network, 214 Main Street (2) Ellis Instruments, Inc., 4B Elmer Street (3) Gary’s Wine & Marketplace, 107 Main Street b) PIC (Public Improvement): PIC held a meeting on Tuesday, April 16 at 8:00 am at the Nautilus Diner. Joe Longo for partial funding for Police Unity Tour Flags Motion to approve a contribution in the amount of $1,368.00for the purchase of Police Unity Tour Flags. Moved by: E.
