MINUTES OF A REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE
BOROUGH OF MADISON
October 13, 2021 - 7 p.m.
CALL TO ORDER
The Regular Meeting of the Mayor and Council of the Borough of Madison was held
on the 13th day of October, 2021. Acting Mayor Astri J. Baillie called the meeting to
order at 7:00 p.m. via Teleconference in the Council Chamber of the Hartley Dodge
Memorial, Kings Road, in the Borough of Madison.
STATEMENT IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT
The Borough Clerk read the statement pursuant to the Open Public Meetings Act:
“In compliance with the Open Public Meetings Act, adequate notice of this meeting
of the Council was provided by transmitting a copy of the meeting notice to the
Madison Eagle and Morris County Daily Record, posting a copy on the bulletin
board at the main entrance of the Hartley Dodge Memorial, and filing a copy in the
office of the Clerk, all on January 7, 2021. This Notice was made available to
members of the general public.”

Byrne seconded the motion, which passed with a unanimous voice call vote

GREETINGS TO PUBLIC
Acting Mayor Baillie made the following comments:
EMPLOYEE OF THE MONTH FOR OCTOBER:
Haleigh Hazen from the Building Department has been selected as the Employee of
the Month for October. For several weeks in late summer, Haleigh took on additional
responsibilities to support the Zoning Department while employees from that
department were on vacation. During this very busy period, Haleigh input the Zoning
applications into the SDL system which allowed others in the department to stay in
their rolls. Her efforts kept the department from falling behind which would have
negatively affected many Madison residents.
PROCLAMATION:
Acting Mayor Baillie presented a proclamation for Domestic Violence Awareness
Month to Virginia McBride. She has been involved with Jersey Battered Women’s
Service (JBWS) for over 30 years.

WHEREAS, the crime of domestic violence violates the basic human rights of safety
and dignity; and
WHEREAS, domestic violence affects all communities regardless of age, race,
gender economic status, religion, nationality, or educational background; and
WHEREAS, the Department of Justice estimates that 1.3 million women and
835,000 men are the victims of physical violence by a partner each year; and
WHEREAS, in Morris County, there are approximately 2,000 domestic violence
offenses each year which represents only a fraction of the domestic violence in the
community since most cases are never reported; and
WHEREAS, women aged 18 to 34 typically experience the highest rates of dating
and domestic violence; and
WHEREAS, victims of domestic violence are more likely to experience long-term
mental and physical health concerns including a higher risk of chronic disease,
substance abuse, post-traumatic stress disorder, depression, anxiety and risky
behaviors; and
WHEREAS, the Morris Family Justice Center and its partner agencies serve
domestic violence victims by operating around the clock helplines and offering
important crisis intervention support services, information, and referrals.
NOW, THEREFORE, I, Astri J. Baillie, Acting Mayor of the Borough of Madison,
on behalf of the governing body, do hereby proclaim October as Domestic Violence
Awareness Month with the objective of raising awareness of domestic violence and
its devastating effects and supporting those experiencing domestic violence.

REPORTS OF COMMITTEES
Public Safety
Ms. Byrne, Chair of the Committee, made the following comments:
During the month of September the Fire Department responded to thirty two general
alarms, fourteen still alarms, ninety eight investigation (majority were pump outs)
and twenty three EMS calls for a total of 170 calls for the month of September.
Engine 2’s fire pump has been rebuilt and is back in service. On Tuesday,
September 28th, Black Meadows mutual aid group, of which Madison is a member,
sponsored an “Electric Car Class” for first responders. Over 150 Morris County
firefighters attended the class which was held at the Morris County Fire Academy.
Electric cars present unique challenges to firefighters should they be involved in an
accident and/or catch fire. With more and more electric cars on the road, firefighters
need to be aware of the different hazards when having to deal with them. After the
class Tesla’s and a Chevy Bolt were on hand for firefighters to see and learn more
about. 15 Madison Firefighters attended the class. The Police Department reports

three promotions and one assignment change following the last council meeting on
September 27th. Sergeants Sean Plumstead and Craig Perrelli were promoted to
Acting Lieutenants and Det. Julian Morales was promoted to Sergeant. These
promotions will fill vacancies left due to retirements. In addition, Patrol Officer Jerry
Mantone will be assigned to the Detective Bureau effective October 5th. Congrats
to all. Acting Chief Miscia and Acting Captain Longo attended training titled “Re-
imagining Public Safety.” The event is a collaboration between Delta Sigma Theta,
Madison Alliance on Racial Equity, and Drew University, which envisions an
opportunity for community members to expand their thinking about safety in our
diverse communities, and to engage them in working toward innovative approaches
to safety for all citizens. On October 2nd, Bottle Hill Day went off without a hitch. All
departments worked the event and the weather could not have been better. I would
like to thank the Mayor and Council, Lisa Ellis and Suzy Whitehorn of the Downtown
Development Commission, Madison Fire Department, Madison Ambulance, our
Public Works Department, and everyone else who made the day special and safe. I
would also like to thank our vendors, visitors, and residents who visited our PBA
table and those who “dunked” our officers.
Finance and Borough Clerk
Ms. Baillie, Chair of the Committee, made the following comments:
The Finance Department reports payments this week of over $5 million dollars,
including approx. $3.6 million to the Board of Education and $1.8 million debt
payment on a bond for rehabilitation of the Hartley Dodge Memorial and purchase of
a fire truck. The Borough CFO will provide two presentations this evening, including
an update on Borough revenues and the CY 2021 Best Practices checklist. Thanks
to the Borough Administrator and CFO for their efforts. Earlier this year, historic
legislation established in-person early voting in New Jersey. This law makes our
state even more voter-friendly and strengthens our democracy by expanding
opportunities to exercise your right to vote. This new option allows registered voters
to cast their ballot in person, using a voting machine, during a nine-day period prior
to Election Day. Beginning October 23, 2021, you can now choose to vote, in
person, when it’s most convenient for your schedule. Each county will provide
registered voters with this option for the 2021 General Election. They will designate
in-person early voting locations that will be open Saturday, October 23 through
Sunday, October 31. Hours will be Monday-Saturday, 10:00 a.m.–8:00 p.m. and
Sunday, 10:00 a.m.–6:00 p.m. No appointment is necessary. The Madison Civic
Center will be an early voting location. Applications for Vote by Mail ballots and
voter registration forms are available in the Borough Clerk’s Office or online at
morriselections.org. The Borough of Madison Identification Card program is once
again underway, with appointments available on Tuesdays and Thursdays to any
resident of the Borough of Madison able to provide the requirements for establishing
his or her identity and residency as set forth in this Ordinance. Forms are available
online or in the Borough Clerk’s office. Please call 973-593-3040 for more
information.
Public Works and Engineering
Mr. Hoover, Chair of the Committee, made the following comments:
For the Engineering Department Mr. Hoover reported that contractor Merrill and
Garaguso restarted work on the front Plaza of the Hartley Dodge Memorial October
4th. Electrical conduit installation was advanced with concrete trench cutting. If
conduit installation is finalized this week, the granite stair treads on the upper stair
foundations and the upper plaza granite pavers can be reset. Please note all
general public access to the Municipal Building continues via the west wing
courtroom ramp for the duration of the project. Cifelli General Construction

continued work on miscellaneous curb and sidewalk improvement throughout
Madison. Curb and sidewalk contracts will continue through next spring based on
contractor availability and repair requests. Montana Construction emergency
response to debris buildup in the culvert between Keep Street and Kings Road
across the YMCA and NJ Transit Rail properties is beginning on state property.
Coordination with NJ Transit Rail allowed for a reimbursement agreement for work
within the Rail Right of Way and Montana indicated the rail portion of the cleaning
work would be completed this month. The Department of Public Works helped with
set up, cleaning during and clean up after Bottle Hill Day. They have repaired
multiple pot holes. And continue sewer jetting. The mechanics have continued
repairs to the Senior Van, other Borough vehicles and leaf equipment. Trees for fall
planting will be received next week. The Recreation Advisory Committee is working
on a survey and will have results next week. The Madison Environmental
Commission celebrated energy efficiency day with easy household tips for the cold
weather. Mr. Hoover provided a summary from Director of Business Development
Lis Ellis regarding Bottle Hill Day, noting the tremendous success and sense of
community. Mr. Hoover thanked all those who participated, from Borough staff to all
the volunteers that planned and implemented of this wonderful event.
Community Affairs
Ms. Coen, Chair of the Committee, absent.
Utilities
Ms. Ehrlich, Chair of the Committee, made the following comments:
Ms. Ehrlich acknowledge that the Borough of Madison is the traditional territory of
the Lenni Lenape indigenous people and that there is no treaty to acknowledge that
they were pushed out of this land and she invited all listening to consider this issue
and the impact on land and human rights. Ms. Ehrlich noted the Electric Department
has been busy this month installing LED Street Lights on Burnet Road and Glenwild
Road. They assisted Jim Trimble with installing sixty (60) smart meters at the
General Wayne Apartments on Sayre Court, and installed three utility poles in the
Cook Avenue parking lot. Verizon can now start to relocate cables ahead of the
parking lot reconstruction. There were four call outs this month for the Stand-by
Crew, including an Emergency Mark-out on Rose Avenue for a suspected gas leak
on Oct. 4th, a “loud bang” on Oct. 6th in the Green Avenue and Shunpike Road area
with no electrical issue was found. A partial power outage call on Loantaka Way on
Oct. 10th, where Electric crews discovered a tree branch rubbing on service wire to a
house, which they repaired; and a downed wire with broken branches reported on
Oct. 11th on Station Rd. The crew cut up the branches and re-hung the wires. The
Water Department continues to replace outdated water meters with new meters with
automatic readers. If anyone is interested in having their water meter updated,
please call the Madison Water Department at (973) 966-7330 to schedule an
appointment. The Madison Water Department’s annual fire hydrant and water main
flushing program is now complete. And a reminder from the Water Department to
please be sure to winterize your automatic sprinkler systems before the cold
weather sets in. Also, don’t forget to shut off your outside spigots from inside your
house. Reporting for Community Affairs, Ms. Ehrlich noted that the next regular
meeting of the Downtown Development Commission will be held via Zoom on
Thursday, October 21st. The Madison Farmers Market is open at Dodge Field
every Thursday through November 18 from 1-6:00 pm. The Market will feature live
music every week from 4-6:00 pm. The Madison Volunteer Ambulance Corps will be
holding their annual Trunk or Treat and Pumpkin Illumination on Friday, October 29.
The event begins at 5:00 pm and information can be found on the I Love Madison,
NJ Facebook page. The new painted metal benches for downtown have been

delivered, DPW will be installing them shortly. The Gateway & Wayfinding signage
project is ongoing; concept plans were submitted by Merje to the steering committee
last week. The Chamber Halloween Parade & Magic Show is scheduled for
Saturday, October 30 from 12:30pm - 3:00pm. The schedule of events include the
Annual Halloween Parade will start promptly in front of the Hartley Dodge Memorial
Building, 50 Kings Road at 12:30 p.m.. Participants will march to Green Village
Road to Main Street and finish on Waverly Place and Lincoln Place. From1:00-1:30
p.m., the Joe Fischer Magic Show will be held on the corner of Lincoln Place and
Waverly Place. In case of rain, the show will be held inside at the Madison
Community Arts Center, 10 Kings Road. Children in costume are invited to trick-or-
treat through the downtown business district from 1:30 pm-3:00 pm. Participating
stores will display a bright orange pumpkin in their windows. For the Madison
Community Arts Center, a vendor has been identified for the lighting grid installation.
We hope to be able to schedule the installation in early January. Fall performance
schedule at the Arts Center is underway and information about performances can
be found on the MACA website at madisonartsnj.org.
Health
Mr. Landrigan, Chair of the Committee, made the following comments:
Once again flu season is upon us, and all residents six months and older are
encouraged to get an Influenza Vaccine. The Madison Health Department will hold
clinics for flu vaccines on October 25th and November 3rd. Residents can schedule
an appointment through the Borough’s website. There have been ten confirmed
cases of COVID-19 in the Borough since October 1st, with three of those cases in
individuals that are vaccinated.

AGENDA DISCUSSIONS
10/13/2021-1 BOROUGH REVENUE UPDATE
Mr. Burnet provided a recap of Borough revenues, noting that certain revenues
remain problematic. Court revenues, parking fees, and interest on deposit are not
improving. Mr. Burnet anticipates a loss of $465,000 in revenues in 2020 and
$550,000 in lost revenue in 2021.
10/13/2021-2 CY2021 BEST PRACTICES INVENTORY
Mr. Burnet noted the cy2021 Best Practices Inventory highlighting Madison’s
affirmative response to questions on personnel, the municipal budget, cyber security
and procurement. The entire inventory will be posted on the Borough’s website.

The Clerk made the following statement:

Acting Mayor Baillie called up Ordinances for second reading and asked the Clerk to
read said ordinances by title:
ORDINANCE 40-2021
ORDINANCE OF THE BOROUGH OF MADISON APPROPRIATING
$125,000.00 FROM THE ELECTRIC CAPITAL IMPROVEMENT FUND
FOR REPAIRS TO THE WATER AND LIGHT PLANT BUILDING
WHEREAS, the Electric Utility Superintendent has recommended that the
Borough appropriate $125,000.00 from the Electric Capital Improvement Fund for
Water & Light Plant Building repairs and improvements; and
WHEREAS, the Chief Financial Officer has attested to the availability of the
funds in the Electric Capital Improvement Fund in an amount not to exceed
$125,000.00 for this purpose; and
WHEREAS, the Borough Council has determined that the Borough should
appropriate $125,000.00 from the Electric Capital Improvement Fund for building
repairs and improvements.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, as follows:
SECTION 1: The amount of $125,000.00 is hereby appropriated
from the Electric Capital Improvement Fund for repairs and improvements to the
Water & Light Plant Building.
SECTION 2: The budget of the Borough is hereby amended to
conform with the provisions of this Ordinance.
SECTION 3: This Ordinance shall take effect as provided by law.
Acting Mayor Baillie opened up the public hearing on Ordinance 40-2021. Since no
member of the public wished to be heard, the public hearing was closed.
Ms. Ehrlich moved that Ordinance 40-2021, which was read by title, be finally
adopted. Ms. Baillie seconded the motion. There was no Council discussion, and
the motion passed with the following roll call vote recorded:

Consent Agenda Resolutions will be enacted with a single motion; any Resolution

Resolution requiring discussion will be removed from the Consent Agenda; all
Resolutions will be reflected in full in the minutes.

R 263-2021 RESOLUTION OF THE BOROUGH OF MADISON AMENDING
BOROUGH OF MADISON PERSONNEL POLICIES AND PROCEDURES MANUAL
WHEREAS, the Personnel Director has recommended that the Borough
amend the Personnel Policies and Procedures Manual to reflect updated policy
changes for Borough employees; and
WHEREAS, the Borough Council has determined that the Borough should
amend the Personnel Policies and Procedures Manual.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey that the said Personnel
Policies and Procedures Manual is hereby amended to reflect updated policy
changes for Borough employees.
BE IT FURTHER RESOLVED that a copy of the amended Employee
Handbook/ Policies and Procedures Manual be distributed to all employees.
R 264-2021 RESOLUTION OF THE BOROUGH OF MADISON APPOINTING
FRANK CIAMPI TO THE POSITION OF PART-TIME VIOLATIONS CLERK
WHEREAS, the Joint Municipal Court Administrator and the Borough
Administrator have recommended that Frank Ciampi be appointed to the position of
Part-time Violations Clerk, effective immediately; and
WHEREAS, the Borough Council agrees with this recommendation.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey that Frank Ciampi is
hereby appointed to the position of Part-time Violations Clerk of the Madison Joint
Municipal Court, effective immediately, to be compensated at an hourly rate of
$35.00 per hour for approximately 10 hours per week, with no benefits.
R 265-2021 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING
EXECUTION OF AN AGREEMENT FOR THE PARTICIPATION IN THE JOINT
MUNICIPAL COURT OF MADISON BOROUGH, CHATHAM BOROUGH,
CHATHAM TOWNSHIP, AND MORRIS TOWNSHIP
WHEREAS, the Borough of Madison, the Borough of Chatham, the
Township of Morris and the Township of Chatham, operate a Joint Municipal Court
utilizing the court facilities at the Hartley Dodge Memorial at Kings Road in Madison;
and
WHEREAS, the Borough of Madison has been a member of the Joint
Municipal Court since it’s founding and the current agreement expires December 31,
2021; and
WHEREAS, the Borough Council of the Borough of Madison believes that a
Joint Municipal Court will result in continued financial savings to the members and
will provide for the efficient administration of justice; and
WHEREAS, the participation of the Borough of Madison as host of the Joint
Municipal Court and signatory of the Joint Municipal Court Agreement is subject to
concurrence by Honorable Stuart A. Minkowitz, Assignment Judge of the Superior
Court of New Jersey, Morris County; and
WHEREAS, the Borough Council deems it appropriate to authorize entry into
an agreement for a Joint Municipal Court with the Borough of Madison, Borough of
Chatham, Township of Morris and the Township of Chatham, for a four (4) year

WHEREAS, the Borough of Madison is choosing to satisfy the Chapter 78,
P.L. 2011 prescribed minimum by offering the following five (5) plans for the Plan
Year 2022 to its eligible employees/eligible dependents.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of

2) The above referenced five (5) New Jersey State Health Benefit Plan offerings
will be the
sole offerings for the 2022 Plan Year with these plan offerings to remain
fixed and in
effect until the earlier of the following:
a. Change in the New Jersey State Health Benefit Plan offerings
b. Change in premiums such that the offerings that are in addition to
the NJ Direct 15 Plan carry with them materially higher premiums
than the NJ Direct 15 plan.
c. Borough of Madison withdrawal from the New Jersey State

WHEREAS, the Acting Police Chief has requested that the current Madison
Police Department Sergeant’s Promotional list remain active for two years from

WHEREAS, the Personnel Director has recommended appointing
Thomas Riddleberger to the position of Substitute Crossing Guard; and
WHEREAS, the Chief Financial Officer has attested that funds are
available for this purpose in the 2021 Police Department Budget # 240, Operating
Account for Part-time Help # 130.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the

public property on November 18, 2021, for an overnight event at Niles Park; and
WHEREAS, the Borough Administrator has recommended that such

WHEREAS, the Borough of Madison, in the County of Morris, New Jersey (the
“Local Unit”), jointly operates a sanitary sewerage treatment system with the
Borough of Chatham, in the County of Morris, New Jersey, as members of the
Madison-Chatham Joint Meeting (the “Joint Meeting”) and the Joint Meeting has
determined that there exists a need to, as applicable, acquire, construct, renovate or
install a certain project which consists of the improvement of the Joint Meeting's

Molitor Water Pollution Control Facility (the “Project”), and it is the desire of the
Local Unit to obtain financing for its allocable share of such Project through
participation in the environmental infrastructure financing program (the “New Jersey
Water Bank”) of the New Jersey Infrastructure Bank (the “I-Bank”);
WHEREAS, the Local Unit has determined to temporarily finance, as
applicable, the acquisition, construction, renovation or installation of the Project
prior to long-term bond financing through the New Jersey Water Bank, and to
undertake such temporary financing with the proceeds of a short-term loan to be
made by the I-Bank (the “Construction Loan”) to the Local Unit, pursuant to the
Water Bank Construction Financing Program of the I-Bank (the “Construction
Financing Program”);
WHEREAS, in order to (i) evidence and secure the repayment obligation of
the Local Unit to the I-Bank with respect to the Construction Loan and (ii) satisfy the
requirements of the Construction Financing Program, it is the desire of the Local
Unit to issue and sell to the I-Bank its “Note Relating to the Water Bank
Construction Financing Program of the New Jersey Infrastructure Bank” in an
aggregate principal amount of up to $6,042,000 (the “Note”);
WHEREAS, it is the desire of the Local Unit to authorize, execute, attest and
deliver the Note to the I-Bank pursuant to the terms of the Local Bond Law of the
State of New Jersey, constituting Chapter 2 of Title 40A of the Revised Statutes of
the State of New Jersey (the “Local Bond Law”), and other applicable law; and
WHEREAS, Section 28 of the Local Bond Law and N.J.S.A. 58:11B-9
allow for the sale of the Note to the I-Bank, without any public offering, all under the
terms and conditions set forth herein.
NOW, THEREFORE, BE IT RESOLVED by the governing body of the
Local Unit as follows:
Section 1. In accordance with Section 28 of the Local Bond Law and
N.J.S.A. 58:11B-9, the Local Unit hereby authorizes the issuance, sale and award of
the Note (and any renewals thereof) in accordance with the provisions hereof. The
obligation represented by the Note has been appropriated and authorized by bond
ordinances of the Local Unit, finally adopted on November 26, 2018 and December
19, 2019, respectively and respectively entitled: “BOND ORDINANCE TO
AUTHORIZE THE FUNDING OF A PORTION OF THE COST OF THE
IMPROVEMENT OF THE MADISON-CHATHAM JOINT MEETING'S
MOLITOR WATER POLLUTION CONTROL FACILITY BY AND FOR THE
BOROUGH OF MADISON, IN THE COUNTY OF MORRIS, STATE OF NEW
JERSEY, TO APPROPRIATE THE SUM OF $4,770,000 TO PAY THE COST
THEREOF, TO AUTHORIZE THE ISSUANCE OF BONDS TO FINANCE SUCH
APPROPRIATION AND TO PROVIDE FOR THE ISSUANCE OF BOND
ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE OF SUCH
BONDS” and “BOND ORDINANCE TO APPROPRIATE AN ADDITIONAL
SUM OF $1,272,000 FOR THE FUNDING OF A PORTION OF THE COST OF
THE IMPROVEMENT OF THE MADISON-CHATHAM JOINT MEETING'S

BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE OF
SUCH BONDS”, at which times quorums were present and acted throughout, all
pursuant to the terms of the Local Bond Law and other applicable law.
Section 2. The Chief Financial Officer of the Local Unit (the “Chief
Financial Officer”) is hereby authorized to determine, in accordance with the Local
Bond Law and pursuant to the terms and conditions hereof, (i) the final principal
amount of the Note (subject to the maximum limitation set forth in Section 4(a)
hereof), and (ii) the dated date of the Note.
Section 3. Any determination made by the Chief Financial Officer
pursuant to the terms hereof shall be conclusively evidenced by the execution and
attestation of the Note by the parties authorized pursuant to Section 4(h) hereof.
Section 4. The Local Unit hereby determines that certain terms of the
Note shall be as follows:
(a) the aggregate principal amount of the Note to be issued shall
be an amount up to $6,042,000;
(b) the maturity of the Note shall be as determined by the I-Bank,
and the Note may be renewed from time to time as may be
determined by the I-Bank;
(c) the interest rate of the Note shall be as determined by the I-
Bank;
(d) the purchase price for the Note shall be par;
(e) the Note shall be subject to prepayment prior to its stated
maturity in accordance with the terms and conditions of the
Note;
(f) the Note shall be issued in a single denomination and shall be
numbered “NJWB-CFP-2021-1-JM”;
(g) the Note shall be issued in fully registered form and shall be
payable to the registered owner thereof as to both principal and
interest in lawful money of the United States of America; and
(h) the Note shall be executed by the manual or facsimile
signatures of the Mayor and the Chief Financial Officer
(collectively, the “Authorized Officers”) under official seal or
facsimile thereof affixed, imprinted, engraved or reproduced
thereon and attested by the manual signature of the Local Unit
Clerk.
Section 5. The Note shall be substantially in the form attached hereto as
Exhibit A, with such additions, deletions, and omissions as may be recommended by
the Chief Financial Officer, upon the advice of bond counsel, general counsel, and/or
the municipal advisor to the Local Unit, be and is hereby approved.

Section 6. The law firm of Rogut McCarthy LLC is hereby authorized to
arrange for the printing of the Note, which law firm may authorize McCarter &
English, LLP, bond counsel to the I-Bank for the Construction Financing Program, to
arrange for same.
Section 7. The Authorized Officers of the Local Unit are hereby further
severally authorized to (i) execute and deliver, and the Local Unit Clerk is hereby
further authorized to attest to such execution and to affix, imprint or reproduce the
corporate seal of the Local Unit to, any document, instrument or closing certificate
deemed necessary, desirable or convenient by the Authorized Officers or the Local
Unit Clerk, as applicable, in their respective sole discretion, after consultation with
counsel and any advisors to the Local Unit and after further consultation with the I-
Bank and its representatives, agents, counsel and advisors, to be executed in
connection the issuance and sale of the Note and the participation of the Local Unit
in the Construction Financing Program, which determination shall be conclusively
evidenced by the execution of each such certificate, instrument or other document by
the party authorized hereunder to execute such certificate, instrument or other
document, and (ii) perform such other actions as the Authorized Officers deem
necessary, desirable or convenient in relation to the execution and delivery of the
Note and the participation of the Local Unit in the Construction Financing Program.
Section 8. This resolution shall take effect immediately.
Section 9. Upon the adoption hereof, the Local Unit Clerk shall forward
certified copies of this resolution to Rogut McCarthy LLC, bond counsel to the Local
Unit, David Zimmer, Executive Director of the I-Bank, and Richard T. Nolan, Esq.,
McCarter & English, LLP, bond counsel to the I-Bank.
R 272-2021 RESOLUTION OF THE BOROUGH OF MADISON APPROVING
TEMPORARY SIGNS FOR FAMILY PROMISE OF MORRIS COUNTY
WHEREAS, Family Promise Morris County has requested permission to put
up temporary signs advertising the Homebound Hustle 5k & 1 Mile Walk on
November 6, 2021, at Central Park of Morris County; and
WHEREAS, up to ten (10) signs would be located at various intersections
and pin the Borough right-of way, commencing on October 14, 2021 and removed
by November 8, 2021; and
WHEREAS, the Zoning Officer has recommended that a temporary sign
permit be issued.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, that the request of Family
Promise Morris County to put up temporary signs as described herein from October
14, 2021 and removed by November 8, 2021, is approved.
