MINUTES OF A REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE
BOROUGH OF MADISON
September 23, 2024 - 7 p.m.
CALL TO ORDER
The Regular Meeting of the Mayor and Council of the Borough of Madison was held
on the 23rd day of September, 2024. Mayor Conley called the meeting to order at
7:00 p.m., in the Committee Room of the Hartley Dodge Memorial, Kings Road, in
the Borough of Madison.
STATEMENT IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT
The Borough Clerk read the statement pursuant to the Open Public Meetings Act:
“In compliance with the Open Public Meetings Act, adequate notice of this meeting
of the Council was provided by transmitting a copy of the meeting notice to the
Madison Eagle and Morris County Daily Record, posting a copy on the bulletin
board at the main entrance of the Hartley Dodge Memorial, and filing a copy in the
office of the Clerk, all on January 12, 2024. This Notice was made available to
members of the general public.”

Mayor Conley reconvened the Regular Meeting at 8 p.m. in the Council Chamber
with all members present. The Pledge of Allegiance was recited by all. Mayor
Conley asked for a moment of silence for the passing of Madison resident Janet
Mae Bruns.

Ms. Ehrlich moved approval of the Executive Minutes of August 12, 2024. Mr.
Landrigan seconded the motion, which passed with a unanimous voice call vote
recorded.

GREETINGS TO PUBLIC
Mayor Conley presented the following proclamation to Madison resident Guillermo

Proclaiming
HISPANIC HERITAGE MONTH
SEPTEMBER 15, 2024 - OCTOBER 15, 2024
WHEREAS, in 1968 Hispanic Heritage Week was first celebrated and in 1988 it
was expanded to cover a 30-day period starting on September 15 and ending on
October 15; and
WHEREAS, Hispanic Heritage Month is an opportunity to honor the traditions and
countless artistic, scientific, political, and cultural contributions of Madison residents

who trace their roots to Spain, Mexico, Puerto Rico, and the Spanish-speaking
nations of Central America, South America and the Caribbean; and
WHEREAS, the U.S. Census Bureau estimates that Hispanic Americans comprise
19.5 percent of the U.S. population, 22.7 percent of New Jersey’s population and
approximately 13 percent of Madison’s population; and
WHEREAS, Hispanic Americans have fought in every war since the Revolutionary
War, and 60 Hispanic Americans have received the Congressional Medal of Honor,
our nation’s highest military award for valor in action against an enemy force; and
WHEREAS, the national theme of this years Hispanic Heritage Month, Pioneers of
Change: Shaping the Future Together, recognizes those of Hispanic descent who
have been trailblazers paving the way for future generations; and
WHEREAS, members of Madison’s Hispanic population work in areas which
provide essential services including health care, retail stores and restaurants; and
WHEREAS, this same population contributes greatly to Madison by volunteering
their time through churches and other local philanthropic organizations.
NOW, THEREFORE, I, Robert H. Conley, Mayor of the Borough of Madison, on
behalf of the governing body, do hereby proclaim September 15, 2024 to October 15,
2024 as Hispanic Heritage Month. We appreciate and honor the countless
achievements of our Hispanic neighbors and continue our efforts to ensure that
Madison is a welcoming and inclusive community.

Mayor Conley presented the following proclamation to Council member Forte:

Proclaiming
BREAST CANCER AWARENESS MONTH
OCTOBER 2024
WHEREAS, the Borough of Madison values the health of all of its citizens; and
WHEREAS, an estimated 310,000 women will be diagnosed with breast cancer this
year, and 1 in 8 women in America will be diagnosed with the disease in their
lifetime; and
WHEREAS, breast cancer is the second most common cancer diagnosed in women
and also ranks second as a cause of cancer death in women; and

WHEREAS, there are many health disparities among underserved communities by
income, geography, insurance, race, ethnicity, age and gender who are
disproportionately affected by this disease; and
WHEREAS, certain factors put some women at a higher risk than others, including
age, personal or family history of breast cancer, specific genetic mutations and dense
breast tissue; and
WHEREAS, with routine mammogram screening and follow-up testing, breast
cancer can be detected early, when it can more effectively be treated; and
WHEREAS, there are more than 4 million breast cancer survivors in the United
States including women still being treated.
NOW, THEREFORE, I, Robert H. Conley, Mayor of the Borough of Madison, on
behalf of the governing body, do hereby proclaim October 2024 as Breast Cancer
Awareness Month in recognition and support of the patients, families and
professionals leading the fight against breast cancer and reaffirm our commitment to
supporting breast cancer research and to educating all citizens about its risk factors,
detection and treatment.

REPORTS OF COMMITTEES
Public Safety
Mr. Range, Chair of the Committee, absent.
Finance and Borough Clerk
Ms. Ehrlich, Chair of the Committee, made the following comments:
The Fire Department has been busy training with the medical director to make sure
the firefighters and EMTS are up to date with New Jersey Department of Health
standards. Last week staff attended a stroke awareness class with the medical
director. The medical director is very pleased with the EMS operation out of the Fire
Department and has cleared the Madison Fire Department EMS division to expand
its scope of practice. We have applied with the state to be able to administer
Albuterol, CPAP and PEEP. There will also be a change to let EMTs use
glucometers to help recognize diabetic emergencies. All of this means even better
care for our residents. In October members will be going to the fire academy to
attend flash over training with the Cedar Knolls Fire Department. This training is to
help firefighters become aware when flash over conditions are present and how to
avoid and escape from it. The Fire Prevention Bureau would also like to remind
everyone that October is Fire Prevention Month. The bureau and the Department
will visiting all the Borough’s elementary schools to talk about fire safety.
During the week of September 16th, two new per-diem Public Safety Tele
communicators started at the Police Department. The two “dispatchers” are
currently in the field training program which should last approximately two months.
Bottle Hill Day planning is well on the way for October 5th. Madison Police
Department will be present at a table to meet with visitors to present different
programs that Madison PD offers and to answer any questions concerning public
safety and community policing. The Tax Collector reminds residents that the
deadline to file for the Senior Tax Freeze is November 1st. On Friday September

16th, the Borough wired $4,067,724.67 to the Board of Education. This is the
monthly amount that is required to cover operations and debt. The 2025 municipal
budget season has begun, with the administration is working with Department
Heads on operating budgets and the five-year capital plan.
Public Works and Engineering
Mr. Landrigan, Chair of the Committee, made the following comments:
The Department of Public Works Mechanics are preparing leaf collection equipment
for use, and while leaf collection season is coming, residents are reminded that Yard
Waste can still be paced at the curb in bags and containers on designated pickup
day. Regular Curbside Yard Waste Collection continues throughout the Borough
until December 4th. Free leaf bags are available at the DPW Garage on John
Avenue. Logs and branches need to be tied in bundles, no more than 4 foot long;
bagged or placed in containers. Parks Department is continuing to work on
recreations fields for so fall sports teams have playable areas. The Madison
Environmental Commission held an Eco House & Garden Tour on Saturday,
September 21, 2024, with 140 tickets sold for the event.
Utilities
Mr. Haralampoudis, Chair of the Committee, made the following comments:
The Electric Department staff has completed work at Cook Avenue Parking Lot
reconstruction, ahead of Bottle Hill Day. Water meter replacements continue and the
Well B renovation project in now complete. Madison now has five wells working
properly. Mr. Haralampoudis reported the following information regarding
Community Affairs. Bottle Hill Day 2024 is scheduled for Saturday, October 5th. The
Madison Farm & Artisan Market is open for business every Saturday through
December 14th in the Prospect Street Parking Lot from 9:00 am until 2:00 pm. The
next regular meeting of the Downtown Development Commission will be held on
October 17th at 7:15 pm in the 2nd Floor Committee Room in the Hartley Dodge
Memorial Building. The public is invited to attend. New Jersey Economic
Development Authority’s Support & Resources for Small Businesses, a free seminar
open to all, is on Wednesday, October 2nd, at 8 am at the Madison Community Arts
Center on Kings Road. The NJEDA team will share products designed to support
small businesses. Please pre-register online. The Madison Area Chamber of
Commerce and Madison P.B.A. #92 are hosting their 29th Annual Madison Car
Show on Saturday, October 5th. This popular event coincides with Madison’s Bottle
Hill Day street festival, and Madison Tire & Auto Repair is the primary sponsor. The
Madison Car Show will take place in the Prospect Street Parking Lot. The Madison
Area Chamber of Commerce 2024 Halloween Parade & Magic Show is scheduled
for Saturday, October 26th, from 12:30 pm – to 3:00 pm. Children, and their parents,
or guardians, are invited to attend a Halloween costume parade followed by a magic
show and trick-or-treating in the downtown business area. Trick or Treating will not
be permitted before the end of the magic show. The Chamber and the DDC are
presenting a new event called the Rose City Dog Day & Parade this fall. It will be
held on Saturday, November 2nd, from 11:00 am until 2:00 pm. Please contact

Health
Mr. Forte, Chair of the Committee, made the following comments:
Mr. Forte provided information regarding a Diabetes Self-Management Program that
will be held in Summit, 290 Broad Street. Six sessions every Thursday starting
September 26th through October 31st. Stanford University’s Diabetes Self-
Management Program (DSMP) is a six session, 2 ½ hour workshop designed for
people with diabetes. During the course, participants will learn practical ways to deal
with stress and fatigue, discover better nutrition and exercise choices, understand
new treatment choices, and learn better ways to talk with their doctor and family

COMMUNICATIONS AND PETITIONS
The Borough Clerk announced receipt of the following communications:
Email dated September 12, 2024 from Molly Poleroy of Fairwood Avenue thanking
the Mayor and Council for their continued efforts to save the Drew Forest, noting the
forest as a ground water recharge area.

Mayor Conley opened the meeting to the public for their opportunity to ask
questions and make comments on those items listed on the Agenda only. Mayor
asked that, upon recognition by the Meeting Moderator, each person give his/her
name and address in an audible tone of voice, for the record. He/she shall limit
his/her statement to three (3) minutes or less.
Kristin Wallenstein; Westerly Avenue, on behalf of the Friends of the Drew
Forest, applaud the Mayor and Council for consideration of Resolution 271-2024,
being officially included in the federal Highlands boundary, noting it as a great
funding source.

Ordinances scheduled for hearing tonight were submitted in writing at a Regular
meeting of the Mayor and Council held on September 9, 2024, were introduced by title
and passed on first reading, were published in the Madison Eagle and made available
to members of the general public requesting same.
Mayor Conley called up Ordinances for second reading and asked the Clerk to read
said ordinances by title:
ORDINANCE 28-2024
ORDINANCE OF THE BOROUGH OF MADISON APPROPRIATING
$60,000.00 FROM GENERAL CAPITAL IMPROVEMENT FUND FOR THE
PURCHASE OF A NEW JEEP VEHICLE AND ACCESSORIES
WHEREAS, the Director of Public Works has recommended that the
Borough appropriate $60,000.00 from the General Capital Improvement Fund for

the purchase of a new Jeep Vehicle and accessories for the Department of Public
Works; and
WHEREAS, funds are available in the General Capital Improvement Fund
and the availability of funds has been certified by the Chief Financial Officer; and
WHEREAS, the Borough Council has determined that the Borough should
appropriate $60,000.00 from the General Capital Improvement Fund for the
purchase of a new Jeep Vehicle and accessories for the Department of Public
Works.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, as follows:
SECTION 1: The amount of $60,000.00 is hereby appropriated from the
General Capital Improvement Fund for the purchase of a new Jeep Vehicle and
accessories for the Department of Public Works.
SECTION 2: The budget of the Borough is hereby amended to conform
with the provisions of this Ordinance.
SECTION 3: This Ordinance shall take effect as provided by law.
Mayor Conley opened up the public hearing on Ordinance 28-2024. Since no
member of the public wished to be heard, the public hearing was closed.

ORDINANCE OF THE BOROUGH OF MADISON APPROPRIATING
$3,820.00 FROM THE MUNICIPAL OPEN SPACE, RECREATION AND
HISTORIC PRESERVATION TRUST FUND FOR REPAIRS TO THE
MUSEUM OF EARLY TRADES & CRAFTS CLOCK
WHEREAS, the Borough Council has determined that the Borough should
appropriate $3,820.00 from the Open Space, Recreation, and Historic Preservation
Trust Fund as a matching grant to repair the historic clock at the James Library
Building; and

WHEREAS, the Open Space Advisory Committee has unanimously
recommended the full funding of this request; and
WHEREAS, the Chief Financial Officer has attested to the availability of
funds in an amount not to exceed $3,820.00 for this purpose in the Open Space
Trust Fund.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, as follows:
SECTION 1: The amount of $3,820.00 is hereby appropriated from the
Open Space, Recreation and Historic Preservation Trust Fund for the restoration of
the James Library building’s historic Seth Thomas clock.
SECTION 2: This Ordinance shall take effect as provided by law.
Mayor Conley opened up the public hearing on Ordinance 29-2024. Since no
member of the public wished to be heard, the public hearing was closed.
Mr. Landrigan moved that Ordinance 29-2024, which was read by title, be finally
adopted. Mr. Range seconded the motion. There was no Council discussion, and

FOAM SYSTEM FIRE ENGINE
WHEREAS, the Fire Chief has recommended that the Borough appropriate
$1,400,000.00 from the General Capital Improvement Fund for the purchase of a
new One Cyclone Compressed Air Foam System Fire Engine; and
WHEREAS, the Chief Financial Officer has attested to the availability of the
funds in the General Capital Improvement Fund in an amount not to exceed
$1,400,000.00 for this purpose; and
WHEREAS, the Borough Council has determined that the Borough should
appropriate $1,400,000.00 from the General Capital Improvement Fund for the
purchase of a new One Cyclone Compressed Air Foam System Fire Engine.

Mayor opened the meeting to the public for their opportunity to ask questions and
make comments on any subject. Mayor asked that, upon recognition by the
Meeting Moderator, each person give his/her name and address in an audible tone
of voice, for the record. He/she shall limit his/her statement to three (3) minutes

Rich Picone; North Street, noted sewerage back up from the North Street Pump
Station during a recent storm and asked the Council for help correcting the issue.
Sal Picone; North Street, noted years of flooding and back up during storms.
Theresa Nigro; North Street, noted that sewerage back up has happened more
than once and asked that the situation be remedied.
Joe Paolella; North Street, noted the same issue with sewerage back up and
thanked the Council for their help.
Steve Miller; North Street, also asked for help with issues from the North Street
pump station and thanked the Council for their help.
Valerie Triano; North Street, stated residents shouldn’t have to live with sewer
back up after each storm
Rocco Nigro; North Street, asked if something can be done to improve the system
to prevent sewer back up during severe storms

Antonio Nigro; North Street, stated the entire street has an issue each time there
is a storm and asked for the Borough’s help.
Since no other member of the public wished to be heard, the invitation for
discussion was closed.
Mayor Conley noted the Borough will address the problem with the system backs up
and Mr. Codey offered tort claim forms for filing of a claim.
INTRODUCTION OF ORDINANCES - None
CONSENT AGENDA RESOLUTIONS
The Clerk made the following statement:
Consent Agenda Resolutions will be enacted with a single motion; any Resolution
requiring expenditure is supported by a Certification of Availability of Funds; any
Resolution requiring discussion will be removed from the Consent Agenda; all
Resolutions will be reflected in full in the minutes.
Ms. Ehrlich moved adoption of the Resolutions listed on the Consent Agenda.
Landrigan seconded the motion. Mr. Haralampoudis abstained from voting on
Resolution s 264-2024 and 267-2024. There was no Council discussion and the
motion passed with the following roll call vote recorded:

R 263-2024 RESOLUTION OF THE BOROUGH OF MADISON APPOINTING
JANE BENNETT TO THE POSITION OF SUBSTITUTE CROSSING GUARD
WHEREAS, the Personnel Director has recommended appointing Jane
Bennett to the position of Substitute Crossing Guard; and
WHEREAS, the Chief Financial Officer has attested that funds are available
for this purpose in the 2024 Police Department Budget # 240, Operating Account for
Part-time Help #130.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of
Madison, County of Morris, State of New Jersey that upon satisfactory completion of
a background check, Jane Bennett is appointed to the position of Substitute
Crossing Guard for the Borough of Madison for the 2024-2025 school year.
BE IT FURTHER RESOLVED, that Jane Bennett be compensated at the
current rate of pay of $21.45/hour.
R 264-2024 RESOLUTION OF THE BOROUGH OF MADISON APPROVING
THE ISSUANCE OF A PLENARY RETAIL CONSUMPTION LICENSE (THEATRE
EXCEPTION) #1417-37-001-001 FOR THE SHAKESPEARE THEATRE OF NEW
JERSEY

WHEREAS, all fees have been paid, paperwork is complete, and the
required background check completed for issuance of a Plenary Retail Consumption
License (Theatre Exception) #1417-37-001-001 for The Shakespeare Theatre of
New Jersey, 36 Madison Avenue, Madison, New Jersey.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of
Madison in the County of Morris and State of New Jersey, that the initial Application
of Plenary Retail Consumption (Theatre Exception) License #1417-37-001-001 of
The Shakespeare Theatre of New Jersey, 36 Madison Avenue, Madison, New
Jersey is hereby approved.
BE IT FURTHER RESOLVED, that a certified copy of this resolution be
forwarded to the N. J. Division of Alcoholic Beverage Control Commission.
R 265-2024 RESOLUTION OF THE BOROUGH OF MADISON APPROVING 5K
RUN/FUNWALK IN MADISON FOR SATURDAY, NOVEMBER 2, 2024,
SPONSORED BY TOREY J SABATINI SCHOOL PTO
WHEREAS, the Torey J. Sabatini PTO has requested permission to hold a
5K run/fun walk in Madison on Saturday, November 2, 2024; and
WHEREAS, the walk will begin at 9:00 a.m., on Glenwild Road and continue
on Loantaka Road, Woodland Road and Green Village Road on the route approved
by the Madison Borough Police Chief, said route being approximately 3.1 miles
long; and
WHEREAS, Police Chief Miscia recommends approval of this request.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of
Madison, County of Morris, State of New Jersey, that the request of the Torey J.
Sabatini PTO to hold a 5K run/fun walk on Saturday, November 2, 2024, as

Village Road and 14 Kings Road, during the hours of 6:30 a.m. and 3:00 p.m.; and

INSTALLATION AND MAINTENANCE OF A PHONE SYSTEM THROUGH THE
NEW JERSEY COOPERATIVE PRICING SYSTEM
WHEREAS, the Borough of Madison desires to award a contract for the
purchase, installation and maintenance of a phone system under the New Jersey
State Contract #T-1316; and
WHEREAS, the purchase of goods and services by local contracting units is
authorized by the Local Public Contracts Law, N.J.S.A. 40A:11-10, et seq.; and
WHEREAS, Hunter Technologies of Wall Township, New Jersey, has been
awarded the New Jersey State Contract number T-1316, Schedule B-11-X-2141;
and
WHEREAS, the Borough Communications Director and Qualified
Purchasing Agent have recommended that the Borough Council utilize this contract
for the purchase, installation and maintenance of a phone system; and
WHEREAS, the Chief Financial Officer has attested that funds are available
in an amount to fund the first installment of the five (5) year contract period in the
2024, operating budget; and
WHEREAS, this contract is contingent upon subsequent annual installments
being funded in the 2025, 2026, 2027, and 2028 municipal budgets.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, as follows:
1. A contract with Hunter Technologies of Wall Township, New Jersey
for the purchase, installation and maintenance of a phone system for the Hartley
Dodge Memorial, Public Safety Complex, Public Works, Water & Electric Plant,
MCAC and the Madison Public Library, in an amount not to exceed $160,000.00
over a 5-year period is hereby approved contingent upon adequate funding
therefore in subsequent municipal budgets for the term of the contract.
2. The Mayor and Borough Clerk are hereby authorized and directed on
behalf of the Borough to execute a contract to Hunter Technologies of Wall

system, in a form acceptable to the Borough Attorney.
R 271-2024 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING
BEING OFFICIALLY INCLUDED IN THE FEDERAL HIGHLANDS BOUNDARY
WHEREAS, the Highlands region, encompasses more than three million
acres of Pennsylvania, New York, New Jersey, and Connecticut; and
WHEREAS, the Highlands region is an area of national significance,
possessing substantial natural beauty, containing contiguous forest and productive
farmland, numerous cultural and historic sites, plentiful recreation opportunities and
the protection and supply of important drinking water sources for over fifteen million
people; and
WHEREAS, the U.S. Congress, in bipartisanship, passed the Highlands
Conservation Act, Public Law 10-421, that was signed into law by the President of
the United States on November 30, 2004, designating the Highlands as a significant
national conservation priority region; and
WHEREAS, the Highlands Conservation Act authorizes the Secretary of the
Interior and the Secretary of Agriculture to provide financial assistance to Highlands
States to preserve and protect high priority conservation land in the Highlands
region; and
WHEREAS, the United States Fish and Wildlife Service manages a
voluntary grant program to assist Highlands States, local units of government, and
private forest and farm landowners in the conservation of land and natural resources
in the Highlands region in coordination with willing sellers; and
WHEREAS, land preservation efforts in the Highlands region should link the
parks, historic sites, wetlands, wildlife habitats, streams, rivers, reservoirs,
watershed, trails scenic and natural lands and other protected areas unique to the
region for the enjoyment of future generations.
NOW, THEREFORE, BE IT RESOLVED that the Borough of Madison
supports being officially included in the federal Highlands boundary, as maintained
by the U.S. Fish and Wildlife Service for the Highlands Conservation Act grant
program, thereby qualifying for financial and technical assistance provided by the
U.S. Congress.
R 272-2024 RESOLUTION OF THE BOROUGH OF MADISON PERMITTING
MADISON LITTLE LEAGUE TO BUILD A GRANDSTAND, PRESS BOX AND
BACKSTOP AT SONNY VITALE FIELD

WHEREAS, the Madison Little League (MLL) has received a substantial,
anonymous donation to improve player safety and viewer experience at Sonny
Vitale Field; and
WHEREAS, the MLL wishes to use said donation to build a small set of ADA
accessible stands and press box designed and assembled by Nickerson
Corporation of Bay Shore, NY as well as replacing the backstop with a safer, Little
League compliant straight vertical net, with this project being detailed in the
attached report; and
WHEREAS, the MLL has engaged E2 Project Management LLC, an
engineering firm, to assist with the project and the MLL has obtained or will obtain
boring samples, a topographic map, a ground penetration radar report, and a site
survey at their own cost, and
WHEREAS, the MLL has agreed to obtain insurance documentation from all
involved contractors naming the Borough as an additional insured, and
WHEREAS, the MLL shall obtain all necessary permits from the Borough of
Madison Building Department for said project, and
WHEREAS, the MLL shall provide the Borough with drawings, designs, all
necessary documentation as well as the ‘as built’ drawings once the work is
completed, and
WHEREAS, the MLL has agreed to donate all improvements to the Borough
of Madison upon completion of the project, and
WHEREAS, the MLL acknowledges and agrees that the Borough has
authority to regulate all activities at all municipally owned sports fields including
lighting, times of use, as well as the installation, volume and use of any sound
system at said fields including Sonny Vitale Field, and
WHEREAS, the Borough Parks Advisory Committee and the Recreation
Advisory Committee were both given reports and the opportunity to comment on the
project and scope, and
WHEREAS, the Borough Recreation Director has reviewed all aspects of the
project and endorses and supports said project.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the
Borough of Madison in the County of Morris and State of New Jersey appreciate the
efforts of the MLL volunteers and hereby endorses and approves said project,
provided the Borough Administration, Construction Department and Engineering
Department have final approval of the design as well as jurisdiction over the project
including ensuring that MLL contractors operate only during approved times and that
they also maintain a safe worksite during the construction; and
BE IT FURTHER RESOLVED that the Mayor and Council have pledged
Borough resources and the support of Borough staff to help the project including
relocating utilities as needed, restriping the parking lot to denote the new ADA
parking spaces and that the Borough shall have no other financial obligation beyond
the support mentioned above.

WHEREAS, the Personnel Director recommends the appointment of Debra
Garbeil, to the position of Municipal Registrar in the Health Department; and
WHEREAS, the Council agrees with this recommendation.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison in the County of Morris and State of New Jersey that, Debra Garbeil is
hereby appointed to the position of Municipal Registrar in the Health Department at
an annual salary of $65,000.00, contingent upon a satisfactory background check.

Daudelin to the position of Part-Time Per Diem Emergency Medical Technicians

John Wittnebert to the position of probationary firefighter in the paid division of the
Madison Borough Fire Department; and
WHEREAS, Chief Wickman has certified that John Wittnebert is a fully
qualified firefighter; and
WHEREAS, the Mayor and Council have reviewed the recommendation and
accept the representations that John Wittnebert has met all requirements to be a
probationary firefighter in the paid division.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, that John Wittnebert is
hereby appointed to the position of probationary firefighter in the paid division of the
Madison Borough Fire Department.
