Open Space, Recreation and Historic Preservation Advisory Committee MINUTES Wednesday, November 13, 2019 NEXT MEETING: December 11, 2019, 7:30 pm in the Committee Room at Hartley Dodge Memorial Building. Please notify Melissa if unable to attend. PRESENT: M. Honohan, J. Rhodes, N. Bruce, L. Ellis, C. Kellogg, T. Piskula, D. Mantone, GUEST: Frank Russo I. Call to Order at 7:30 pm by M. Honohan II. Approval of the October 2019 Minutes was delayed until December 11 meeting. III. Dodge Field Bathroom Structure Replacement: Frank Russo returned to the Committee due to a budget request error in the initial application and presentation. The actual request to Open Space for the Dodge Field Playground bathroom structure is $365,000 rather than the initial $250,000 request. Discussion regarding the concern of upkeep of current parks and the importance of maintenance was paramount. It was also the sense of the Advisory Committee that there needs to be a more comprehensive parks plan which shows potential projects and timelines of when they might take place. A Motion was made by Chris Kellogg and seconded by L. Ellis to recommend to the Borough Council that the Dodge Field Bathroom Structure near the playground be funded with $363,000 of Open Space funding, keeping in mind the recommendation of having an overall Madison Parks Plan prior to considering applications for further Dodge Field improvements. The Motion was passed by a vote of 6 - 1. M. Honohan, J. Rhodes, N. Bruce, L. Ellis, C. Kellogg and D. Mantone voted in favor and Tom Piskula voted against the Motion. IV. New Business: The Committee will invite Tom Salaki to give a Parks presentation as a point of information at the December 2019 meeting. 8:40 pm meeting adjourned Respectfully submitted, Melissa Honohan
