Minutes of the Open Space, Recreation and Historic Preservation Advisory Committee (Committee) November 11, 2020 Members Present: Astri Baillie, Christine Boyle, Melissa Honohan, Chris Kellogg, George Limbach, Joan Maccari, Deb Mantone Jill Rhodes, Ross Snyder Members Absent: Lisa Ellis and Claire Whitcomb Guests: Jim Burnet, Ray Codey, Bob Vogel Opening Remarks Ms. Honohan called the meeting to order at approximately 7:40 pm. Minutes Ms. Honohan then presented the minutes for approval to the Committee. There being no comments, the minutes were duly moved and approved. Discussion of Committee Finances Ms. Honohan turned to Mr. Burnet for an overview of the Committee’s finances. Mr. Burnet provided an overview from the beginning of the fiscal year through October 31, 2020, including encumbrances on existing Committee funds based on funds allocated but not spent on approved applications to date. Discussion ensued to the satisfaction of the Committee. Discussion of Applications from the Borough of Madison for the East Wing Restoration and the Plaza Sitework Ms. Honohan then turned to Mr. Vogel for an overview of the applications submitted by the Borough of Madison for the East Wing Restoration and Plaza Sitework. Mr. Vogel then provided an overview on the process from 2015 to date, including the funding steps that have been taken. Discussion ensued with Mr. Vogel, Mr. Burnet and Mr. Codey to the satisfaction of the Committee. After discussion of each of the foregoing applications, the Committee took the following actions: • A motion was duly made and approved to approve the request of $400,000 for the Plaza Sitework submitted by the Borough of Madison. • A motion was duly made and approved to approve the request of $250,000 for the East Wing Restoration submitted by the Borough of Madison.
