Open Space, Recreation and Historic Preservation Advisory Committee (Committee)
October 21, 2020
Members Present: Astri Baillie, Christine Boyle, Lisa Ellis, Melissa Honohan, George Limbach, Jill
Rhodes, Ross Snyder
Members Absent: Nancy Bruce, Chris Kellogg, Joan Maccari, Deb Mantone and Claire Whitcomb
Opening Remarks
Ms. Honohan called the meeting to order at approximately 7:35 pm.
Minutes
Ms. Honohan then presented the minutes for approval to the Committee. There being no comments, the
minutes were duly moved and approved.
Historic Preservation Commission (HPC) Application
Ms. Honohan presented the HPC application for $30,800 for the preparation of design guidelines for the
Borough of Madison. Ms. Rhodes provided additional background for the development of the guidelines,
which strive to provide a more consistent visual standard of review for development and updates within
the community. Members of the Committee asked questions regarding, among other things, the interplay
of the design guidelines and the Borough ordinance, the non-binding nature of the design guidelines and
the manner in which they would be utilized. Discussed ensued to the satisfaction of the Committee. A
motion was duly made and approved to approve the HPC application with one abstention by Ms. Ellis.
Applications from the Borough of Madison for the East Wing Restoration and the Plaza Sitework
Ms. Honohan then presented the applications submitted by the Borough of Madison for the East Wing
Restoration and Plaza Sitework. Members of the Committee asked questions relating to, among other
things, the availability of other funding sources, the details on the work to be completed for each project,
and the timing for approval. Discussion ensued among the members of the Committee and it was agreed
that the review of the applications would continue at the next Committee meeting.
Executive Session
A motion was duly made and approved to commence an Executive Session.
Morris County Traction Line Recreation Trail
Following the Executive Session, a motion was duly made and approved to return to a regular session of
the meeting. At this time, a motion to propose a resolution in support of Morris County seeking grants for
the extension of the Morris County Traction Line Recreation Trail was duly made and approved.
Adjournment of Meeting
A motion was duly made and approved to adjourn the meeting.
