MINUTES PLANNING BOARD OF THE BOROUGH OF MADISON REGULAR MEETING APRIL 1, 2014 A regular meeting of the Planning Board of the Borough of Madison was held on the 1st day of April 2014 at 7:30 P.M., in the Court Room, Hartley Dodge Memorial, 50 Kings Road, Madison, NJ. The meeting was called to order by Planning Board Chairman, Steve Tombalakian Mr. Tombalakian requested the reading of the Public Meeting Notice. Ms. Boardman read the following statement in accordance with the Open Public Meetings Act. “Let the minutes reflect that adequate notice of this meeting has been provided in the following manner: At the reorganization meeting of the Board held on January 7, 2014, the Board by Resolution adopted a schedule of meetings. On January 8, 2014, a copy of the schedule of meetings was posted at the bulletin board at the entrance to the Hartley Dodge Memorial, was sent to the Madison Eagle and the Daily Record, and filed with the Borough Clerk all in accordance with the “Open Public Meetings Act”. The following roll call was recorded: Present: Steve Tombalakian, Mayor Robert Conley, Tom Johnson, Michael Kopas, Peter Flemming, Judy Mullins, and Astri Baillie Excused: Jeff Gertler and John Forte Also Present: Vince Loughlin, Planning Board Attorney Susan Blickstein, Board Planner Frank Russo, Board Engineer Frances Boardman, Board Secretary Approval of Minutes: Copies of the minutes of the March 18, 2014 regular meeting minutes were distributed to all Board members for their review prior to this meeting. A motion to approve the minutes was made by Mr. Kopas, seconded by Mayor Conley. A voice vote of “aye” was heard by all eligible voting members and recorded. Comments by the Public: Mr. Tombalakian opened the floor to the public for anyone that wished to be heard on any matter not on this evening’s agenda. Seeing no one he closed that portion of the meeting. RESOLUTIONS FOR MEMORIALIZATION – CASE NO. P 13-014 Minor Subdivision Parisi Builders & Developers, LLC Block: 404, Lot: 50 27 Belleau Avenue Resolution granting the Minor Subdivision of Parisi Builders & Developers, LLC., for the Minor Subdivision on property located at 27 Belleau Avenue, Madison commonly known on the Borough of Madison Tax Map as Block 404, Lot 50. The draft resolution was sent to the applicant’s Attorney, Ms. Carlotta Budd, Esq. and the Planning Board members and it’s Professionals for review prior to this evening’s meeting. 1 Planning Board April 1, 2014 Mr. Tombalakian asked the Board and its Professionals if they had any further comments or questions concerning the resolution. Mr. Loughlin stated that he had sent a copy of the resolution to Ms. Budd and she had no comments or corrections. Mr. Tombalakian asked for a motion to approve the resolution this evening. A motion was made by Mr. Kopas, seconded by Mayor Conley; the following roll call was recorded: “Ayes” – Mayor Conley, Mr. Tombalakian, Mr. Johnson, and Mr. Kopas “Nays” – None “Abstain” – Ms. Baillie, Mr. Flemming and Mrs. Mullins PUBLIC HEARING Borough of Madison Master Plan Master Plan Amendment Dr. Blickstein gave an overview of the Land Use Element Amendment to the Borough of Madison Master Plan document that was distributed to all Board members and posted as a draft on the Borough website. The Amendment updates land use policies and goals for the PCD-O District and recommends an expansion in the range of permitted uses, as well as flexibility to key bulk regulations, including parking. Giralda Farms is a unique environmental setting and each office complex has its own set of assets that need to be looked at individually. At this time Mr. Tombalakian opened the floor to anyone that would like to be heard on this Amendment. Several stakeholders from Giralda Farms were present and spoke to the Board discussing their concerns: Todd Rechler of RXR Reality stated that the Amendment was a good start for the bulk requirements, however; he feels that parking is a major issue on the complex. Joel Berkstein of Lincoln Equities stated that each office in the complex is unique and individual needs should be looked at on that basis. Mike Colangelo of Maesk, Inc. stated that an expansion of parking should be considered. Kathy Elsie stated that her Client who owns Block: 3202, Lot: 1 was in favor of the Amendment. Dr. Blickstein told the Stakeholders that it would be very useful if they could share their parking ideas and concerns with her so she may consider how and whether to incorporate these ideas into the Amendment. Mrs. Mullins stated that the Board is committed to making the Giralda complex work. Dr. Blickstein asked the Stakeholders how more parking could be obtained on site. Mr. Berkstein stated that tenant use will dictate parking at each site and that flexibility is needed. Dr. Blickstein stated that the subcommittee that worked on the Amendment will meet again to discuss the comments and the concerns of all parties involved and consider changes to the Amendment. Mr. Tombalakian stated that the public hearing would continue at the next regular meeting of the Planning Board to be held on Tuesday, May 6, 2014. 2 Planning Board April 1, 2014 NEW BUSINESS – None OLD BUSINESS – 39 Green Village Road Redevelopment Plan Ms. Baillie stated that the Mayor and Council were pleased with the redevelopment plan as submitted by Dr. Blickstein. Ordinance No. 6-2014 was submitted in writing, introduced by title and passed on first reading at a regular meeting of the Borough Council held on March 24, 2014. A public hearing will be held on April 11, 2014 and the Ordinance will be considered for final adoption. PLANNING DISCUSION – Storm Water Changes Suggested changes to the Borough Ordinance addressing Storm water Management requirements on single family lots and minor subdivisions was emailed to all Board members and Professionals. Mr. Russo stated that the zoning board chair and attorney expressed a desire that additional language related to storm water management requirements and options be included in the ordinance. Future discussions with Bob Vogel, Borough Engineer and Danny Buckelew, Deputy Zoning Officer would be held to discuss suggested changes. Conservation Easements Mr. Russo is working on the language and the enforcement issues regarding conservation easements. Flexibility is a key issue. Both of these items will be placed on the May 6, 2014 agenda for further discussion. CORRESPONDENCE – None Since there was no further business to come before the Board, Mr. Tombalakian made a motion to adjourn the regular meeting at 8:30 P.M.; seconded by Mr. Johnson.
