MINUTES PLANNING BOARD OF THE BOROUGH OF MADISON REGULAR MEETING JUNE 3, 2014 A regular meeting of the Planning Board of the Borough of Madison was held on the 3rd day of June 2014 at 7:30 P.M., in the Court Room, Hartley Dodge Memorial, 50 Kings Road, Madison, NJ. The meeting was called to order by Planning Board Chairman, Steve Tombalakian Mr. Tombalakian requested the reading of the Public Meeting Notice. Ms. Boardman read the following statement in accordance with the Open Public Meetings Act. “Let the minutes reflect that adequate notice of this meeting has been provided in the following manner: At the reorganization meeting of the Board held on January 7, 2014, the Board by Resolution adopted a schedule of meetings. On January 8, 2014, a copy of the schedule of meetings was posted at the bulletin board at the entrance to the Hartley Dodge Memorial, was sent to the Madison Eagle and the Daily Record, and filed with the Borough Clerk all in accordance with the “Open Public Meetings Act”. The following roll call was recorded: Present: Steve Tombalakian, Astri Baillie, Tom Johnson, Michael Kopas, Judy Mullins, Peter Flemming, and Jeff Gertler Excused: Mayor Robert Conley and Frank Russo, Board Engineer Absent: John Forte Also Present: Susan Blickstein, Board Planner Vince Loughlin, Planning Board Attorney Frances Boardman, Board Secretary Approval of Minutes: Copies of the May 20, 2014 regular meeting minutes were distributed to all Board members for their review prior to this meeting. A motion to approve the minutes was made by Mrs. Mullins, seconded by Mr. Flemming. A voice vote of “aye” was heard by all eligible voting members and recorded. Comments by the Public: Mr. Tombalakian opened the floor to the public for anyone that wished to be heard on any matter not on this evening’s agenda. Seeing no one he closed that portion of the meeting. RESOLUTIONS FOR MEMORIALIZATION – There were no resolutions for memorialization this evening. REVIEW AND RECOMMENDATION ITEMS On referral from the Governing Body: Ordinance 38-2014 ORDINANCE OF THE BOROUGH OF MADISON ADOPTING AN AMENDED REDEVELOPMENT PLAN IN ACCORDANCE WITH N.J.S.A. 40A:12A-7 The above referenced Ordinance was sent to the Board members and its Professionals prior to this evening meeting. Dr. Blickstein began the discussion by giving an overview of the contents of the Ordinance. There are several minor changes. One change is in the flexibility of the dividing line between Sub Zone I / Sub Zone II. The other change is in the incentives wording within the document. These changes are minor but important in this development. 1 Planning Board June 3, 2014 Mr. Tombalakian asked the Board and its Professionals if they had any further comments on the review and recommendation item from Mayor and Council, seeing none Mr. Tombalakian asked for a motion, motion was made by Mrs. Mullins, seconded by Mr. Gertler to approve the recommendation of Ordinance 31-2014 to Mayor and Council. The following roll call was recorded: “Ayes” –Mr. Kopas, Ms. Baillie, Mr. Tombalakian, Mr. Flemming, Mr. Johnson, Mr. Gertler, and Mrs. Mullins “Nays” – None “Abstain” – None PLANNING DISCUSION – • Borough of Madison Master Plan • COAH Regulations Dr. Blickstein informed the Board that she will be attending a COAH seminar on June 17, 2014. The Board will need to initiate an update to the Housing Element Fair Share Plan within the Borough Master Plan. The new COAH regulations require the Borough to retain a Real Estate Market Analyst expert to opine on the purposed inclusionary zoning concepts and their market readiness. This has never been in the regulations prior. The Borough’s obligation is lower than in previous years but is still sizable. The Housing Element Fair Share Plan is adopted by both the Planning Board and the Governing Body. Dr. Blickstein will keep the Board informed as things move along. The previously formed subcommittee members were discussed and it was decided that Mr. Kopas would step down and be replaced with Mr. Tombalakian. The subcommittee will meet on Tuesday, June 17, 2014 at 7:00pm to discuss how to approach the important land use issues in the community and integrate the most important issues into a Land Use Amendment. An announcement was made at this time that the June 17, 2014 Planning Board meeting was cancelled. NEW BUSINESS – None OLD BUSINESS – None CORRESPONDENCE – None Since there was no further business to come before the Board, Mr. Tombalakian made a motion to adjourn the regular meeting at 8:30 P.M.; seconded by Mr. Johnson.
