PLANNING DISCUSION –
• Borough of Madison Master Plan
• COAH Regulations
Dr. Blickstein informed the Board that she will be attending a COAH seminar on June 17, 2014.
The Board will need to initiate an update to the Housing Element Fair Share Plan within the
Borough Master Plan. The new COAH regulations require the Borough to retain a Real Estate
Market Analyst expert to opine on the purposed inclusionary zoning concepts and their market
readiness. This has never been in the regulations prior. The Borough’s obligation is lower than
in previous years but is still sizable. The Housing Element Fair Share Plan is adopted by both the
Planning Board and the Governing Body. Dr. Blickstein will keep the Board informed as things
move along.
The previously formed subcommittee members were discussed and it was decided that Mr. Kopas
would step down and be replaced with Mr. Tombalakian. The subcommittee will meet on
Tuesday, June 17, 2014 at 7:00pm to discuss how to approach the important land use issues in the
community and integrate the most important issues into a Land Use Amendment.
An announcement was made at this time that the June 17, 2014 Planning Board meeting was
cancelled.
