MINUTES
PLANNING BOARD OF THE BOROUGH OF MADISON
REGULAR MEETING JANUARY 20, 2015
The meeting was called to order by Planning Board Vice Chairman, Thomas Johnson
Mr. Johnson requested the reading of the Public Meeting Notice.
Ms. Boardman read the following statement in accordance with the Open Public Meetings Act.
“Let the minutes reflect that adequate notice of this meeting has been provided in the following
manner: At the reorganization meeting of the Board held on January 6, 2015, the Board by
Resolution adopted a schedule of meetings.
On January 7, 2015, a copy of the schedule of meetings was posted at the bulletin board
at the entrance to the Hartley Dodge Memorial, was sent to the Madison Eagle and the Daily
Record, and filed with the Borough Clerk all in accordance with the “Open Public Meetings Act”.
The following roll call was recorded:
Present: Astri Baillie, Tom Johnson, Michael Kopas, Jeff Gertler, Judy Mullins, John Forte, and
Steve Tombalakian by phone
Excused: Peter Flemming, Mayor Robert Conley, and Frank Russo, Board Engineer
Absent: None
Also Present: Susan Blickstein, Board Planner
Vince Loughlin, Planning Board Attorney
Frances Boardman, Board Secretary
Approval of Minutes:
Copies of the minutes of the January 6, 2015 re-organization and regular meeting were distributed
to all Board members for their review prior to this meeting. A motion to approve the minutes was
made by Mrs. Mullins, seconded by Ms. Baillie. A voice vote of “aye” was heard by all eligible
voting members and recorded.
Comments by the Public:
Mr. Johnson opened the floor to the public for anyone that wished to be heard on any matter not
on this evening’s agenda. Seeing no one he closed that portion of the meeting.
REVIEW AND RECOMMENDATION ITEMS -
On referral from the Governing Body: ORDINANCE OF THE BOROUGH OF MADISON
AMENDING AND SUPPLEMENTING CERTAIN AFFORDABLE HOUSING PROVISIONS
OF CHAPTER 195 OF THE BOROUGH CODE ENTITLED “LAND DEVELOPMENT
ORDINANCE”
A copy of Ordinance 1-2015 was sent to all Board members prior to this meeting. An overview
of the Ordinance was given to the Board by Ms. Astri Baillie, Council Liaison, and Dr. Susan
Blickstein, stating that the purpose of the Ordinance is to require a 10% minimum inclusionary
development, in all zoning districts, for all residential projects with ten or more units, and a
payment in lieu for any partial units.
Upon further discussion, review and consideration it was determined by the Board that the
proposed Ordinance as submitted was appropriate, necessary and subject to the approval of the
Planning Board.

Mr. Vince Loughlin, Esq. prepared a memorializing resolution to go back to the Mayor and
Council recommending the adoption of proposed Ordinance 1-2015.
Mr. Johnson asked for a motion to approve the resolution. A motion was made by Mr.
Tombalakian, seconded by Mrs. Mullins; the following roll call was recorded:
“Ayes” – Ms. Baillie, Mr. Forte, Mr. Gertler, Mr. Tombalakian, Mr. Johnson, Mr. Kopas and
Mrs. Mullins
“Nays” – None
“Absent” – Mayor Conley, Mr. Flemming
NEW BUSINESS – None

PLANNING DISCUSION – None
CORRESPONDENCE – None
Since there was no further business to come before the Board, Mr. Johnson made a motion to
adjourn the regular meeting at 7:20 P.M.; seconded by Mrs. Mullins. A voice vote of “aye” was
heard by all members present and carried.
