MINUTES PLANNING BOARD OF THE BOROUGH OF MADISON REGULAR MEETING APRIL 3, 2018 A regular meeting of the Planning Board of the Borough of Madison was held on the 3rd day of April 2018 at 7:30 P.M., in the Court Room, Hartley Dodge Memorial, 50 Kings Road, Madison, NJ. The meeting was called to order by Planning Board Chairman, Steve Tombalakian Mr. Tombalakian requested the reading of the Public Meeting Notice. Ms. Boardman read the following statement in accordance with the Open Public Meetings Act. “Let the minutes reflect that adequate notice of this meeting has been provided in the following manner: At the reorganization meeting of the Board held on January 16, 2018, the Board by Resolution adopted a schedule of meetings. On January 17, 2018, a copy of the schedule of meetings will be posted at the bulletin board at the entrance to the Hartley Dodge Memorial, sent to the Madison Eagle and the Daily Record, and filed with the Borough Clerk all in accordance with the “Open Public Meetings Act”. The following roll call was recorded: Present: Mayor Robert Conley, Tom Lewis, Peter Flemming, John Forte, Rachel Ehrlich, Astri Baillie, George Limbach, Ann Huber, and Steve Tombalakian Excused: Frank Russo, Assistant Borough Engineer Also Present: Susan Blickstein, Board Planner Vince Loughlin, Planning Board Attorney Frances Boardman, Board Secretary Approval of Minutes: Copies of the minutes of the March 6, 2018 regular meeting were distributed to all Board members for their review prior to this meeting. A motion to approve the regular minutes as presented was made by Mr. Lewis, seconded by Mayor Conley. A voice vote of “Aye” was heard by all eligible Board members. Comments by the Public: Mr. Tombalakian opened the floor to the public for anyone that wished to be heard on any matter not on this evening’s agenda. Seeing no one he closed that portion of the meeting. RESOLUTIONS FOR MEMORIALIZATION – CASE NO. P 17-007 Preliminary and Final Site Plan with Variances King’s Court Developers 174 Main Street Block: 2001, Lot: 18 Resolution granting the Preliminary and Final Site Plan with Variances to King’s Court Developers on property located at 174 Main Street, Madison commonly known on the Borough of Madison Tax Map as Block 2001, Lot: 18 The draft resolution was sent to the applicant’s Attorney, Mr. Steve Azzolini, Esq. as well as the Planning Board members and it’s Professionals for review prior to this evening’s meeting. Mr. Tombalakian asked the Board if they had any comments or questions concerning the resolution. Ms. Baillie had discussed some minor changes to the draft resolution prior to the meeting with Mr. Loughlin. These minor changes will be incorporated into the draft and resent to Ms. Boardman. Mr. Tombalakian asked for a motion to approve the resolution with the minor changes as expressed by Mr. Loughlin this evening, a motion was made by Ms. Baillie, seconded by Mr. Forte; the following roll call was recorded: “Ayes” – Mayor Conley, Ms. Baillie, Mr. Forte, Ms. Huber, Ms Ehrlich, Mr. Lewis, Mr. Limbach and Mr. Tombalakian “Nays” – None “Abstain” – Mr. Flemming “Excused” – None 1 Planning Board April 3, 2018 NEW BUSINESS – None OLD BUSINESS – None PLANNING DISCUSSION – A few housekeeping items were discussed with the Board. The Board was reminded to speak with Mr. Sanderson regarding their new rosenet email account. Also the Board was reminded that the next regular meeting of the Planning Board scheduled for Tuesday, April 17, 2018 will begin at 6:30pm with an Executive session.  Madison Residential Draft Ordinance Amendments. A draft of residential amendments was distributed to all Board members prior to this evenings meeting. Dr. Blickstein gave an overview of the draft. Several matters were discussed including changes made to definitions of basements, cellars and grade in Section 195-7. An exchange of views followed on the definition of a basement. Front facing attached garages and standards were discussed at length. After some discussion the Board by voice vote advised Dr. Blickstein to incorporate the changes as discussed this evening and send the residential draft amendments to the Board secretary. In turn the Board secretary will send the Amendments to Chapter 195 draft to Mayor and Council for consideration. CORRESPONDENCE – None Since there was no further business to come before the Board, Mr. Tombalakian asked for a motion to adjourn the regular meeting at 8:15pm.; motion was made by Mayor Conley, seconded by Ms. Baillie.
