PLANNING BOARD OF THE BOROUGH OF MADISON
REGULAR MEETING JULY 17, 2018
A regular meeting of the Planning Board of the Borough of Madison was held on the 17th day of
July 2018 at 7:30 P.M., in the Court Room, Hartley Dodge Memorial, 50 Kings Road, Madison,
NJ.
The meeting was called to order by Planning Board Chairman, Steve Tombalakian.
Mr. Tombalakian requested the reading of the Public Meeting Notice.
Ms. Boardman read the following statement in accordance with the Open Public Meetings Act.
“Let the minutes reflect that adequate notice of this meeting has been provided in the following
manner: At the reorganization meeting of the Board held on January 16, 2018, the Board by
Resolution adopted a schedule of meetings.
On January 17, 2018, a copy of the schedule of meetings will be posted at the bulletin
board at the entrance to the Hartley Dodge Memorial, sent to the Madison Eagle and the Daily
Record, and filed with the Borough Clerk all in accordance with the “Open Public Meetings Act”.
The following roll call was recorded:

Ehrlich, George Limbach, and Ann Huber
Excused: Peter Flemming and Susan Blickstein, Board Planner

Approval of Minutes:
The minutes of the June 19, 2018 regular and executive meetings were carried to the next
meeting.
Comments by the Public:
Mr. Tombalakian opened the floor to the public for anyone that wished to be heard on any matter
not on this evening’s agenda. Seeing no one he closed that portion of the meeting.

This application last presented at the June 19, 2018 Planning Board hearing but was not
concluded. A date of September 4, 2018 for the continued hearing on this application was
announced. There will be no further notice on this application for this hearing date.
PLANNING DISCUSSION –
2017 Annual Zoning Board of Adjustment Report
Mr. Joseph Santoro, Chairman of the Zoning Board of Adjustment was present this evening to
discuss the 2017 Annual Zoning Board of Adjustment report with the Planning Board. A copy of
the resolution that was adopted on June 14, 2018 was distributed to all Board members
previously.
Storm-water Management along with Impervious Coverage issues were discussed at length. As
the Assistant Borough Engineer, Mr. Frank Russo opined on the issue of soils in each area and
storm-water measures that may or may not be efficient for these zoning board cases. Each
Zoning Board case that appears before the Zoning Board should be looked at on an individual
basis.
The next subject discussed was the zoning of Laurel Way. This street is zoned as an R-1 (Single-
Family Residential) Zone. However; it appears that most of the homes have lot sizes significantly
smaller than the 25,000 square foot minimum that applies to the zone.
The Zoning Board would like to see specific regulations applicable to emergency generators on
residential lots. Mr. Russo stated that generators are handled as an accessory structure such as an
air conditioning unit. Mr. Loughlin stated that he would send to the Board and Assistant Borough
Engineer an Ordinance that was adopted in another town on this subject.
Mr. Tombalakian thanked Mr. Santoro for coming this evening and discussing the 2017 Annual
Report with the Board.
Outdoor Dining
This topic is moving forward. Mr. Russo, Assistant Borough Engineer expressed his concerns
with this subject matter. Board members also provided their input on the subject. After
substantial discussion regarding Outdoor Dining it was determined that Mrs. Huber would discuss
with Dr. Blickstein what the Board is looking for on this subject.
It was announced that the Tuesday, August 7, 2018 Regular meeting of the Planning Board would
be cancelled and the next meeting of the Board is scheduled for Tuesday, August 21, 2018. Dr.
Blickstein and Ms. Baillie have already advised the Board secretary that they are not available
that evening.

CORRESPONDENCE – None
Since there was no further business to come before the Board, Mr. Tombalakian asked for a
motion to adjourn the regular meeting at 8:45pm.; motion was made by Mayor Conley, seconded
by Ms. Baillie. A voice vote of “aye” was heard by all members present and carried.
