MINUTES PLANNING BOARD OF THE BOROUGH OF MADISON REGULAR MEETING AUGUST 21, 2018 A regular meeting of the Planning Board of the Borough of Madison was held on the 21st day of August 2018 at 7:30 P.M., in the Court Room, Hartley Dodge Memorial, 50 Kings Road, Madison, NJ. The meeting was called to order by Planning Board Chairman, Steve Tombalakian. Mr. Tombalakian requested the reading of the Public Meeting Notice. Ms. Boardman read the following statement in accordance with the Open Public Meetings Act. “Let the minutes reflect that adequate notice of this meeting has been provided in the following manner: At the reorganization meeting of the Board held on January 16, 2018, the Board by Resolution adopted a schedule of meetings. On January 17, 2018, a copy of the schedule of meetings will be posted at the bulletin board at the entrance to the Hartley Dodge Memorial, sent to the Madison Eagle and the Daily Record, and filed with the Borough Clerk all in accordance with the “Open Public Meetings Act”. The following roll call was recorded: Present: Tom Lewis, Peter Flemming, Steve Tombalakian, John Forte, Rachel Ehrlich, George Limbach, and Ann Huber Excused: Mayor Robert Conley, Astri Baillie and Susan Blickstein, Board Planner Also Present: Frank Russo, Assistant Borough Engineer Vince Loughlin, Planning Board Attorney Frances Boardman, Board Secretary Approval of Minutes: Copies of the minutes of the June 19, 2018 regular and executive meeting and the July 17, 2018 regular and executive meeting were distributed to all Board members for their review prior to this meeting. A motion to approve the regular and executive minutes as presented for both meetings was made by Mr. Lewis, seconded by Ms. Huber. A voice vote of “Aye” was heard by all eligible members. Comments by the Public: Mr. Tombalakian opened the floor to the public for anyone that wished to be heard on any matter not on this evening’s agenda. Seeing no one he closed that portion of the meeting. RESOLUTIONS FOR MEMORIALIZATION – None 1 Planning Board August 21, 2018 NEW BUSINESS – CASE NO. P 18-005 Major Subdivision with Road Dedication and Variances Borough of Madison 24-32 Community Place Block: 1601, Lot: 23 Mr. Dante Alfieri, Esq. introduced Mr. Frank Russo as the only witness for this application this evening. Mr. Frank Russo, Assistant Borough Engineer was sworn in and accepted as an expert witness. Mr. Russo began by stating that this subdivision application will subdivide a 16, 233 square foot section from the 1.65 acre Madison Housing Authority Community Place property. This subdivision will separate the Community Place access road from the Madison housing Authority property so that the road can become an official municipal street. The subdivision plan prepared by Omland and Osterkorn, dated October 7, 2017 was discussed. There are no proposed changes or improvements for this site with this subdivision application. The two variances being sought for front yard setbacks of the existing dwellings were addressed. There will be no negative impacts if this subdivision is granted. Mr. Alfieri had nothing further. Mr. Tombalakian asked if the Board if they had any questions for Mr. Russo, seeing none he opened the floor to the public for questions. Seeing none that portion of the hearing was closed. Mr. Tombalakian asked for a motion, motion to approve the application as presented was made by Mr. Forte seconded by Mr. Flemming. The following roll call was recorded as follows: “Aye” – Mr. Flemming, Mr. Forte, Ms. Huber, Ms. Ehrlich, Mr. Lewis, Mr. Limbach, and Mr. Tombalakian “Nays” – None “Excused” – Mayor Conley and Ms. Baillie OLD BUSINESS – CASE NO. P 18-003 Preliminary and Final Site Plan with Variances Fairleigh Dickinson University 285 Madison Avenue Block: 101, Lot: 6 This application is scheduled for hearing at the September 4, 2018 Planning Board meeting. PLANNING DISCUSSION – Ms. Boardman informed the Board that revised plans for the application of Fairleigh Dickinson University, Case No. P 18-003, were placed at their seat on the dais this evening. This application will continue at the Planning Board meeting of September 4, 2018. The regular meeting of the Planning Board scheduled for September 18, 2018 was cancelled. 2 Planning Board August 21, 2018 CORRESPONDENCE – None Since there was no further business to come before the Board, Mr. Tombalakian asked for a motion to adjourn the regular meeting at 7:50pm.; motion was made by Mr. Flemming, seconded by Ms. Huber.
