MINUTES PLANNING BOARD OF THE BOROUGH OF MADISON SPECIAL VIRTUAL MEETING DECEMBER 22, 2020 A special meeting of the Planning Board of the Borough of Madison was held on the 22nd day of December 2020 at 7:30 P.M., via a Zoom electronic meeting. The meeting was called to order by Planning Board Chairman, Mr. Steve Tombalakian. Mr. Tombalakian requested the reading of the Public Meeting Notice. Ms. Blickstein read the following statement in accordance with the Open Public Meetings Act: “Let the minutes reflect that adequate notice of this meeting has been provided in the following manner: At the reorganization meeting of the Board held on January 21, 2020, the Board by Resolution adopted a schedule of meetings. On January 22, 2020, a copy of the schedule of meetings will be posted at the bulletin board at the entrance to the Hartley Dodge Memorial, sent to the Madison Eagle and the Daily Record, and filed with the Borough Clerk all in accordance with the “Open Public Meetings Act”. Beginning in April 2020, in response to public safety considerations and legal authorization, the Planning Board began conducting its monthly meetings on the previously noticed dates remotely using the Zoom platform, and subsequently separate notices have been published each month advising of this change and indicating that the procedures and requirements for monitoring such meetings and for making public comment, along with an explanation of the audio muting function of the electronic communications platform being utilized, is provided with detailed information on “How to Use Zoom and Participate” found on the Rosenet Webpage Communications / Virtual Meetings at HTTP://www.rosenet.org/1273/Virtual-Meetings. The following roll call was recorded: Present: Astri Baillie, Mayor Conley, John Forte, Alfredo Garibay, Ann Huber, Tom Harris, George Limbach, and Steve Tombalakian, Excused: Peter Flemming Absent: None Also Present: Vince Loughlin, Planning Board Attorney Susan Blickstein, Board Planner Dennis Harrington, Board Engineer Frances Boardman, Board Secretary Approval of Minutes: Copies of the minutes of the December 15, 2020 special meeting were distributed to all Board members for their review prior to this meeting. A motion to approve the minutes as submitted was made by Ms. Baillie, seconded by Mr. Flemming. A voice vote of “Aye” was heard by all eligible voting members and recorded. Comments by the Public: Mr. Tombalakian opened the floor to the public for anyone that wished to be heard on any matter that was not on this evening’s agenda. Jason and Lisa Jordan, 36B Loantaka Way provide the Board with insight from the Brookings Institute regarding the Great Real Estate Reset. Dr. Blickstein will send out a link to all Board members with information as to the materials spoken about by the Jordan’s. Mr. Tombalakian asked if there was any other member of the public that wished to be hear this evening, seeing none, that portion of the meeting was closed. RESOLUTIONS FOR MEMORIALIZATION – None NEW BUSINESS – OLD BUSINESS – PLANNING DISCUSSION – Re-Development Plan Block: 1601, Lot: 1.01 Community Place Dr. Blickstein presented a power point presentation to the Board providing an overview of the redevelopment plan. She stated that a redevelopment provides the Borough with the ability to select a developer via the RFQ process. The redevelopment plan provides advantages regarding the development and design perimeters. Existing conditions of the site were discussed and possible residential scaling photos were shown to the Board. Next steps in the process were discussed at length. A redevelopment plan will be adopted by Mayor and Council, RFQ for experienced affordable housing developers will be issued and a developer selected. The Planning Board will hear and review the site plan when ready. Dr. Blickstein commented that this development would be 14 affordable housing units. Ms. Huber asked about the bedroom counts of the attached structures. Dr. Blickstein stated that most would be two bedrooms, with some one-bedroom units and a three-bedroom unit. An efficient design will be important for this project. Parking was discussed at length. The redevelopment plan will be perfected by Dr. Blickstein and sent to Mayor and Council for adoption. Mr. Garibay has offered his architectural expertise to Dr. Blickstein. Housing Element and Fair Share Plan Dr. Blickstein led a discussion regarding the Housing Element and Fair Share Plan. Dr. Blickstein shared a power point presentation. Dr. Blickstein began by providing Madison’s obligation and explained how these obligations will be met. The housing plan was discussed at length and the process was outlined for the Board. There is a detailed process and will begin at a public hearing on January 19, 2021. Details of the Fair Share Housing will be available on the rosenet website. CORRESPONDENCE – None Since there was no further business to come before the Board, Mr. Tombalakian asked for a motion to adjourn the regular meeting at 8:35 pm.; seconded by Ms. Huber.
