MADISON HISTORIC PRESERVATION COMMISSION Regular Meeting – April 11, 2017 Attending: Co-Chairman Janet Foster and Co-Chairman Mary Ellen Lenahan; Members, Karen Jeisi, David Luber and Carmine Toto; Council Liaison Carmela Vitale; and Recording Secretary Laurie Hagerich. Absent; Members, John Forte, Ann Huber, Chris Kellogg, John Solu and William VanRyzin. The meeting was called to order as an open public meeting at 7:35 p.m. in accordance with the Open Public Meetings Act. For Discussion: Report from Jeff Gertler on ideas for zoning variances for historic properties: Jeff Gertler from the Madison Planning Board attended the HPC meeting to discuss mutual interests in preserving historic residential character in the town. It was agreed further discussions are needed among MHPC, the Planning and Zoning Boards, their respective attorneys, and Borough officials. The March 21, 2017, minutes were considered and by unanimous consent the minutes were approved as written. Follow up: TCC Applications: Two applications were received just prior to the March meeting so were not on the agenda. Properties at 117 Kings Road and 58 Lathrop Avenue were both reviewed and responded to by a sub-committee headed by Ms. Lenahan. Neither property is in a historic district or on MHPC’s Inventory. Therefore, no action is required on the part of MHPC. Sign & Façade Applications update: There were no Sign and Façade applications in the Historic District. For Discussion: Construction review of 17 Fairview Avenue: Jessica VanTassell was present to ask advice on proposed renovations and repairs to her Victorian home at 17 Fairview Avenue, a former estate carriage house, which has had additions and alterations over the years. Photos and plans were reviewed for the proposed renovations in the rear of the house , which will have no impact on the character defining features of the home. MHPC was in favor of retaining the round arched windows and bracketed eaves, which are a significant part of the character of the house and recommended that Ms. VanTassel consult with Zoning Officer Dan Buckelew. Mr. Toto offered to give some advice, since he is working on a similar project at 134 Greenwood Avenue. MHPC thanked Ms. VanTassell for appearing and indicated it supports the plans for this significant home. For Action: NJ Transit request for comment: Letter from NJ Transit was reviewed indicating they are proposing renovations and repairs to the Express Building, which has been vacant for many years. So far no plans have been submitted, but the letter indicated the Friends of Madison Train Station will have an opportunity to review the project. MHPC is in favor of the renovation project and will await further documentation and plans from NJ Transit. Ms. Foster reported that William VanRyzin has resigned as a Commission member and asked that another volunteer come forward to replace him as liaison to the Open Space, Recreation and Historic Preservation Committee. This will be addressed again at the May meeting when more members are present. Mr. Toto mentioned that he spoke with the owners of 2 Cross Gates Road and offered to give them advice about some economic alternatives for their renovation project.
