Shade Tree Management Board Madison, NJ 07940 Minutes of November 15, 2018 The Shade Tree Management Board held its regularly scheduled meeting at 8:00 AM on Thursday, November 15, 2018 in the Committee Room of Hartley Dodge Memorial, 50 Kings Road, Madison, NJ. Call to Order by Chairman Gene Cracovia. Reading of the Sunshine Law. Action items from October reviewed. Present: Gene Cracovia, Nancy Bruce, Stephen Miller, Vince Licari, Paul Allocco, Tom Salaki, Judy Honohan, Alan Andreas, Joan Maccari- liaison from Environmental Commission Absent: Carmela Vitale – Council liaison, Brian Monaghan, Alice Wade, Ken O’Brien Guests: Bob Duffy, Frank Russo Minutes: October 2018 minutes approved as submitted. Public Contacts/Correspondence: YTD there have been about 215 home visits in response to calls about trees. This is about 50% greater than in recent years. Resident on Niles Ave. will be reimbursed for the cost of a borough tree removal by a private contractor. His email request with pictures was not received. Council Liaison report: None Borough Tree Status:  A resident at 180 Loantaka was advised to call DPW regarding trees on an adjacent Green Acre property.  Waverly & Main St. trees: replacement of trees on Waverly and Main will be a Capital Budget item. STMB will provide clear guidelines/standards for new trees as well as propose species and costs. Any estimate should include 20% additional to cover appropriate landscaping and nurturing of new plantings.  Spring Tree Planting: There are 105 trees on the potential planting list developed by Tom. STMB was unable to do fall markings for spring plantings but will try again in 2019. DPW could plant up to 12 trees in the fall. TCC (Technical Coordinating Committee): No report Parks Advisory Committee: No report FMST: Summerhill Park has large ash trees once thought to be tulip poplars. What, if any, steps should be taken regarding emerald ash borer threats? Treasurer’s Report: 2018 Budget $118,150.00 Expended this month (Tree King, Honor Tree) $9,452.50 Total expended 2018 YTD $99,881.66 Encumbered 2018 $5,236.75 Pending: Niles Ave. homeowner reimbursement $853.00 for tree removal, approved by Codey Unexpended 2018 $18,268.34 Budget 2019 $ Old / New Business:  Construction/tree protection: Laurel Way Stonehedge Lane is being monitored for proper tree protection.  The Millennial Home’s street tree was incorrectly planted.  Four lots on the Loantaka Terr. cul-de-sac have been sold and will be cleared, graded and developed.  Drew University, Green Village Road - declining trees near electrical wires have been removed. Drew was very responsive to Borough concerns.  JCP&L line clearance tree removals have started.  STMB officers will be voted on in January. Action Items:  Frank will send wording of construction tree protection/contract.  Vince will assess trees at Loantaka Terrace cul-de-sac site.  Ken will see to tree planting at 4 Highview after being marked for location.  Steve will continue to work with the DPW staff on ArborPro data entry.  Vince will provide Nancy statistics on 2018 pruning, removal and planting of trees for the year-end report.
