Shade Tree Management Board Madison, NJ 07940 Minutes of June 16, 2022 The Shade Tree Management Board held its regular meeting at 8:00AM on Thursday, June 16, 2022. It was a hybrid meeting in the Borough’s Committee Room and a Zoom link. Call to Order by Chairman Gene Cracovia. Statement in compliance with the Open Public Meetings Act In compliance with the Open Public Meetings Act, adequate notice of this meeting of the Shade Tree Management Board was provided by transmitting a copy of the meeting notice to the Madison Eagle, Morris County Daily Record, posting a copy on the bulletin board at the main entrance of the Borough Hall, and filing a copy in the Office of the Clerk, all on January 11, 2022. Copies of said notice were made available to the general public. Spring Tree Planting Mike Giordano, DPW, reported that 93 trees had been planted to date. Some adjustments were made. Some residents did not want hackberries. 3 Myrtle Ave proved too wet for any tree planting. Judy was able to find spaces for extra trees. It was suggested that the DPW office be supplied with extra planting site addresses or designated places in parks for surplus trees. Fall trees have been ordered from Plant Detectives to be delivered in October. All fall planted trees will replace 21 pears on Main Street. Other notes from spring planting:  Plant Detectives gave us extra tree in our order  Compared to previous tree providers, all agree that Plant Detectives is one of the better tree nurseries.  Focusing on specific streets and parks has worked out well.  Ash trees removed last year on Forest/Ferndale have been replaced. Resident Service Requests:  In May, 37 requests, involving 60 trees, 35 permitted for removal, 17 to be pruned, 1 no work, 7 yard question.  In June to date, 14 requests, involving 19 trees, 11 permitted for removal, 7 to be pruned Tree Removal Permit Requests:  In May, 20 permit applications inspected. 43 trees for removal; 18 tree replacement obligation  In June to date, 4 permit inspected; 10 trees to be removed; 7 tree planting replacement obligation Specific permit requests at 43 Crescent, 56 Samson, and the Golf Course were discussed. Report from Richview Consulting  90 hazardous trees found in Memorial Park along trails. Trees will be assessed according to strike zone and removed as needed.  Area around the Community Pool had a number of ashes removed.  In Summerhill, ash tree removals continue. Council Liaison Report Councilwoman Rachel Erich reported on the following:  Dave Miller will be Chair of Parks Advisory Committee.  Waverly Place redesign project is looking for public feedback. Tree planting will be part of the design.  Trails will be constructed this year. Phase One of Memorial Park trails will be constructed near the pool and fields. Phase Two at a later date will go through Memorial Park to Delbarton Drive. An accessible trail to MRC will be constructed.  Dodge field redesign may impact trees. STMB will be included in planning. Budget Report Total Budget: $190,200 Year to Date – 2022 Budget 1. Expended: $60,394.78 2. Encumbered: $79,355.67 3. Remaining Balance: $50,449.55 4. Unexpended: $129,805.22 Landmark Trees Nominating forms will be added to STMB website on Rosenet, sent to the Eagle, distributed through social media. NJ Forestry Grants Judy attended a NJ Forestry Grant webinar on May 10. Unfortunately the grant was due by July 8. It was suggested that STMB partner with Parks and MEC to apply for a grant next year. Partner Organizations: MEC  Joan Maccari did a presentation "Milkweed and Other Native Plants” at the library  National Pollinator Week (June 20-26) was celebrated by giving out free pollinator plants at the Farmer’s Market  Friends of Drew Forest will showcase a short film to the community  An event, “Is Solar Right For Your Home?” is being sponsored by Madison, Chatham and 12 neighboring towns. Sustainable Madison First submission for a 2022 update was sent in June. STMB updated one action. Friends of Madison Shade Trees  FMST Summerhill planting project done with the Garden Club of Madison to celebrate its 100 anniversary is complete. A tulip tree, spice bushes, and native perennials have been planted by J&M. Paul Leo of Greenpark Irrigation will be donating an irrigation line. A Trex bench from the Garden Club’s plastic drive will be placed there.  A kousa dogwood has been planted at the entrance to Central Green on Serpico. Additional: NJ Tree Federation Conference will be held on October 13 & 14 in Cherry Hill. Submitted by Nancy Bruce
