MAHTOMEDI CITY COUNCIL MINUTES SEPTEMBER 1, 2015 Mayor Jud Marshall convened the regular City Council meeting at 7:00 p.m. with Council members Timothy Deans, Joel Schilling, Richard Brainerd and Lael Ramaley in attendance. City Administrator Scott Neilson, City Attorney Bridget Nason, City Engineer Chris LaBounty, Finance Director Scott Schaefer and City Clerk Mary Solie were also in attendance. CONSIDER APPROVAL OF AGENDA Council member Deans moved and Council member Brainerd seconded the motion to approve the agenda as presented. The motion was unanimously approved. CONSIDER APPROVAL OF CITY COUNCIL MEETING MINUTES Council member Schilling moved and Council member Deans seconded the motion to approve the minutes as presented. The motion was unanimously approved. 4. PRESENTATIONS 4a. Presentation to Dee Smith for his Years of Service Serving on the Ramsey/Washington Suburban Cable Commission Mayor Marshall presented Dee Smith with a Certificate of Appreciation for his years of service on the Ramsey/Washington Suburban Cable Commission. 5. DISCUSSION FROM THE AUDIENCE There was no discussion from the audience. 6. CONSENT AGENDA Council member Ramaley moved and Council member Brainerd seconded the motion to approve the Consent Agenda as presented. The motion was unanimously approved. a. APPROVAL - Schedule Public Hearing to Consider Certification of Delinquent Utility Accounts to Washington County for Collection with 2016 Property taxes for September 15, 2015 at 7:00 p.m. A public hearing was scheduled for September 15, 2015 at 7:00 p.m. to consider certification of delinquent utility accounts to Washington County for collection with 2016 property taxes. CITY COUNCIL MEETING MINUTES -2- SEPTEMBER 1, 2015 6. APPROVAL-Schedule Work Session to Discuss Draft Septic Ordinance for September 15, 2015 at 5:45 p.m. A Council Work Session was scheduled to discuss the Draft Septic Ordinance for September 15, 2015 at 5:45 p.m. c. APPROVAL-Permission to Advertise for Public Works Maintenance Operator Position. Public Works received authorization to advertise for a Maintenance Operator Position. d. APPROVAL-Award Quote for Hallam Pond Outlet. The existing Hallam Lake Outlet requires replacement due to the age of the existing wood structure. A quote for the improvements was received from Hydrocon, Inc. in the amount of $11,750. Staff recommended the awarding of the quote to Hydrocon, Inc. 7. PUBLIC HEARINGS 7a. CONSIDER APPROVAL-Preliminary 2016 General Fund Budget, Certification of 2016 Levy to Washington County, Schedule Public Hearing for Consideration of Final Budget Approval and Certification for December 1, 2015 at 7:00 p.m. and Schedule Public Hearing for 2016-2020 Capital Improvement Plan for November 4, 2015. Finance Director Scott Schaefer said the Finance Commission and City Council held a joint meeting on August 18, 2015 to review and discuss the preliminary budget and levy being proposed for 2016. General Fund Revenues and Expenditures are proposed to increase 5.14% from the 2015 Budget, with budgeted revenue and expenditures of $5,303,943. The 2016 General Fund Tax Levy proposed is $2,825,823, a 3.77% increase from 2015. The 2016 Special Levy proposed is $1,042,819, a 0.23% decrease from 2015. The 2016 Total City Levy proposed is $3,868,642, a 2.66% increase from 2015. The 2016 Proposed Levy must be certified to Washington County by September 30, 2015. The City Council may lower, but may not increase, the amount of the proposed certified levy when it adopts the Final 2016 General Fund Budget and establishes the Final Certified Levy in December. The City Council was asked to schedule the public hearing for final budget and levy consideration on Tuesday, December 1, 2015 at 7:00 p.m. The public hearing will be held and action on the 2016 budget and levy will be taken at this meeting. CITY COUNCIL MEETING MINUTES -3- SEPTEMBER 1, 2015 7a. Continued. The City Council was also asked to schedule a public hearing to discuss the 2016-2020 Capital Improvement Plan at the City Council meeting held on Wednesday, November 4, 2015 at 7:00 p.m. Mayor Marshall opened the public hearing at 7:20 p.m. Tony Yarusso, 125 Spruce Street, said overall the budget looks good, but asked the council to think about a little bigger transfer to the Parks Fund from the General Fund for upkeep and other maintenance. He said there are a lot of needs in the Parks Department. Finance Director Schaefer said the transfer from the General Fund to the Special Parks Fund did increase from $25,000 to $75,000. Mayor Marshall closed the public hearing at 7:25 p.m. Council member Brainerd said this budget has had a very thorough review at several meetings by both the Finance Commission and the City Council. Council member Ramaley moved and Council member Brainerd seconded the motion to approve Resolution No. 2015-32 Approval of the Proposed 2016 Annual Budget for the General Fund of $5,303,943, and schedule a public hearing for consideration of the 2016 City Budget and Final Levy Certification for Tuesday, December 1, 2015, at 7:00 p.m. and schedule a public hearing for consideration of the 2016-2020 Capital Improvement Plan on Wednesday, November 4, 2015. The motion was approved. Council member Schilling moved and Council member Deans seconded the motion to approve Resolution No. 2015-60 Approval of the Proposed Tax Levy for 2016 and Cancellation of Debt Levy in the Amount of $1,019,791 for Taxes Payable in 2016. The motion was approved. 8. STAFF REPORTS 8a. DISCUSSION-Project Updates – City Engineer. City Engineer LaBounty said the 2015 Improvement Project is wrapping up with the final wear course being applied. The Historic District Phase 1 Project is on schedule to be completed this year. He said Washington County is beginning the design process for the County Road 12 project from Highway 244 to Jamaca in Grant. Engineer LaBounty said there will be a mill and overlay project along with sidewalk improvements on Stillwater Road from Mahtomedi City Hall to Highway 244 next year. Staff is preparing an agreement with MnDOT to install the two crosswalks on Highway 244. CITY COUNCIL MEETING MINUTES -4- SEPTEMBER 1, 2015 8b. CONSIDER APPROVAL-Appointment of Karen Gochberg as Mahtomedi Representative on Ramsey/Washington Suburban Cable Commission. Administrator Neilson said Dee Smith has submitted his resignation as the Mahtomedi representative on the Ramsey/Washington Suburban Cable Commission. Karen Gochberg has served as the Alternate and is now interested serving as the representative. Council member Brainerd moved and Council member Ramaley seconded the motion to appoint Karen Gochberg as the new representative with Dee Smith serving as alternate. The motion was approved. 8c. CONSIDER APPROVAL-Bill List Council member Ramaley moved and Council member Brainerd seconded the motion to approve the bills as presented. The motion was unanimously approved. 9. REPORT FROM THE CITY ADMINISTRATOR There was no report from the Administrator. 10. COMMENTS FROM THE CITY COUNCIL Council member Schilling asked if the delinquent utility amount was unusually high. Finance Director Schaefer said it is similar to last year’s amount. Council member Ramaley said at the September 11th high school football game, the Hall of Fame induction will be held. Council member Deans asked when the Piccadilly ground breaking will be held. Administrator Neilson said in mid-September. 11. CLOSED SESSION – None Scheduled 12. ADJOURNMENT Council member Brainerd moved and Council member Deans seconded the motion to adjourn the meeting at 7:45 p.m. The motion was unanimously approved.
