MAHTOMEDI CITY COUNCIL MINUTES OCTOBER 20, 2015 Mayor Jud Marshall convened the regular City Council meeting at 7:00 p.m. with Council members Timothy Deans, Joel Schilling, Richard Brainerd and Lael Ramaley in attendance. City Administrator Scott Neilson, City Attorney Jay Karlovich, City Engineers Jay Kennedy and Andrea Azary, Public Works Director Bruce Thielen, Fire Chief Terry Fischer and City Clerk Mary Solie were also in attendance. CONSIDER APPROVAL OF AGENDA Consent item 6h. APPROVAL-Medical Leave of Absence Request for Firefighter was added to the agenda. Council member Ramaley moved and Council member Deans seconded the motion to approve the agenda as amended. The motion was unanimously approved. CONSIDER APPROVAL OF CITY COUNCIL MEETING MINUTES Council member Brainerd moved and Council member Schilling seconded the motion to approve the minutes as presented. APPROVAL-Medical Leave of Absence Request for Firefighter was added to the agenda. Council member Ramaley moved and Council member Deans seconded the motion to approve the Consent Agenda as amended. The motion was unanimously approved. a. APPROVAL-Request from St. Jude of the Lake Church, 700 Mahtomedi Avenue, to hold a gambling activity and sell beer and wine at Turkey Bingo on Saturday, November 14, 2015. CONSENT AGENDA-Continued. b. APPROVAL-Request from Pine Springs for 2015-2016 Snow Plowing. The City Council approved the 2015-2016 request from the City of Pine Springs for snow plowing and de-icing Warner Avenue from O.H. Anderson School south to 62nd Street and 62nd east to Hilton Trail. c. APPROVAL-Request to Authorize Application for Water Reduction Reimbursement Grant. The Metropolitan Council is offering a Water Efficiency Grant to be used towards City rebates on water efficiencies such as toilet and washing machine upgrades. The City is eligible to receive grant funds for up to 75% of reimbursements provided to property owners under this program. This application requested $10,000 of funding assistance to provide rebates to property owners. The total amount of funds the City would be required to match is $3,400. Approval was given to apply for the grant funds. d. APPROVAL-Construction Pay Voucher No. 11 in the amount of $23,755.55 for Phase 1 Historic District Improvement Project for T.A. Schifsky and Sons, Inc. Construction Pay Voucher No. 11 in the amount of $23,755.55 for Phase 1 Historic District Improvement Project for T.A. Schifsky was approved. e. APPROVAL-Construction Pay Voucher No. 4 in the amount of $185,787.94 for the 2015 Improvement Project for Hardrives, Inc. Construction Pay Voucher No. 4 in the amount of $185,787.94 for the 2015 Improvement Project for Hardrives, Inc. was approved. f. APPROVAL-Construction Pay Voucher No. 1 and Final in the amount of $10,950.00 for Hyrdocon, Inc. for the Hallam Lake Outlet Improvement Project. CONSENT AGENDA-Continued. g. APPROVAL – Application for a Grant from the State Fire Marshall’s Office for the Purchase of a New Turnout Gear Washer/Extractor. The Fire Department requested and received approval to apply for a Grant from the State Fire Marshall’s Office for the purchase of a new turnout gear washer/extractor. The current gear washer/extractor is 16 years old and is in need of repair. The City’s portion would be 10% of the cost or approximately $860.00. h. APPROVAL-Medical Leave of Absence Request for Firefighter.-added Firefighter Tracy Jones requested and received approval for a 30 day medical leave of absence from the fire department. 7. PUBLIC HEARINGS-None 8. STAFF REPORTS 8a. DISCUSSION – 2015 Pavement Rating Update. Andrea Azary, WSB & Associates, said pavement rating is completed every 2 years. She stated these ratings are used for street reconstruction projects in the City’s Capital Improvement Plan. The goal for the ratings is to extend the life of the pavement. This summary is intended to be used as part of the City’s pavement management program and assist the City in the preparation of the Capital Improvement Plan (CIP). It includes updates to the data after completion of the 2015 pavement inspections which included all of the road segments within the City. The significant findings of this study are summarized below: • There are currently 42.11 miles of City roadways. • The current weighted average OCI is 72. • 55% of roadways are in the “good” category requiring preventative maintenance. • 37% of roadways are in a “fair” category requiring preservation. • 4% of roadways are in the “poor” category, requiring complete reconstruction. • 4% of roadways are gravel roads. The findings from this year’s inspections show that the OCI has increased as a result of completing both reconstruction projects and pavement preservation projects in the past three years. The weighted OCI in 2013 was a 66. CITY COUNCIL MEETING MINUTES -4- OCTOBER 20, 2015 8a. Continued. With the increased percentage of roads rated in the “good” category continued commitment to preventative maintenance should extend the life of the roads that were recently improved. Maintenance costs increase as pavement gets older, thus implementing a preventative maintenance strategy is both cost effective and appropriate. Preventative maintenance actions such as crack sealing and chip sealing can be implemented at a much lower cost than preservation actions such as mill and overlays. The City currently implements a combination of these actions, and the investment has resulted in an overall improvement in the condition of the roads throughout the City. Council member Schilling asked what the OCI was in 2010 and what is the ideal rating. Engineer Kennedy said it was 64 in 2010 and the ideal rating is 75. Council member Brainerd said he is glad the City started this rating system to keep the roads in good shape. 8b. CONSIDER APPROVAL-Bill List Council member Ramaley moved and Council member Deans seconded the motion to approve the bills as presented. The motion was unanimously approved. 9. REPORT FROM THE CITY ADMINISTRATOR Administrator Neilson said the City is proceeding with a hazardous abatement action for the property at 115 Spruce Street. 10. COMMENTS FROM THE CITY COUNCIL Council member Schilling said Punkinmania had a very good turnout and thanked the Fire Department for their participation. Council member Deans said there are still openings on the Fire Department and also reminded everyone to vote on November 3rd. 11.
