MAHTOMEDI CITY COUNCIL MINUTES MAY 16, 2017 Mayor Jud Marshall convened the regular City Council meeting at 7:00 p.m. with Council members Timothy Deans, Joel Schilling, Richard Brainerd and Lael Ramaley in attendance. City Administrator Scott Neilson, City Attorney Jay Karlovich, City Engineer John Sachi and City Clerk Mary Solie were also in attendance. CONSIDER APPROVAL OF AGENDA Council member Ramaley moved and Council member Deans seconded the motion to approve the agenda as presented. The motion was unanimously approved. CONSIDER APPROVAL OF CITY COUNCIL MEETING MINUTES Council member Deans moved and Council member Schilling seconded the motion to approve the minutes as presented. The motion was unanimously approved. 4. PRESENTATIONS The members of the Mahtomedi TechnoZephs were present to talk about the award they won. In February 2017, the Mahtomedi TechnoZephs received the Championship Award at the MN FLL State Tournament. This award is presented to the team who embodies the FLL values of community, sportsmanship, outreach, positive role models, and is exceptional in each competition category. Mahtomedi TechnoZephs beat out 633 other teams in Minnesota to take first place at the Lego League Robotics State competition. They have been invited to compete in Sydney, Australia at the First Asia Pacific Invitational competition, July 2017. The event hosts students, coaches and families from more than 20 countries worldwide competing in events that allow them to apply real world mathematics and science concepts and develop problem solving, organizational and team-building skills. 5. DISCUSSION FROM THE AUDIENCE Justin Scheeler, 895 Warner Avenue North, was present to ask for an amendment to City Code to allow pygmy goats in the City of Mahtomedi. 6. CONSENT AGENDA Council member Deans moved and Council member Brainerd seconded the motion to approve the Consent Agenda as presented. The motion was unanimously approved. CITY COUNCIL MEETING MINUTES -2- MAY 16, 2017 6. CONSENT AGENDA-Continued. a. APPROVAL-Final Acceptance for Wildwood Cove Development. Landmark Development received final acceptance of the public improvements installed within the Wildwood Cove Development. b. APPROVAL-Award Contract for 2017 Sanitary Sewer Cleaning and Televising. The City Council approved awarding the 2017 contract for sanitary sewer cleaning and televising to Pipe Services in the amount of $48,999.95. c. APPROVAL-Authorization to Hire Public Works Seasonal Employee. The Council authorized the hiring of a seasonal public works employee contingent upon successful completion of driver’s license check, drug test, criminal background check, and physical exam. 7. PUBLIC HEARINGS-None 8. STAFF REPORTS 8a. CONSIDER APPROVAL-Resolution of Re-election of one White Bear Lake Conservation District Board Member Pursuant to Minnesota Statutes Section 103B.661. Administrator Neilson said Mark Ganz, current member of the White Bear Lake Conservation District Board has submitted a letter of interest to be re-elected to the Board. The term expires on May 31, 2017. Gene Alstatt has indicated he is not interested in being re-elected, so the City will have to advertise for the second Mahtomedi representative. The voting was done by paper ballot with the following results: Council member Brainerd voted for Mark Ganz, Mayor Marshall voted for Mark Ganz, Council member Ramaley voted for Mark Ganz, Council member Deans voted for Mark Ganz and Council member Schilling voted for Mark Ganz. The member elected was Mark Ganz. A motion by Council member Ramaley and seconded by Council member Deans to approve Resolution No. 2017-16 Election of White Bear Lake Conservation District Board Member. CONSIDER APPROVAL-Bill List Council member Ramaley moved and Council member Schilling seconded the motion to approve the bills as presented. The motion was unanimously approved. 9. REPORT FROM THE CITY ADMINISTRATOR Administrator Neilson said a public hearing will be held on June 20, 2017, to hear the ordinance to allow the keeping of chickens in the City of Mahtomedi. 10. COMMENTS FROM THE CITY COUNCIL Council member Brainerd asked if anyone had determined why the algae in Lost Lake is so bad this year. The Rice Creek Watershed and the DNR had been contacted to determine if there is anything that can be done to clear it up. 11. ADJOURNMENT Council member Brainerd moved and Council member Schilling seconded the motion to recess the regular City Council meeting at 7:38 p.m. to go into Closed Session to discuss Attorney-Client Privileged Discussion of Hague, et al. v. City of Mahtomedi. The motion was approved. 12. CLOSED SESSION- Attorney-Client Privileged Discussion of Hague, et al. v. City of Mahtomedi. Council member Schilling moved and Council member Brainerd seconded the motion to hold a closed session commencing immediately in the council chambers at 7:38 p.m. The motion was approved. Following the Closed Session, Council member Brainerd moved and Council member Deans seconded the motion to adjourn the regular meeting at 8:20 p.m. The motion was approved.
