The Malvern City Council met for its regular monthly meeting on Monday, August 9, 2021, at 6 30 p. m. via Microsoft Teams and advertised as required by law, due to the Covid- 19 Pandemic of 2020. The meeting was available for viewing live on YouTube. The opportunities for attending the meeting had been advertised on the City' s website ( with link provided), the City' s Facebook page, and in the Malvern Daily Record. City Clerk Treasurer Phyllis Dial called the meeting to order in the absence of Mayor Brenda Weldon, who is ill. Council Member Mary Fraction led the invocation and pledge of allegiance. Answering the roll call were Council members Mary Fraction, William Wilson, Lynn Davis, Wayne Reynolds, Peggy Lusinger, Matthew Keenan, David Cross and Larry Stiles. Also present were City Clerk/ Treasurer Yhyllis Dial and City Attorney Cecilia Ashcraft absent. A motion was made by Council Member David Cross, seconded by Council Member Lynn Davis to approve the minutes of the regular meeting held on July 12, 2021. Voting for the motion were Council Members Fraction, Wilson, Davis, Reynolds, Lusinger, Keenan, Cross and Stiles. All voting for, motion carried, and the minutes of the previous meeting was adopted. A motion was made by Council Member David Cross, seconded by Council Member Peggy Lusinger, to accept the Departmental Reports as posted. Voting for the motion were Council Members Fraction, Wilson, Davis, Reynolds, Lusinger, Keenan, Cross and Stiles. All voting for, the reports were accepted. There was no old business to come before the Council. Under new business, a motion was made by Council Member Lynn David, seconded by Alderman Cross to appoint Michael Acord as the representative from Ward 2 to the Malvern Planning Commission/ Board of Zoning Adjustment. Voting for the motion were Council Members Fraction, Wilson, Davis, Reynolds, Lusinger, Keenan, Cross and Stiles. All voting for, the motion carried. Clerk/ Treasurer Dial told the Council that she had spoken with the mayor earlier in the day and that she had no information to pass on to the Council that was not discussed at last week' s finance/ agenda meeting, except to report that Covid cases continue to rise, and that the mayor is urging everyone that is able to get vaccinated to help stop the spread. 1  MINUTES OF THE MALVERN CITY COUNCIL Monday, August 9, 2021 Streamed from the Malvern Water Works Office 6: 30 P. M. Alderman Cross asked if there was any news on the bids from the opening for the new police station. Chief of Police Donnie Taber stated that he had gotten an email from the architect today that shoed that the sallyport could be eliminated for a cost of $ 125, 000, the generator at a cost of $ 87, 000, and some changes could be made to lighting that would result in a savings of $ 136, 000. These along with some other changes in materials could be made to save money and that gives them a starting point. Council Member Davis stated that she is not in favor of eliminating the generator for the facility. Taber replied that he may look at purchasing a smaller generator that would only run part of the facility during a power outage. Alderman Keenan stated that he was also not in favor of eliminating the generator and doesn' t want to see the facility built without it being what we need. Cross agreed, saying that he doesn' t want costs cut so much that the city doesn' t get what it the department needs now or in the future.
