MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, MAY 1, 2017 SESSION ONE AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor David L. Willson called the Regular Board of Aldermen meeting, Session One to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Aldermen Clement, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Diehl, Mayor Willson and Attorney Gunn. A quorum was present. 3. APPROVAL OF THE MINUTES a. Minutes of the Public Hearing of Monday, April 17, 2017 regarding zoning text amendments to the Code of Ordinances relating to massage therapists Alderman Clement made the motion to approve the Minutes of the Public Hearing held on Monday, April 17, 2017 regarding zoning text amendments relating to massage therapists. The motion was seconded by Alderman Ottenad, and carried unanimously, without objection. b. Minutes of the Public Hearing of Monday, April 17, 2017 regarding zoning text amendments to the Code of Ordinances relating to residential dwelling units Alderman Hamill made the motion to approve the Minutes of the Public Hearing held on Monday, April 17, 2017 regarding zoning text amendments relating to residential dwelling units. The motion was seconded by Alderman Clement and carried unanimously, without objection. c. Minutes of the Regular Board of Aldermen meeting of Monday, April 17, 2017 Alderman Hamill made the motion to approve the Minutes of the Regular Board of Aldermen meeting of Monday, April 17, 2017. The motion was seconded by Alderman Baumann and carried unanimously, without objection. Regular Board of Aldermen 05/01/2017 Page 1 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Willson stated that he will be introducing a Boy Scout who is working on his Citizenship in the Community merit badge. Alderman Clement made the motion to approve the Order of the Items on the Agenda as amended. The motion was seconded by Alderman Ottenad and carried unanimously, without objection. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Comments from the Public Ms. Nancy Venezia, 1721 Blakefield Terrace, expressed thanks to the City for services. She invited all to the National Day of Prayer, and stated that the first call for prayer was in 1775, and the call of prayer has continued through our history. Ms. Venezia stated that in 1952, the National Day of Prayer was established as an annual event, and each year the President signs a Proclamation asking Americans to pray on this day. This year the National Day of Prayer will be observed on Thursday, May 4 from noon until 1:00 p.m. at the Manchester Police Facility. 6. REPORTS FROM THE MAYOR a. Presentation to Prosecuting Attorney Mark Levitt for his 20 years of service to the City Mayor Willson presented Prosecuting Attorney Mark Levitt with a plaque for his 20 years of service to the City. b. Proclamation: Municipal Clerks’ Week Mayor Willson presented City Clerk Ruth Baker with a Proclamation commemorating Municipal Clerks’ Week. c. Proclamation: National Police Week Mayor Willson presented Chief Timothy Walsh with a Proclamation commemorating National Police Week. d. Mayoral Report Mayor Willson reported that on April 20, the City held the stargazing event at Fussner Park; on April 21, he was a guest at the Working Warriors Meeting at the Creve Coeur Legion Post; on April 24, he attended a meeting with Alderman Ottenad, Alderman Clement, Bob Ruck, Eileen Collins and Meredith and worked on the “Tree Ordinance”. On April 26, he went to the Fallen Officers’ Breakfast in St. Charles, where they recognized the family of Officer Blake Snyder and Officer Mike Flamion; on April 26, he also attended the Administrative Assistants’ Luncheon at Joey B’s, when 21 ladies were treated to lunch and the new City Administrator was there. The Mayor stated that on April 27, he attended the Senior Staff meeting, and later that day Bob Ruck and he met with architects about repairs that will need to be done on the Lyceum. Mayor Willson reminded everyone that Thursday, May 4 is National Day of Prayer. Regular Board of Aldermen 05/01/2017 Page 2  Mayor Willson stated that as an interesting note, starting tomorrow, because of the flooding issues, Manchester Road will be the new Interstate 44. He stated that Bob Ruck authorized spending of Manchester money to take beverages and lunch to the Public Works Department employees in Valley Park who will be working for many days to combat the flood events. Mayor Willson introduced Boy Scout Nathan Patterson from Troop 750 which is sponsored by Wren Hollow School. He stated that Nathan is working on his Citizenship in the Community merit badge. Nathan introduced his grandfather who accompanied him to the meeting. 7. REPORTS FROM THE CITY ADMINISTRATOR a. List of Paid Bills (Warrant dates of April 16 – April 29, 2017) There were no questions. 8. REPORTS FROM COMMITTEES a. Homecoming Committee Alderman Ottenad stated that the next meeting will be May 10 at 6:30 p.m. at the Legion Hall. Everybody is welcome. b. Manchester Arts No report. c. Planning and Zoning Commission Alderman Clement stated they did not have a meeting last week, and he is not sure at this point if there will be a meeting next week. 9. ACTION ON OLD BILLS a. AN ORDINANCE AMENDING THE CODE OF ORDINANCES RELATING TO MASSAGE THERAPISTS Alderman Baumann read for the second time # 17-2298, entitled: “AN ORDINANCE AMENDING SECTION 405.240, 405.250 AND 405.260 OF THE CODE OF ORDINANCES OF THE CITY OF MANCHESTER RELATING TO MASSAGE THERAPISTS”, by title only. Alderman Baumann made the motion that Bill # 17-2298 become Ordinance # 17-2183. The motion was seconded by Alderman Hamill. A poll of the Board showed: Alderman Hamill – aye Alderman Diehl – aye Alderman Baumann – aye Alderman Ottenad – aye Alderman Clement – aye Regular Board of Aldermen 05/01/2017 Page 3  Mayor Willson reported the motion passed with a vote of 5 – 0, with no objections. b. AN ORDINANCE AMENDING THE CODE OF ORDINANCES RELATING TO RESIDENTIAL DWELLING UNITS Alderman Clement read for the second time Bill # 17-2299 , entitled: “AN ORDINANCE AMENDING SECTIONS 405.060 AND 405.170 OF THE CODE OF ORDINANCES OF THE CITY OF MANCHESTER BY ADDING THERETO NEW SECTIONS RELATING TO THE REGULATION OF RESIDENTIAL DWELLING RENTALS”, by title only. Alderman Clement made the motion that Bill # 17-2299 become Ordinance # 17-2184. The motion was seconded by Alderman Hamill. A poll of the Board showed: Alderman Hamill – aye Alderman Diehl – aye Alderman Baumann – aye Alderman Ottenad – aye Alderman Clement – aye Mayor Willson reported the motion passed with a vote of 5 – 0, with no objections. 10. INTRODUCTION OF NEW BILLS a. RESOLUTION AUTHORIZING PURCHASE OF A BACKHOE/LOADER TRACTOR FOR USE BY THE PARKS AND PUBLIC WORKS DEPARTMENTS Alderman Ottenad read Proposed Resolution # 17–0593, entitled: “A RESOLUTION AUTHORIZING THE MAYOR OF THE CITY OF MANCHESTER TO ISSUE A PURCHASE ORDER FOR, AND PAY THE SUM OF, EIGHTY-EIGHT THOUSAND FOUR HUNDRED SEVENTY-FIVE DOLLARS ($88,475.00), AFTER TRADE-IN, TO ERB EQUIPMENT CO., INC. FOR THE PURCHASE OF ONE (1) JOHN DEERE 410L BACKHOE LOADER TRACTOR AS EQUIPPED FOR USE BY THE MANCHESTER PARKS AND PUBLIC WORKS DEPARTMENTS” by title only. Alderman Ottenad made the motion to approve Resolution # 17-0593. The motion was seconded by Alderman Clement and carried unanimously, without objection. b. RESOLUTION CERTIFYING RESULTS OF THE APRIL 4, 2017 GENERAL MUNICIPAL ELECTION Alderman Diehl read Proposed Resolution # 17-0594, entitled: “A RESOLUTION DECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY OF MANCHESTER, MISSOURI ON APRIL 4, 2017 FOR THE OFFICES OF ALDERMAN FOR WARDS I, II, AND III”, by title only. Alderman Diehl made the motion to approve Resolution # 17-0594. The motion was seconded by Alderman Hamill and carried unanimously, without objection. Regular Board of Aldermen 05/01/2017 Page 4 11. Miscellaneous a. Oaths of Office City Clerk Ruth Baker gave the Oaths of Office to Alderman Paul Hamill in Ward I, Aldermen Mike Clement in Ward II, and Alderman Rich Baumann in Ward III. b. Comments from the Public Mr. Chris Winters, 510 Cardinal Lane, asked whether in regard to new subdivisions, the City specifies certain thicknesses of concrete. 12. Motion to End Session Alderman Hamill made the motion to end Session one. The motion was seconded by Alderman Clement and carried unanimously, without objection. The motion was seconded by Alderman Diehl and carried unanimously, without objection. b. Comments from the Public There were none. 11. ADJOURNMENT At 7:43 p.m., there being no further business, Alderman Hamill made the motion to adjourn. The motion was seconded by Aldermen Clement and carried unanimously, without objection.
