MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, OCTOBER 2, 2017 AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor David L. Willson called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Clement, Alderman Nolte, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Diehl, Mayor Willson and Attorney Gunn. A quorum was present. 3. APPROVAL OF THE MINUTES: a. Minutes of the Regular Board of Aldermen meeting of Monday, September 18, 2017 Alderman Hamill made the motion to approve the Minutes of the Regular Board of Aldermen meeting of September 18, 2017. The motion was seconded by Alderman Clement and carried unanimously, without objection. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Clement made the motion that the Order of Items on the Agenda be approved as submitted. The motion was seconded by Alderman Hamill and carried unanimously, without objection. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Comments from the Public Mr. Bruce Burkhardt, 1083 Big Bend Station, spoke about having a Butterfly Garden in Manchester. He would like a second Butterfly Park. He stated that without milkweed, the Monarch Butterfly will soon be extinct. Since more than 30% of food consumed by humans depends on pollinators, such as the Monarch Butterfly and bees, this is a concern. Governor Greitens declared June 19 – 25 as “Pollinator Week” in Missouri. Mr. Burkhardt said that Missouri is a model for other states by leading the national effort to revitalize the Monarch Butterfly. Mr. Burkhardt suggested that a second location for the Butterfly House should be at the entrance to the Police Headquarters. Regular Board of Aldermen 10/02/2017 Page 1  Mr. Jerry Meyer, 620 Applecross Court, spoke about eliminating the Ash trees. He spoke about a dead tree complaint on Coatbridge. He said the resident was notified, removed the tree, and it was found that the tree was still producing sap. Since there is no way to prove that the tree is dead, there needs to be a method to determine if a tree is dangerous or a nuisance. He said it is too bad street trees don’t have the ability to come back the next year and show they are not dead. 6. REPORTS FROM THE MAYOR a. Recognition Award Mayor Willson announced that the City of Manchester recently received the Conservation Partnership Award. He stated that the City of Manchester is one of fifty agencies and organizations statewide selected to receive a 2017 Partnership Award presented jointly by the Missouri Department of Conservation and the Missouri Conservation Heritage Foundation. The presentation was made at the “100 Years of Missouri Conservation, Partnerships, and Philanthropy” celebratory reception held in Springfield, Missouri on September 22, 2017. The award is presented in appreciation for service and commitment activities supporting the conservation cause in Missouri. Manchester was selected for recognition for having been awarded Tree Resource Improvement and Maintenance (TRIM) Program grants in 2015 and 2016 for performance of a street tree inventory and creation of a municipal tree conservation ordinance. Mayor Willson advised that the City of Manchester was the only city to receive this recognition. Director of Public Works Bob Ruck stated that awards were also given to Stream Team, Ameren UE, Fire Districts, St. Louis County Parks, and Brightside St. Louis, but no other cities. b. Mayoral Report Mayor Willson reported that on September 22 the Employee Picnic was held, and the last summer concert was that night; he said it was 93 degrees and they had a bonfire and were doing S’mores. He reported that on September 23 “Clean Stream” was undertaken, and the volunteers collected bags of trash from the creeks, there were four ¾ ton trucks filled with bags. With 130 people signed up to participate, there were actually 170 people who showed up for the event. He said they got a late start, because affidavits and waivers had to be signed. Mayor Willson reported attending the West County Chamber of Commerce luncheon on September 28. There was a panel of individuals from Metro West and the Missouri Department of Transportation (MoDOT) who spent 45 minutes speaking about being prepared in the event of an emergency. Mayor Willson stated that Citizens Emergency Response Teams (CERT) was not mentioned, and those volunteers are trained and know how to react in a catastrophic event. He said if there is an F-3 or F-4 tornado, the first responders will not be able to get to the scene, but it is likely the CERT volunteers will mobilize and be assisting the citizens. Mayor Willson discussed a situation from several years ago whereby the Public Works Department employees were on the scene first, moving trees off the road so first responders could access the area. Mayor Willson stated that CERT will be valuable in the event of a catastrophic incident. Mayor Willson stated he attended a staff meeting on Thursday, and the Arts Fest on Saturday. He said it was a nice event, and Joey B’s provided the food. Regular Board of Aldermen 10/02/2017 Page 2  Mayor Willson informed everyone that Officer Tim Hancock is going to be deployed to Kuwait for 15 months, and wished him the best of luck and prayer for his safety. 7. REPORTS FROM THE CITY ADMINISTRATOR a. List of Paid Bills (Warrant dates of September 17 – September 30, 2017) There were no questions. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Clement stated they did not meet, but they will be meeting next Monday. b. Homecoming Committee Alderman Ottenad stated that they did not meet. The-wrap up meeting will be on October 18 at the Legion. c. Manchester Arts Alderman Baumann stated that this past Saturday was the City’s third annual ArtsFest, which featured over fifty visual, musical, literary, and participatory artists. The weather was wonderful and more than 400 visitors got to make and experience a variety of artistic styles. It was a great day and photos can be seen on our Facebook. Alderman Baumann stated the next exhibition will be installed in the court room gallery this week. It features work done by the artists who participated in the ArtsFest, and this exhibition will be up through the end of the year. Alderman Baumann stated Manchester Arts was also the recipient of two grants this year, one from the Missouri Arts Council, and one from the Regional Arts Commission. Their generous grants total more than $4,700 and are being used to help fund the Manchester Community Band and ArtsFest. 9. ACTION ON OLD BILLS a. There were none. 10. INTRODUCTION OF NEW BILLS a. RESOLUTION TO CONTRACT WITH ST. LOUIS COUNTY FOR PARTICIPATION IN THE MULTIJURISDICTIONAL DRUG TASK FORCE Alderman Diehl read proposed Resolution # 17-0601, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH ST. LOUIS COUNTY, MISSOURI, TO PROVIDE FOR THE CITY’S PARTICIPATION IN THE MULTI-JURISDICTIONAL DRUG TASK FORCE FOR A PERIOD TO COMMENCE JANUARY 15, 2018 AND TO TERMINATE JANUARY 15, 2019, AND SHALL Regular Board of Aldermen 10/02/2017 Page 3 CONTINUE TO REMAIN IN EFFECT UNTIL TERMINATED BY EITHER PARTY AS PROVIDED FOR IN THE CONTRACT”, by title only. Alderman Diehl made the motion for approval of Resolution # 17-0601. The motion was seconded by Alderman Clement and carried unanimously, without objection. b. RESOLUTION ACCEPTING SERVICES OF ANTHEM, INC. FOR EMPLOYEE HEALTH INSURANCE Alderman Hamill read proposed Resolution # 17-0602, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO ACCEPT THE SERVICES OF ANTHEM, INC. TO PROVIDE HEALTH INSURANCE FOR THE EMPLOYEES OF THE CITY OF MANCHESTER FOR THE YEAR BEGINNING OCTOBER 1, 2017 AND ENDING SEPTEMBER 30, 2018”, by title only. Alderman Hamill made the motion for approval of Resolution # 17-0602. The motion was seconded by Alderman Clement and carried unanimously, without objection. c. RESOLUTION ACCEPTING HEALTH REIMBURSEMENT ARRANGEMENT FOR EMPLOYEES Alderman Ottenad read proposed Resolution # 17-0603, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO ACCEPT THE SERVICES OF BENEFLEX HR RESOURCES, INC. TO PROVIDE A HEALTH REIMBURSEMENT ARRANGEMENT FOR THE EMPLOYEES OF THE CITY OF MANCHESTER FOR THE YEAR BEGINNING OCTOBER 1, 2017 AND ENDING SEPTEMBER 30, 2018”, by title only. Alderman Ottenad made the motion for approval of Resolution # 17-0603. The motion was seconded by Alderman Clement and carried unanimously, without objection. 11. MISCELLANEOUS a. Comments from the Public There were none. 12. ADJOURNMENT At 7:28 p.m., there being no further business, Alderman Hamill made the motion to adjourn.
