MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, OCTOBER 16, 2017 AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor David L. Willson called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Clement, Alderman Nolte, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Diehl, Mayor Willson and Attorney Gunn. A quorum was present. 3. APPROVAL OF THE MINUTES: a. Minutes of the Regular Board of Aldermen meeting of Monday, October 2, 2017 Alderman Clement made the motion to approve the Minutes of the Regular Board of Aldermen meeting of Monday, October 2, 2017. The motion was seconded by Alderman Hamill and carried unanimously, without objection. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Willson stated that he would like to add another Bill to the Agenda for appointment of the new Finance Director. He said there is a request from staff for emergency legislation. Alderman Hamill made the motion to approve the Order of Items on the Agenda as amended. The motion was seconded by Alderman Clement and carried unanimously, without objection. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Comments from the Public There were none. 6. REPORTS FROM THE MAYOR a. Mayoral Report Regular Board of Aldermen 10/16/2017 Page 1  Mayor Willson introduced a group of Boy Scouts from Barretts School, and stated that before the meeting they spoke about Municipal Government and received a tour of the Police Facility. Mayor Willson reported he attended the document shredding event, the Planning and Zoning Commission meeting on October 9, the trustees meeting at Country Lane Woods 2 and the staff meeting. On October 12, a local school took a tour of the fire station and then came to the Police Facility and had a mock Board of Aldermen meeting. He attended the Lafayette Area Mayor’s Organization (LAMO) meeting, where two things were discussed, one was speaking in favor of Amazon coming here, and also several went to the Better Together meeting at the Lodge, and reported that nothing was really discussed. 7. REPORTS FROM THE CITY ADMINISTRATOR a. List of Paid Bills (Warrant dates of October 1 – October 14, 2017) There were no questions. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Clement stated that the Commission did meet last week. There were two site plans, one for homeowners living in Seven Oaks, and the second was for some minor cosmetic improvements to the BMW dealership. There was a Special Use Permit for a new restaurant called “Cheers” which is coming from Valley Park. b. Homecoming Committee Alderman Ottenad stated there was no meeting, but there will be a meeting Wednesday, October 18, at the Legion; it will be a wrap-up meeting from Homecoming. c. Manchester Arts Alderman Baumann reported that the current exhibition, “ArtsFest Indoors”, features work from nineteen regional artists who participated in ArtsFest at the end of September. Their work includes ceramics, jewelry making, mosaics, photography, printmaking, and a variety of painting styles. It will be on display through the end of the year. Manchester Arts also installed their second “Little Free Library” by the playground in Schroeder Park. It’s a take-a-book, leave-a-book box that provides free reading material to the public. The library was built by local Eagle Scout, Casey Lane, and is part of a national network of Little Free Libraries. 9. ACTION ON OLD BILLS a. There were none. 10. INTRODUCTION OF NEW BILLS a. RESOLUTION ACCEPTING A GRANT FROM THE REGIONAL ARTS COMMISSION Regular Board of Aldermen 10/16/2017 Page 2  Alderman Baumann read proposed Resolution # 17-0604, entitled: “A RESOLUTION ACCEPTING A GRANT FROM THE REGIONAL CULTURAL & PERFORMING ARTS DEVELOPMENT COMMISSION AND AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE A GRANT AGREEMENT THEREFOR”, by title only. Alderman Ottenad stated that the grant is noted as being $3,000. She wanted to know if this grant could only be used for the Manchester Community Band. Director of Parks, Recreation, and Arts Eileen Collins stated that this grant is only for the Manchester Community Band, but staff is looking at other grant opportunities, too. Alderman Baumann made the motion for approval of Resolution # 17-0604. The motion was seconded by Alderman Hamill and carried unanimously, without objection. b. RESOLUTION ACCEPTING A GRANT FROM THE MISSOURI STATE COUNCIL ON THE ARTS Alderman Nolte read proposed Resolution # 17-0605, entitled: “A RESOLUTION ACCEPTING A 2017-2018 ARTS COUNCIL PROGRAM GRANT FROM THE MISSOURI STATE COUNCIL ON THE ARTS AND AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE A GRANT AGREEMENT THEREFOR”, by title only. Alderman Nolte made the motion for approval of Resolution # 17-0605. The motion was seconded by Alderman Hamill and carried unanimously, without objection. c. AN ORDINANCE APPOINTING THE DIRECTOR OF FINANCE FOR THE CITY OF MANCHESTER Alderman Ottenad introduced Bill # 17-2312, entitled “AN ORDINANCE APPOINTING KATHLEEN M. LANGEVIN AS THE DIRECTOR OF FINANCE FOR THE CITY OF MANCHESTER AND ESTABLISHING THE TERMS AND CONDITIONS OF SAID EMPLOYMENT”, by title only. Alderman Ottenad stated that emergency legislation was requested, so she made the motion for approval of emergency legislation. The motion was seconded by Alderman Hamill and carried unanimously, without objection. Alderman Ottenad read for the second time Bill # 17-2312, entitled “AN ORDINANCE APPOINTING KATHLEEN M. LANGEVIN AS THE DIRECTOR OF FINANCE FOR THE CITY OF MANCHESTER AND ESTABLISHING THE TERMS AND CONDITIONS OF SAID EMPLOYMENT”, by title only. Alderman Ottenad made the motion that Bill # 17-2312 become Ordinance # 17-2196. The motion was seconded by Alderman Clement. A poll of the Board showed: Alderman Nolte - aye Alderman Hamill - aye Alderman Diehl - aye Regular Board of Aldermen 10/16/2017 Page 3  Alderman Baumann - aye Alderman Ottenad - aye Alderman Clement – aye Mayor Willson announced the Bill passed 6 – 0, with no objections from the Board. 11. MISCELLANEOUS a. Comments from the Public There were none. 12. EXECUTIVE SESSION: a. Closed Session: Pursuant to Section 610.021 (1) of the Revised Statutes of the State of Missouri pertaining to legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communication between a public governmental body or its representatives and its attorneys. The motion was seconded by Alderman Clement. ADJOURNMENT At 7:48 p.m., after the Executive Session, there being no further business, Alderman Hamill made the motion to adjourn.
