MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, NOVEMBER 20, 2017 AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor David L. Willson called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Clement, Alderman Nolte, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Diehl, Mayor Willson and Attorney Gunn. A quorum was present. 3. APPROVAL OF THE MINUTES: a. Minutes of the Public Hearing of Monday, November 6, 2017 Alderman Clement made the motion to approve the Minutes of the Public Hearing of Monday, November 6, 2017. The motion was seconded by Alderman Hamill and carried unanimously, without objection. b. Minutes of the Regular Board of Aldermen meeting of Monday, November 6, 2017 Alderman Hamill made the motion to approve the Minutes of the Regular Board of Aldermen meeting of Monday, November 6, 2017. The motion was seconded by Alderman Clement and carried unanimously, without objection. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Diehl stated he wanted to postpone item 10 (c). Alderman Hamill made the motion to approve the order of items on the agenda as amended. The motion was seconded by Alderman Clement and carried unanimously, without objection. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC Regular Board of Aldermen 11/20/2017 Page 1  a. Comments from the Public There were none. 6. REPORTS FROM THE MAYOR a. Recommendation for appointment as a member of the Board of Adjustment – J. D. Pohlman Alderman Baumann made the motion for the appointment of J. D. Pohlman as a member of the Board of Adjustment. The motion was seconded by Alderman Clement and carried unanimously without objection. b. Mayoral Report Mayor Willson reported that November 7 was the Citizens Police Academy Graduation; there were 17 people who took the course. On November 9, there was a preliminary meeting about the deer population, on November 10 he attended the Lafayette Area Mayors’ meeting, and then came back to the Veterans breakfast at the Legion Hall. That evening, Mayor Willson stated that he went to the Lafayette Industries appreciation dinner where they recognize employees, and they also recognized the City of Manchester for all the things the City does for them; on November 13, he attended the Planning and Zoning Commission meeting, and on November 14, the first Deer Management Forum was held at Manchester United Methodist Church. Alderman Clement added that there would be a small group continuing the discussion tomorrow morning to discuss the next steps in regard to the deer population. Mayor Willson reported he attended the staff meeting on November 16, and on November 20, he went to Columbia for the State of Missouri Mayors’ meeting. He said that members from the Missouri Municipal League and the Municipal League of Metropolitan St. Louis were also in attendance. One discussion held during the Mayors’ meeting was the merger between St. Louis City and St. Louis County. They voted that this should not be a statewide vote. Also, there was discussion in favor of supporting a gasoline tax for the infrastructure. Mayor Willson advised that both of the Municipal Leagues will put together their presentations for the Missouri Senate and the Missouri House. 7. REPORTS FROM THE CITY ADMINISTRATOR a. List of Paid Bills (Warrant dates of November 5 – November 18, 2017) There were no questions. b. New Director of Finance City Administrator Larry Perney introduced Kathleen Langevin as the City’s new Director Regular Board of Aldermen 11/20/2017 Page 2 of Finance. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Clement stated that at the last meeting, there was a Site Plan presented for a new home on Connie Lane. Also, there was a request for a sign permit for the new credit union, and it was tentatively approved, but subject to a variance that will go before the Board of Adjustment at the December meeting. b. Homecoming Committee Alderman Ottenad stated that the Homecoming Committee did not have a meeting. The Homecoming Holiday Party is on Sunday, December 3 at Tucker’s Place West. She stated that the Happy Hour will be at 3:30 p.m., and dinner will be at 4:00 p.m. c. Manchester Arts Alderman Baumann stated he had no report. 9. ACTION ON OLD BILLS a. There were none. 10. INTRODUCTION OF NEW BILLS a. BILL APPROVING THE 2018 BUDGET Alderman Ottenad introduced Bill # 17-2314, entitled: “AN ORDINANCE ADOPTING AND APPROVING THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2018 THROUGH DECEMBER 31, 2018, AND APPROPRIATING SUCH SUMS AS SET FORTH HEREIN FOR ALL DEPARTMENTS AND ACCOUNTS THEREIN SPECIFIED”, by title only. There being no questions, there was no further action at this time. b. BILL AMENDING THE CODE OF ORDINANCES RELATING TO IGNITION INTERLOCK DEVICES Alderman Hamill introduced Bill # 17-2315, entitled: “AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF MANCHESTER BY ADDING THERETO NEW SECTIONS 342.090 AND 342.100 RELATING TO THE REGULATION OF IGNITION INTERLOCK DEVICES”, by title only. Alderman Clement asked what has prompted these changes. City Attorney Patrick R. Gunn stated that an Ignition Interlock System is a device that is placed on a vehicle of a person who has been charged with “Driving while Intoxicated” violations, and the device inhibits the operation of the vehicle unless certain processes are followed. The Regular Board of Aldermen 11/20/2017 Page 3 Director of Revenue has started to use this method more frequently when there are applications for limited driving privileges or hardship driving privileges, when losing a license would be more of a burden than a benefit. Latitude is given if a driver has an Ignition Interlock System placed on their car. Because more of these have been seen, and the City of Manchester has no provision in the Code of Ordinances for people who are stopped with an “Ignition Interlock Device Order” against them and they don’t have one in place or it has been tampered with or they are driving with a different vehicle, the City of Manchester can’t charge them with anything. This is the creation of a violation in the City’s Code of Ordinances. No further action at this time. c. RESOLUTION ESTABLISHING A NON-VALID ALARM POLICY This item has been postponed. 11. MISCELLANEOUS a. Comments from the Public There were none. 12. ADJOURNMENT At 7:12 p.m., there being no further business, Alderman Hamill made the motion to adjourn.
