MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, DECEMBER 17 , 2018 AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Huether, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Toben and Mayor Clement. Alderman Nolte was absent. A quorum was present. 3. APPROVAL OF THE MINUTES a. Minutes of the Regular Board of Aldermen meeting of Monday, December 3, 2018 Alderman Hamill made the motion to approve the Minutes of the Regular Board of Aldermen meeting of Monday, December 3, 2018. The motion was seconded by Alderman Toben and carried unanimously, without objection. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Hamill made the motion to approve the order of items on the agenda as presented. The motion was seconded by Alderman Toben and carried unanimously, without objection. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Comments from the Public There were none. Regular Board of Aldermen 12/17/2018 Page 1 6. REPORTS FROM THE MAYOR a. Presentation to Alderman Rich Baumann Mayor Clement presented the Chancellor’s Certificate in the Fundamentals of Planning and Zoning from the University of Missouri to Alderman Rich Baumann. b. Mayoral Report Mayor Clement stated that on December 9, the Kaufmann Fund gave Christmas trees and stands to deserving veterans. He said this is the third year this has been done in the City of Manchester at the Enterprise Bank. Mayor Clement said there was a large contingent of volunteers, and also hot cocoa and cookies were served. Mayor Clement commented that a lot of veterans came through and picked up Christmas trees. Mayor Clement reported that on December 10, Lafayette Industries had their Christmas concert and art exhibit at the Manchester United Methodist Church, a really nice event. Mayor Clement thanked City staff for hosting the senior holiday luncheon at First Evangelical Free Church. He stated that the Parks staff carried a lot of the planning and execution. Mayor Clement commented that a friend heard some of the Manchester residents talking about how much that event means to them. Mayor Clement reported that on December 14, at the Parks and Recreation Building, the City held the employee luncheon, which was coordinated by Michelle Melugin, and almost all employees were present. Awards were presented for significant numbers of years served. All enjoyed a good meal from Joey B’s. Mayor Clement informed all that the Police Chief search continues and is winding down. He said there are good candidates who will be attending a “Meet and Greet” with aldermen and then there will be a final interview. January 4 from 2:00 – 5:00 p.m. will be Chief Tim Walsh’s retirement party. Mayor Clement said everybody is invited. Mayor Clement advised that January 5 is the start of two new Saturday morning yoga classes, including one which is a mother and child class. On Thursday, January 10, Mayor Clement will hold the next small business gathering at 7:30 a.m. Mayor Clement congratulated Alderman Marilyn Ottenad and John Ottenad who recently celebrated 50 years of marriage. 7. REPORTS FROM THE CITY ADMINISTRATOR a. List of Paid Bills (Warrant dates of December 2 - December 15, 2018) Regular Board of Aldermen 12/17/2018 Page 2  There were no questions. b. Introduction of new officers City Administrator Larry Perney invited Lieutenant Craig Smith to introduce two new police officers. Lieutenant Smith introduced Police Officer David McArthur who started his employment with the City on December 10. Lieutenant Smith stated that David grew up in Arnold and, including his wife Lindsey, has a family of four. David attended Fox High School where he was a member of the football team and the lacrosse team. In 2008, David joined the Marine Corps and was deployed to Afghanistan in 2010. He was honorably discharged in 2012, and became active with wounded veterans across the state. David goes to a lot of events to help the veterans get back into society. In 2018, he enrolled in the Jefferson County Police Academy and graduated on December 6, 2018. David was the top firearms shooter for the entire class. Then Lieutenant Smith introduced Police Officer Jake Tyler Truilzi, 25 years old, who grew up in Ballwin, and has lived here all his life. Jake was from a small family of five, with a mother, father, sister, and brother. Jake’s two grandparents were in attendance for his swearing-in ceremony this morning. Jake is new to the law enforcement industry. He previously worked for the Elite Performance Academy, was a football coach, and he also worked for Gold’s Gym. Jake also attended the Jefferson County Police Academy and graduated on June 28. Mayor Clement commended Lieutenant Craig Smith on his remarks during this morning’s ceremony. Mayor Clement stated that Lieutenant Smith said such good words, and did a tremendous job framing responsibility and requirements for a police officer in this City, speaking about honesty, integrity, and family. Mayor Clement said he wanted to publicly say that what Lieutenant Smith said really was perfect for a new police officer. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Hamill reported that at the last meeting, they discussed two site plans at the Bends of Sulphur Spring, and they were unanimously approved. Also discussed was a request for a Special Use Permit for a Pakistani Café at Treetop, and it was approved. There were also four text amendments that will eventually come to the Board of Aldermen for consideration. 9. ACTION ON OLD BILLS a. BILL # 18-2359 – AN ORDINANCE AMENDING THE 2018 BUDGET Alderman Ottenad read for the second time Bill # 18-2359, entitled: “AN ORDINANCE AMENDING ORDINANCE NO. 17-2199 THAT ADOPTED AND APPROVED THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2018 THROUGH DECEMBER 31, 2018, BY ESTABLISHING A REVENUE BUDGET FOR THE DEBT SERVICE FUND BY INCREASING REVENUES BY ONE MILLION DOLLARS”, by title only. Regular Board of Aldermen 12/17/2018 Page 3  Alderman Ottenad made the motion that Bill # 18-2359 become Ordinance # 18-2243. The motion was seconded by Alderman Hamill. A poll of the Board showed: Alderman Nolte – absent Alderman Hamill – aye Alderman Toben – aye Alderman Baumann – aye Alderman Ottenad – aye Alderman Huether – aye Mayor Clement announced the motion passed 5 – 0, with no objections from the members of the Board of Aldermen. 10. INTRODUCTION OF NEW BILLS a. There were none. 11. MISCELLANEOUS a. Comments from the Public There were none. Mayor Clement wished everyone a Merry Christmas and expressed his hopes that the new year will be a good year for all. 12. ADJOURNMENT At 7:16 p.m., there being no further business, Alderman Hamill made the motion to adjourn.
