MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, MARCH 18 , 2019 AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Huether, Alderman Nolte, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Toben and Mayor Clement. A quorum was present. 3. APPROVAL OF THE MINUTES a. Minutes of the March 4, 2019 Regular Board of Aldermen meeting Alderman Hamill made the motion to approve the Minutes of the March 4, 2019 Regular Board of Aldermen meeting. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from the members of the Board of Aldermen. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement said he would like to acknowledge Boy Scout Ben Goheen, and he would include this under the Mayor’s Report. Alderman Toben made the motion to approve the order of items on the agenda, as amended. The motion was seconded by Alderman Hamill and carried 6 – 0, with no objections from the members of the Board of Aldermen. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Proclamation acknowledging Employee Appreciation Week Regular Board of Aldermen 03/18/2019 Page 1  Mayor Clement presented a proclamation to City Administrator Perney and other department heads who were in attendance for acknowledgement of Employee Appreciation Week. b. Comments from the Public There were none. 6. REPORTS FROM THE MAYOR a. Introduction of Boy Scout Mayor Clement introduced Boy Scout Ben Goheen of Troop 750 who is working on his “Citizenship in the Community” merit badge. b. Mayoral Report Mayor Clement announced that the Better Together Informational meetings are being held tomorrow evening and Wednesday night, two sessions each night, the first one starts at 6:00 p.m. at the Parks building and the second one starts at 7:15 p.m. Mayor Clement stated the City had been meeting with the small businesses last year, and that is being continued this year. The next meeting is April 11. Mayor Clement wanted everyone to know that the Arbor Day Celebration is April 13. We are having a tree planting ceremony at 10:00 a.m. We will be giving away trees starting at 8:00 a.m. We are also recognizing that the City was just recently notified that it qualifies as a Tree City USA. Mayor Clement wanted to remind everyone of a Community Safety Summit on May 8 at the Parks Building. It will look at suicide prevention, family gun safety, and opioid presences in Manchester. On Memorial Day, May 27, the City will have a remembrance service at 10:00 a.m. at the Veterans Memorial. 7. REPORTS FROM THE CITY ADMINISTRATOR a. List of Paid Bills (Warrant dates of March 3 – March 16, 2019) There were no questions. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Hamill stated there were two things on the agenda one being a Site Plan approval for a community garden at Community Christian Church, which was unanimously approved. The other item was a text amendment related to the Composition to the Planning and Zoning, which was also unanimously approved. Regular Board of Aldermen 03/18/2019 Page 2  b. Homecoming Committee Alderman Ottenad stated the first meeting will be April 10 at the Parks building at 6:30 p.m. She would love to see everyone come. 9. ACTION ON OLD BILLS a. There were none. 10. INTRODUCTION OF NEW BILLS a. RESOLUTION APPROVING SUBMISSION OF GRANT APPLICATION FOR ENFORCEMENT OF DRIVING WHILE INTOXICATED VIOLATIONS Alderman Ottenad read Proposed Resolution # 19-0670, entitled: “A RESOLUTION APPROVING THE SUBMISSION TO THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION OF AN APPLICATION FOR A HIGHWAY SAFETY TRAFFIC ENFORCEMENT GRANT FOR FUNDING IN AN AMOUNT NOT TO EXCEED FOUR THOUSAND DOLLARS ($4,000.00) FOR ENFORCEMENT OF DRIVING WHILE INTOXICATED VIOLATIONS IN THE CITY OF MANCHESTER”, by title only. Alderman Huether said that it is important to raise awareness to this statistic. It says that substance and impaired drivers contribute to almost 26 percent of Missouri’s traffic crash fatalities during the past five years, and while alcohol remains the primary contributor to substance impaired driving crashes, the number of persons under the influence of prescription medications and/or other illicit drugs continues to increase. Alderman Ottenad made the motion for approval of Resolution # 19-0670. The motion was seconded by Alderman Hamill and carried 6 – 0, with no objections from the Board. b. RESOLUTION APPROVING SUBMISSION OF GRANT APPLICATION FOR ENFORCEMENT OF HAZARDOUS MOVING VIOLATIONS Alderman Toben read Proposed Resolution # 19-0671, entitled: “A RESOLUTION APPROVING THE SUBMISSION TO THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION OF AN APPLICATION FOR A HIGHWAY SAFETY TRAFFIC ENFORCEMENT GRANT FOR FUNDING IN AN AMOUNT NOT TO EXCEED SIXTEEN THOUSAND DOLLARS ($16,000.00) FOR ENFORCEMENT OF HAZARDOUS MOVING VIOLATIONS IN THE CITY OF MANCHESTER WHICH INCLUDES A FIFTY PERCENT (50%) MATCH TOWARD THE PURCHASE OF EIGHT RADAR UNITS FOR HIGHWAY SAFETY TRAFFIC ENFORCEMENT”, by title only. Alderman Ottenad asked about the $8,000 that we need to contribute. Is this coming out of Asset Forfeiture or the General Fund? Sergeant West answered the $8,000 for the radar units will either be budgeted for next year or will be purchased from asset forfeiture. Chief said that will depend on the amount in asset forfeiture. The motion was seconded by Alderman Hamill and carried 6 – 0, with no objections from the Board. c. RESOLUTION ENGAGING SERVICES FOR MUNICIPAL ADVISOR AND BOND AND DISCLOSURE COUNSEL Alderman Hamill read Proposed Resolution # 19-0672, entitled: “A RESOLUTION ENGAGING THE SERVICES OF WM FINANCIAL STRATEGIES, AS MUNICIPAL ADVISOR, AND GILMORE & BELL, P.C., AS BOND AND DISCLOSURE COUNSEL, IN CONNECTION WITH THE ISSUANCE OF TAX INCREMENT AND TRANSPORTATION REFUNDING REVENUE BONDS OF THE CITY”, by title only. City Administrator Larry Perney explained that last year when the City looked at refinancing our TIF Bonds, that the City would have saved money even last year, but the bonds cannot be called until November 2019. So now there will be no penalties for arbitrage if we waited until they could be called so now we need to have these people on board in order to refinance in November of this year. We can actually do this 90 days before November, so now is the time to start looking at this. With the interest rates, the City could save a significant amount of money for the City. Alderman Hamill made the motion for approval of Resolution # 19-0672. The motion was seconded by Alderman Baumann and carried 6 – 0, with no objections from the Board. 11. MISCELLANEOUS a. Comments from the Public There were none. 12. ADJOURNMENT At 7:15 p.m., there being no further business, Alderman Hamill made the motion to adjourn.
