MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, AUGUST 19, 2019 AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Huether, Alderman Nolte, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Toben and Mayor Clement. A quorum was present. 3. APPROVAL OF THE MINUTES a. Minutes of the Regular Board of Aldermen meeting of Monday, August 5, 2019 Alderman Hamill made the motion to approve the Minutes of the Regular Board of Aldermen meeting of Monday, August 5, 2019. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. b. Minutes of the Special Board of Aldermen meeting of Wednesday, August 7, 2019 Alderman Ottenad made the motion to approve the Minutes of the Special Board of Aldermen meeting of Wednesday, August 7, 2019. The motion was seconded by Alderman Hamill and carried unanimously, with no objections from any members of the Board of Aldermen. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement stated that he wanted to add to the agenda the introduction of the Boy Scout who was in the audience. Alderman Hamill made the motion to approve the Order of Regular Board of Aldermen 08/19/2019 Page 1 Items on the Agenda as amended. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Introduction of new Police Officer Daniel Moore Chief of Police Scott Will introduced new Police Officer Daniel Moore. He stated that Officer Moore has six years in law enforcement. He joins us from Normandy and Foristell Police Departments. He also spent three years as a reserve officer with the St. Ann Police Department. Officer Moore graduated from the Eastern Missouri Police Academy in 2012. He has received special recognition in the areas related to physical fitness and he received the Top Gun Award. Officer Moore is married to his wife, Lauren, and has two children, Micah and Levi. Joining him at the meeting was his wife, Lauren, and sons, Micah and Levi. Also attending were his father-in-law, Dale Bazzell, and mother-in-law Teri Kortkamp. b. Announcement of Promotion of Detective Nicole Priest to Sergeant Chief of Police Scott Will announced the promotion of Detective Nicole Priest to Sergeant. He stated that Sergeant Priest is currently working towards her Bachelor’s degree in Criminal Justice. She has 12 years in law enforcement, all serving the City of Manchester. For the past seven years she has been one of the City’s Detectives. Sergeant Priest will be married for nine years this year to her husband, Phillip Priest, and she has one daughter, Madelyn. Joining her at the meeting were her husband, Phillip Priest, and daughter, Madelyn. c. Introduction of Rebecca Pate, Recreation Specialist, Parks Dept. Director of Parks, Recreation and Arts Kat Douglas introduced Recreation Specialist Rebecca Pate. She has been working on so many different programs and is doing a wonderful job. d. New Liquor License: 1. Kenan Investments d/b/a Manchester BP Alderman Hamill made the motion to approve the new liquor license for Kenan Investments, d/b/a Manchester BP. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. e. Comments from the Public There were no comments from the Public. 6. REPORTS FROM THE MAYOR a. Introduction of Boy Scout in Attendance Regular Board of Aldermen 08/19/2019 Page 2  Mayor Clement introduced Boy Scout Evan Schultz from Troop 630 sponsored by the Christ Prince of Peace Church. Scout Schultz is working on his “Citizenship in the Community” and “Communications” merit badges. b. Mayoral Report Mayor Clement invited everybody to a “family and friends at the pool night” on Wednesday from 6:45 until 9:00 p.m. He said it is sponsored by the Manchester Business Association. Alderman Toben stated there will be hotdogs and snacks. For anybody who can attend, they would love for you to be there. He said that if anyone is interested in the Manchester Business Association and what they stand for, feel free to ask. Mayor Clement stated that groups meet once a month and they are connecting businesses. It is a good recognition of small businesses in Manchester. Mayor Clement stated a year ago in the Fall, he was invited to Good Shepard Lutheran Church, packing food for third world countries. Last year, they packed almost a million of these food packs. On Wednesday evening October 16 from 5:30 p.m. until 7:45 p.m. will be Manchester’s evening. It is very well organized. It is an opportunity to give back to the community. He would like a commitment of a team of 25 people, friends, aldermen and staff. 7. REPORTS FROM THE CITY ADMINISTRATOR a. Home Improvement Program City Administrator Larry Perney stated there is a no cost home improvement program for Manchester residents and homeowners. The City received a letter from the County (CBG – Community Block Grant) and they said there is still money available to our City residents. He said in the past there has been a waiting list, but now there is no waiting list. There is money that will be going away if not used. It is up to $5,000 per home repairs for Manchester homeowners for no cost. It is based on income. b. List of Paid Bills (Warrant dates of August 4 – August 17, 2019) There were no questions. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Hamill stated there were four site plans for approval for the Bend of Sulphur Spring; they were all approved unanimously. They also had a new sign for Kohl’s, that was also approved. There was a discussion about medical marijuana with a text amendment that will be coming to the Board meeting on September 16th. b. Homecoming Committee Alderman Ottenad stated there will be a Car Show Saturday. They will have attendance prizes which will be given at a rate of 8 to 10 prizes an hour. Cindy’s Petting Zoo Regular Board of Aldermen 08/19/2019 Page 3 is back, and there are currently have 35 booths, 14 being food booths. The Veterans group will have their own booth. She said the Parade this year will begin at 10:00 a.m. instead of 9:00 a.m. Alderman Ottenad stated that Paula Hartman, 314-630-9094, wants to hear from elected officials pertaining to what is desired as far as vehicles to ride in. Mayor Clement added that there will be three booths that will be City booths: the Manchester Business Association booth, the Veterans booth, and another booth for composting, and the Tree Board. These booths will be side by side. 9. ACTION ON OLD BILLS a. There were none. 10. INTRODUCTION OF NEW BILLS a. BILL AMENDING THE CODE REGARDING THE CITY’S DEER CONTROL POLICY AND HUNTING REGULATIONS PERTAINING TO THE CITY’S PARKS Alderman Toben introduced Bill # 19-2383, entitled: “AN ORDINANCE AMENDING ARTICLE I (PARK REGULATIONS) OF CHAPTER 235 AND ARTICLE V OF CHAPTER 205 OF THE MUNICIPAL CODE BOTH RELATING TO THE CITY’S DEER CONTROL POLICY AND HUNTING REGULATIONS”, by title only. Alderman Baumann asked if the park would be closed down to make this happen. Director of Parks, Recreation and Arts Kat Douglas answered that the park would not be closed. She stated that the hunting will be very early in the morning in a very regulated area. Mayor Clement stated there will be signs posted. Alderman Toben stated if there will be hunting in the parks they will be notified by sign and will be picked up every morning and that this is something we are trying to look at for this year, and to go forward. He said we are looking as to how this will come together. No further action at this time. b. RESOLUTION APPROVING CONTRACT FOR SIDEWALK ELEVATION CORRECTION PROJECT Alderman Ottenad read Proposed Resolution # 19-0690, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH LIFT RITE, INC. IN AN AMOUNT NOT TO EXCEED SIXTY- THREE THOUSAND EIGHT HUNDRED FOURTEEN DOLLARS ($63,814.00) INCLUDING A FOUR (4) PERCENT CHANGE ORDER IN THE AMOUNT OF TWO THOUSAND FOUR HUNDRED FIFTY-FOUR DOLLARS ($2,454.00) IN THE EVENT OF UNFORESEEN CONDITIONS FOR THE CONCRETE SIDEWALK SLAB ELEVATION CORRECTION PROJECT”, by title only. Alderman Huether asked how the inventory of addresses is created. Regular Board of Aldermen 08/19/2019 Page 4  Director of Public Works Bob Ruck answered that City staff has been keeping records on observed areas needing correction, and the City is in the process of doing a sidewalk assessment too. Alderman Ottenad made the motion to approve Resolution # 19-0690. The motion was seconded by Alderman Hamill and carried 6 – 0, with no objections from any members of the Board of Aldermen. 11. MISCELLANEOUS a. Comments from the Public There were no comments from the public. 12. EXECUTIVE SESSION: a. Closed Session: Pursuant to Section 610.021 (1) of the Revised Statutes of the State of Missouri pertaining to legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communication between a public governmental body or its representatives and its attorneys. The motion was seconded by Alderman Toben. ADJOURNMENT At 7:23 p.m., Mayor Clement stated that the open portion of the meeting had ended, and the elected officials would be going into a closed session. At 8:31 p.m., after the Executive Session, there being no further business, Alderman Hamill made the motion to adjourn. The motion was seconded by Alderman Nolte.
