MINUTES OF THE PUBLIC HEARING
MONDAY, DECEMBER 7, 2020
BY VIDEO CONFERENCING ON ZOOM
REGARDING THE REDEVELOPMENT PROJECT FOR THE AREA KNOWN
AS THE “HIGHWAY 141/MANCHESTER ROAD REDEVELOPMENT AREA”
Mayor Mike Clement called the Public Hearing of the Board of Aldermen to order at
7:00 p.m.
Roll call showed those present were Alderman Huether, Alderman Nolte, Alderman
Hamill, Alderman Ottenad, Alderman Baumann, Alderman Toben, and Mayor Clement. A
quorum was present.
A following notice of the public hearing was then read:
“The City of Manchester Board of Aldermen shall hold a public hearing on Monday,
December 7, 2020 at the Manchester Justice Center, 200 Highlands Boulevard Drive,
to consider the following:
This hearing is being held pursuant to the requirements of Sections 99.800 to 99.865
of the Revised Statutes of Missouri, as amended, to discuss the
redevelopment project for the area known as “Highway 141/Manchester Road
Redevelopment Area” in the City of Manchester, Missouri to determine if the
redevelopment project is making satisfactory progress under the proposed time
schedule contained within the approved plan for completion of such project.”
Mayor Clement advised that first the proponents would speak, then the opponents,
and the comments from the public, followed by questions from the members of the Board of
Aldermen or the City Staff and the progress.
Director of Planning, Zoning, and Economic Development Melanie Rippetoe spoke as
a proponent. She stated that every five years the City is required to hold public hearings
regarding those redevelopment plans. This is the City’s 3rd public hearing since 2005. With
the 2019 Bond sale the estimated completion date and bonds paid in full is May 2024. Based
on collections to date the project is meeting those projections.
There were no opponents or comments from the public or Board of Aldermen.

Mayor Clement closed the public hearing at 7:06 p.m.

1. CALL TO ORDER
Mayor Mike Clement called the Regular Board of Aldermen meeting to order at 7:06
p.m.
2. ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Huether, Alderman Nolte, Alderman
Hamill, Alderman Ottenad, Alderman Baumann, Alderman Toben, and Mayor Clement. A
quorum was present.
3. APPROVAL OF THE MINUTES
a. Minutes of the Monday, Monday, November 16, 2020 Regular Board of
Aldermen Meeting
Alderman Hamill made the motion to approve the Minutes of the Monday, November
16, 2020 Regular of Aldermen Meeting. The motion was seconded by Alderman Ottenad and
carried unanimously, with no objections from any members of the Board of Aldermen.
4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Alderman Ottenad made the motion to approve the Order of Items on the Agenda. The
motion was seconded by Alderman Hamill and carried unanimously, with no objections from
any members of the Board of Aldermen.
5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC

6. REPORTS FROM THE MAYOR
a. Mayoral Report
Mayor Clement invited the Board of Aldermen Sergeant First Class Wesley Moore’s
promotion ceremony on December 15 at the Manchester Veterans Memorial.
Mayor Clement reported that the Parks Department is having Breakfast with Santa
on December 12. The Mayor reminded everyone the Parks Department is taking letters for
Santa until December 18.
Mayor Clement acknowledged the success the Department of Conservation had with
their first managed deer hunt in St. Louis County Parks. They were able to take out 146 deer
in four parks. In Queeny park a total of 30 deer were removed.
Mayor Clement reported that Manchester finished in second place for the “Feed the
Masses” food drive competition.
Mayor Clement stated that Manchester held another huge electronics recycling event
a few weeks ago. They had 644 vehicles come through the line. The recycling events have
become huge and regional.
7. REPORTS FROM THE CITY ADMINISTRATOR
City Administrator Larry Perney stated the Board needed to make a motion for the
redevelopment project that was a public hearing.
Alderman Hamill made the motion that based on the information that was submitted
to the Board of Aldermen at the Public Hearing that the Board of Aldermen find and
determine that the redevelopment project described in the Manchester redevelopment plan
is making satisfactory progress under the proposed time schedule contained in the plan for
completion of the project. The motion was seconded by Alderman Huether and carried
unanimously.
City Administrator Perney stated that every year the Manchester Police Department
names an Officer of the year and invited Chief Scott to announce this year’s recipient.
Chief of Police Will Scott stated there were several officers that were nominated and
after a discussion it was unanimous that Detective Jason Dowdell be named Officer of the
Year.
City Administrator Perney reminded everyone that candidate filing opens Tuesday,
December 15, 2020 at 8:00 a.m. and runs through January 19, 2021 at 5 p.m. The election
day will be April 6, 2021.

8. REPORTS FROM
a. Planning and Zoning
Alderman Hamill stated they did not meet.
b. Veterans Commission
Alderman Huether stated they met to discuss that they will not meet in December but
will reconvene in January.
c. Homecoming Committee
Alderman Ottenad stated they met on November 18 via Zoom and they are going
forth as they are planning on having a Homecoming this year. The Homecoming Committee
decided the theme will be “Under the Sea”. She said they plan to have a day parade and will
have a second annual run, on Sunday, and a BINGO game afterwards.
Alderman Ottenad stated this year there will only be rides on Friday and Saturday.
d. Budget and Audit Committee
Alderman Toben stated they did not meet. Alderman Baumann stated the next
meeting is February 5, 2021.
9. ACTION ON OLD LEGISLATION
a. BILL NO. 20-2420 - DEPARTMENT OF PUBLIC WORKS APPOINTMENT
Alderman Huether read for the second time Bill #20-2420, entitled: “AN ORDINANCE
APPOINTING DAVID PRACHT AS THE DIRECTOR OF PUBLIC WORKS FOR THE CITY OF
MANCHESTER, SETTING THE SALARY, AND ESTABLISHING THE TERMS AND CONDITIONS
OF SAID EMPLOYMENT, by title only.
Alderman Huether made the motion that Bill #20-2420 become Ordinance #20-
2305. The motion was seconded by Alderman Hamill.
A poll of the Board showed:

Alderman Ottenad – aye

Mayor Clement announced that the motion passed 6 – 0, with no objections from any
members of the Board of Aldermen.
b. BILL NO. 20-2421 - FISCAL YEAR 2021 BUDGET
Alderman Toben read for the second time Bill #20-2421, entitled: “AN ORDINANCE
ADOPTING AND APPROVING THE BUDGET FOR THE CITY OF MANCHESTER FOR
THE YEAR JANUARY 1, 2021 THROUGH DECEMBER 31, 2021, AND
APPROPRIATING SUCH SUMS AS SET FORTH HEREIN FOR ALL DEPARTMENTS
AND ACCOUNTS THEREIN SPECIFIED”, by title only.
Alderman Toben made the motion that Bill #20-2421 become Ordinance #20-2306.
The motion was seconded by Alderman Hamill.
A poll of the Board showed:

Alderman Ottenad – aye
Alderman Huether – aye
Alderman Baumann – aye
Alderman Toben – aye
Alderman Hamill – aye
Mayor Clement announced that the motion passed 6 – 0, with no objections from any
members of the Board of Aldermen.
10. ACTION ON NEW LEGISLATION
a. RESOLUTION NO. 20-0778 – COURT CLERK OFFICE RENOVATION BID
APPROVAL AND AUTHORIZATION
Alderman Hamill read Proposed Resolution #20-0778, entitled: “A RESOLUTION
AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO
A CONTRACT WITH J.E. FOSTER BUILDING CO. IN AN AMOUNT NOT TO EXCEED THIRTY-
SEVEN THOUSAND ONE HUNDRED TWENTY-NINE DOLLARS AND ZERO CENTS
($37,129.00) FOR CONSTRUCTION OF IMPROVEMENTS KNOWN AND REFERRED TO AS
THE COURT CLERK OFFICE RENOVATION PROJECT”, by title only.
Alderman Hamill made the motion for the approval of Resolution #20-778. The
motion was seconded by Alderman Nolte and carried unanimously, without any objections
from any members of the Board of Aldermen.

12. ADJOURNMENT
At 7:25 p.m., there being no further business, Alderman Hamill made the motion to
adjourn. The motion was seconded by Alderman Nolte. Mayor Clement announced the
motion carried unanimously, with no objections from the members of the Board of
Alderman. The meeting was adjourned at 7:25 p.m.
