MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, DECEMBER 21, 2020 BY VIDEO CONFERENCING ON ZOOM 1. CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Hamill, Alderman Huether, Alderman Nolte, Alderman Ottenad, Alderman Baumann, Alderman Toben, and Mayor Clement. A quorum was present. 3. APPROVAL OF THE MINUTES a. Minutes of the Monday, December 7, 2020 Board of Aldermen Regular Meeting Alderman Hamill made the motion to approve the Minutes of the Monday, December 7, 2020 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Nolte and carried unanimously, with no objections from members of the Board of Aldermen. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Comments from the Public There were none. 6. REPORTS FROM THE MAYOR a. Mayor Proclamation – Mr. Mark Conrad Regular Board of Aldermen Meeting 12-21-2020 Page 1  Mayor Clement presented a proclamation to Mr. Mark Conrad who has been with the City for 40 years of service with the City. b. Mayor Proclamation – Mr. Terry Black Mayor Clement presented a proclamation to Mr. Terry Black who has been with the City for 40 years with the City. c. Mayor Proclamation – Mr. Robert Ruck Mayor Clement presented Mr. Robert “Bob” Ruck a Proclamation for his 51 years of service with the City and his retirement from the City. Mayor Clement invited State Representative Trish Gunby, County Councilman Mark Harder, County Councilman Tim Fitch, Mr. Ramin Ashrafzadeh, Alderman Marilyn Ottenad, City Administrator Larry Perney, Director Dave Pracht, and Mr. Ben Ruck to share some remarks about Mr. Ruck’s service to the City d. Mayoral Report Mayor Clement wanted wished everyone a Merry Christmas and a Happy New Year. He knows this year has not been a great year, but the City is ending on a strong note. 7. REPORTS FROM THE CITY ADMINISTRATOR a. Police Officer of the Year Presentation – Detective Jason Dowdell Chief Scott Will presented the Police Officer of the Year Award to Detective Jason Dowdell. b. List of Paid Bills (Warrant dates of 12-06-2020 to 12-20-2020) There were no questions. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Hamill stated they had one case in front of them. It was the McBride development that will be in the Manchester Highlands. He stated it did receive favorable recommendation for a 60-home subdivision. b. Veterans Commission Alderman Huether stated the Veterans Commission is busy these days. They had a very exciting week with one of the members of the Commission, Sergeant First Class Wesley Moore was promoted. The City of Manchester hosted the Promotion Ceremony at the Veterans Memorial. c. Homecoming Committee Regular Board of Aldermen Meeting 12-21-2020 Page 2  Alderman Ottenad stated the Homecoming committee did not meet. d. Audit and Finance Committee Alderman Baumann stated there was nothing to report. 9. ACTION ON OLD BILLS a. None 10. ACTION ON NEW LEGISLATION a. BILL NO 20-2422 – FISCAL YEAR 2020 BUDGET AMENDMENT Alderman Ottenad introduced Bill #20-2422, entitled: “AN ORDINANCE AMENDING ORDINANCE NO. 19-2278 THAT ADOPTED AND APPROVED THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2020 THROUGH DECEMBER 31, 2020”, by title only. Mayor Clement asked if the transfer from general fund shows in additional $544 thousand, he wondered if that was only half of the CARES fund. Director of Finance Don Yucuis stated that is correct. No further action at this time. 11. MISCELLANEOUS a. Comments from the Public Alan and Jennette Nissenbaum stated that Bob Ruck was an amazing asset to the City, and they will miss him now that he is retiring. 12. ADJOURNMENT There being no further business, Alderman Nolte made a motion to adjourn. The motion was seconded by Alderman Hamill and carried unanimously.
