MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, OCTOBER 18, 2021 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Hudson, Alderman Nolte, Alderman Ottenad, Alderman Huether, Alderman Baumann, Alderman Toben, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES October 4, 2021 Regular Board of Aldermen Meeting Alderman Toben made the motion to approve the minutes of the Monday, October 4, 2021 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement stated that Alderman Toben would be introducing a Boy Scout. Mayor Clement stated there will also be some text changes to Resolution 21-0845. Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public There were none. REPORTS FROM THE MAYOR Mayoral Proclamation Mayor Clement gave a Proclamation to Captain Michael Mueller for his dedication to the United States and returning home from his deployment. Mayoral Reports Alderman Toben spoke about the final goodbye to John F. Kennedy school. Alderman Toben introduced Boy Scout Nick Haverstick who is working on his citizenship in the community badge. Regular Board of Aldermen Meeting 10/18/2021 Page 1 Mayor Clement acknowledged that Attorney Erin Seele was nominated and appointed to the Board of Directors for the MML. Mayor Clement stated that we just found out the City has been awarded a $475,000 Park Grant, which is what the City sought. This is a big step forward for the Parks Department. Mayor Clement invited everyone to watch the 6pm news on KMOV on October 26, they are going to run a segment on Hometown Heroes. It was about the banner program. REPORTS FROM THE CITY ADMINISTRATOR Planned Business District Zoning Proposal – City Attorney Seele Interim City Administrator Klocke stated that the Attorneys sent out a memo regarding the planned business district. Alderman Ottenad made the motion to grant permission for the City Attorneys to prepare amendments to the PBD district regulations. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. FY 2021 Nine Month Financial Report – Director Yucuis Director of Finance Don Yucuis stated the City is nine months into the year and the City is doing well in the general fund. He said along with doing well, Manchester has received the ARP money. It is unbudgeted money. Everything is on target to be a good year. Manchester Police Department Report – Chief Will Chief of Police Scott Will stated they have some crime reports on the North side of Manchester around Henry. Officers were able to pick up patrols and they have been able to locate the suspect. They have been able to tie him to many crimes around the area. Chief Will stated there is a lot of car clotting. They have scheduled meeting with local area police departments to discuss the recent crime and similar situations. This has previously worked well when getting the suspect. Interim City Administrator Klocke stated that on November 2, there will be one more meeting with Archimages to do an overall review, they call it a page turn meeting where they go through every step of the process and review everything. After that point, Archimages will put everything together and put out an RFP for construction and then will go out for bids around December. Interim City Administrator Klocke stated that back in the summer, the Board approved an overhaul of the City’s phone system. They are continuing the process of making it easier for the residents to reach people and getting rid of unanswered and used voicemail extensions. List of Paid Bills (Warrant dates of 10-05-2021 to 10-18-2021) There were no questions. REPORTS FROM COMMITTEES Planning and Zoning Commission Alderman Nolte stated there was a Special Use Permit for a Martial Arts Studio in Lafayette Center. It was recommended to the Board of Aldermen, and they will be seeing it on the Regular Board of Aldermen Meeting 10/18/2021 Page 2 Agenda soon. Veterans Commission Alderman Huether stated with Veterans Day coming up, the Veterans Commission is very busy. They are looking forward to celebrating the Veterans with the Veterans Day Breakfast. It will be held at the American Legion from 7 am to 10 am. During the day, the Flags of Valor will be flying at the Veterans Memorial. Also, on Veterans Day at 6 pm the City will be doing something new and will be presenting a Veterans Day Ceremony at the Justice Center. At the Ceremony they will be showing the Hometown Heroes Banners that were shown on the KMOV story. Alderman Huether stated on November 13, Manchester is hosting Representative Wayne Wallingford for a Veterans talk. He served in the Vietnam War. He was a part of the operation called Linebacker 2, a mission that was credited for ending the Vietnam war and saving over 591 POW. Homecoming Committee Alderman Ottenad stated they have wrap a up meeting on October 20 at 630 pm. Audit and Finance Committee Alderman Baumann stated they did meet, and they had a good meeting discussing the City’s budget and financing. Tree Advisory Board They did not meet. ACTION ON OLD BILLS None. ACTION ON NEW LEGISLATION Resolution No. 21-0845 – Professional Services Agreement – i5Group Plan of Intent Alderman Huether read Proposed Resolution No. 21-0845, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH THE i5GROUP, LLC IN AN AMOUNT NOT TO EXCEED THIRTY-- FOUR THOUSAND THREE HUNDRED DOLLARS ($34,300.00) TO PROVIDE THE CITY WITH MANCHESTER’S PLAN OF INTENT ON ANNEXIATION FOR THE CITY OF MANCHESTER,”, by title only. Alderman Huether explained there were a couple changes that happened. Under the insurance they felt that $1 million aggregate insurance would be enough instead of $2 million coverage. The other change is to omit Larry Perney as the Owner and change to Interim City Administrator Justin Klocke. Alderman Huether made the motion to waive the $2 million aggregate liability insurance coverage requirement and accept the $1 million aggregate liability insurance coverage requirement of i5Group and to change Larry Perney, City Administrator to Justin Klocke, Interim City Administrator. The motion was seconded by Alderman Ottenad and carried unanimously, without any objections from any members of the Board of Aldermen.
