MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF MONDAY, OCTOBER 4, 2021
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Hudson, Alderman Nolte, Alderman Ottenad,
Alderman Huether, Alderman Baumann, Alderman Toben, and Mayor Clement. A quorum
was present.
APPROVAL OF THE MINUTES
September 20, 2021 Board of Aldermen Public Hearing
Alderman Ottenad made the motion to approve the minutes of the Monday, September 20,
2021 Board of Aldermen Public Hearing. The motion was seconded by Alderman Huether
and carried unanimously, with no objections from any members of the Board of Aldermen.
September 20, 2021 Board of Aldermen Regular Meeting
Alderman Ottenad made the motion to approve the minutes of the Monday, September 20,
2021 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Huether
and carried unanimously, with no objections from any members of the Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as
submitted. The motion was seconded by Alderman Huether and carried unanimously, with
no objections from any members of the Board of Aldermen.
CONSIDERATION OF PETITIONS
Lafayette Center CID Director Appointments
Alderman Ottenad made the motion to approve the Director Appointments for the Lafayette
Center CID. The motion was seconded by Alderman Huether and carried unanimously, with
no objections from any members of the Board of Aldermen.

REPORTS FROM THE MAYOR
Mayoral Reports
Mayor Clement introduced Zach Warhoover, a boy scout from troop 631. Zach is working on
his Citizenship in the Community badge. Mayor Clement stated the development in the
Manchester Highlands is almost sold out with only 10 houses still available for sale. Mayor
Clement stated the City has a meeting with Archimages to discuss what will be done with the
bottom of the new city hall before it goes out for bid. The first week in November will be the
final meeting before the bid. Mayor Clement stated that the next blood drive for the City will
be October 29 at the Justice Center. He said the battle of the badges was a huge success but
still has not heard who the winner of the challenge was. They did collect 51 units of blood.
Mayor Clement stated that the small business luncheon is coming up and is being held on
October 13. It will be held in the Parks Building. He hopes to have a good turnout since it has
been a while.
REPORTS FROM THE CITY ADMINISTRATOR
Planned Business District RFP Discussion
Mr. Ryan Geringer, Pace Properties, stated they have finalized the RFP based on the
previous meetings. He stated that once they get the RFP out to the public and potential
developers, they will be able to see what things they will need to address, as well as not
restricting the creativity of the area and the best ways to use it.
Alderman Baumann asked if the businesses in this area they are speaking about have been
contacted to know what the City plans for this. Mr. Geringer answered he does not believe
they have been contacted yet. Mayor Clement stated there will be a letter sent out within
the next week or so.
Alderman Toben made the motion to approve the RFP in the Planned Business District. The
motion was seconded by Alderman Huether and carried unanimously, without any
objections from any members of the Board of Aldermen.
List of Paid Bills (Warrant dates of 09-21-2021 to 10-04-2021)
There were no questions.
REPORTS FROM COMMITTEES
Planning and Zoning Commission
Alderman Nolte stated they had to defer business because they did not have a quorum.
Veterans Commission
Alderman Huether stated their next meeting is October 21. In the meantime, they will have a
couple of the volunteers to look at some upcoming projects.
Homecoming Committee
Alderman Ottenad stated the next meeting will be their wrap-up meeting. It will be October
20.

Audit and Finance Committee
Alderman Baumann stated their next meeting is October 12 at 6:30 at the Justice Center.
Tree Advisory Board
Director of Public Works Tyler Jaycox stated they spoke about the 2021 Trim Grant for
some of the trees at the Park and that the City is the next in line for the grant. He said they
did have a table at the Homecoming Celebration that did not get as much attention as they
would have liked and planned to discuss how to get more interest. Director Jaycox also
spoke about the upcoming tree walk in the Park on October 12.

ACTION ON NEW LEGISLATION
Resolution No. 21-0844 – Highlands Boulevard Snow Plowing
Alderman Nolte read Proposed Resolution No. 21-0844, entitled: “A RESOLUTION OF THE
CITY OF MANCHESTER BOARD OF ALDERMEN APPROVING AN ELEVENTH
AMENDMENT TO THE SNOW PLOWING SERVICES AGREEMENT BETWEEN THE CITY
OF MANCHESTER, MISSOURI AND TKG – MANCHESTER HIGHLANDS SHOPPING
CENTER, LLC.”, by title only.
Alderman Nolte made the motion for approval of Resolution No. 21-0844. The motion was
seconded by Alderman Ottenad and carried unanimously, without any objections from any
members of the Board of Aldermen.
MISCELLANEOUS
Comments from the Public
Alderman Toben asked for everyone to pushout the John F. Kennedy farewell. It will be on
October 15 from 4:00 to 9:00 p.m.
ADJOURNMENT
There being no further business, Alderman Ottenad made the motion to adjourn. The motion
was seconded by Alderman Huether and carried unanimously. The meeting adjourned at
7:31 p.m.
