MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, SEPTEMBER 20, 2021 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Hudson, Alderman Nolte, Alderman Ottenad, Alderman Huether, Alderman Baumann, Alderman Toben, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES September 7, 2021 Board of Aldermen Public Hearing Alderman Ottenad made the motion to approve the minutes of the Tuesday, September 7, 2021 Board of Aldermen Public Hearing. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. September 7, 2021 Board of Aldermen Regular Meeting Alderman Ottenad made the motion to approve the minutes of the Tuesday, September 7, 2021 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as submitted. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Liquor License Alderman Ottenad made the motion to approve the picnic license for St. Joseph Church. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Comments from the Public There were none. REPORTS FROM THE MAYOR Mayoral Proclamation – POW/MIA Recognition Mayor Clement presented a POW/MIA Recognition. It was read at the ceremony that Manchester held for the POW/MIA on September 17, 2021. Employee and Volunteer Recognition Mayor Clement presented a proclamation recognizing the Homecoming Committee and staff for the efforts in making the 2021 Homecoming Festival a success. Mayoral Reports Mayor Clement stated the new development in Manchester Highlands caused quite a lot of attention. He said there were tents going up before the development opened for sale. The first weekend of selling homes for the Arbors they ended up selling 39 out of the 60 sites. Mayor Clement stated Manchester ended up hosting another successful electronics recycling event. There were 331 vehicles that came through the line and dropped off items with a total weight of 26,000 pounds. Mayor Clement thanked Director Kat Schien and her staff for putting on a successful POW/MIA ceremony. Mayor Clement reminded everyone Manchester has a document shredding event coming up on October 2 in Paul Schroeder Park. Mayor Clement stated Manchester is getting ready for their annual fall Limb Chipping. Ward One starts October 4, Ward Two starts October 11 and Ward Three starts October 18. REPORTS FROM THE CITY ADMINISTRATOR Interim City Administrator Klocke stated that Mark Becker was promoted to Public Works Superintendent. Interim City Administrator Klocke stated that Steve Kirkman was with the City as a Code Enforcement Officer but has transferred to the Parks Department as Parks and Recreation Specialist. Director of Planning, Zoning and Economic Development Melanie Rippetoe introduced Gerald “Gerry” Galleano. Gerry will be joining Manchester as our newest member of the code enforcement team he comes to Manchester from the State of Missouri doing inspections. Personnel Policy Manual Report Interim City Administrator Justin Klocke stated that he is proposing the Personnel Policy Manual be updated and needs some improvements to it. He has plans to have a Resolution to the Board to accept the new employee personnel manual by June 20, 2022. This is a complete overhaul of the personnel manual updated to current regulations and laws within the State, County and City. Board of Aldermen Packet Delivery Report Interim City Administrator Klocke stated it has been brought to his attention the Board has asked for the delivery of packets to be bumped up a day or two to give a few extra days to look at the enclosed information. He has proposed to have a trial period of having the delivery packets to the Aldermen on Thursday instead of Friday. The Board gave consensus Regular Board of Aldermen Meeting 09/20/2021 Page 2 to deliver packets on Thursdays prior to the meeting. Outdoor Warning Siren Report Interim City Administrator Klocke stated there was a notice that was just sent out by the St. Louis County Police Department, Office of Emergency Management. They said they have updated the way they will alert residents when there is a severe thunderstorm in the area. They have classified the storms in three different categories. There will be more sirens now and not just for tornados. List of Paid Bills (Warrant dates of 09-07-2021 to 09-20-2021) There were no questions. REPORTS FROM COMMITTEES Planning and Zoning Commission Alderman Nolte stated they approved two site plans for a care home facility that was approved earlier. Veterans Commission Alderman Huether stated they met on September 16; they have been very busy with the Flags of Valor. At that meeting they discussed the next steps and taking responsibility for some of the flags that flew on Art Hill and getting them to the Gold Star Family. Alderman Huether stated that they did discuss the budget for next year and they do not anticipate requesting an increase. She said they will start discussing the next steps with the Hometown Heroes Banner program. Alderman Huether stated that the next meeting will be October 21. Homecoming Committee Alderman Ottenad stated everyone was thrilled to celebrate Homecoming this year. The weather was beautiful all weekend long. Alderman Ottenad stated their wrap-up meeting will be October 20 at the Parks Office and all are welcome. Audit and Finance Committee Alderman Baumann stated they did not meet but should be having another meeting in October. Tree Advisory Board Mayor Clement stated there was no meeting. ACTION ON OLD BILLS Bill No. 21-2443 – 2021 Property Tax Levy Alderman Toben read for the second time Bill No. 21-2443, entitled: “AN ORDINANCE ESTABLISHING AND LEVYING THE RATE OF TAXATION UPON ALL REAL AND Regular Board of Aldermen Meeting 09/20/2021 Page 3 PERSONAL PROPERTY IN THE CITY OF MANCHESTER FOR CALENDAR YEAR 2021.”, by title only. Alderman Ottenad made the motion that Bill No. 21-2443, become Ordinance No. 21- 2327. The motion was seconded by Alderman Toben. A poll of the Board showed: Alderman Baumann – aye Alderman Ottenad – aye Alderman Huether – aye Alderman Nolte – aye Alderman Hudson – aye Alderman Toben – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. ACTION ON NEW LEGISLATION Resolution No. 21-0843 – Police Communication Services Agreement Alderman Nolte read Proposed Resolution No. 21-0843, entitled: “AN ORDINANCE AUTHORIZING THE MAYOR OF THE CITY OF MANCHESTER TO ENTER INTO AN AGREEMENT ON BEHALF OF THE CITY WITH THE CITY OF BALLWIN RELATING TO PROVIDING OF POLICE COMMUNICATION SERVICES FOR THE CITY OF MANCHESTER, MISSOURI”, by title only. Alderman Huether asked if the department has ever had any concerns with the dispatching and if there is a problem that comes up can it be addressed. Chief Will answered they have been very happy with Ballwin but there is a way to address concerns. Alderman Nolte made the motion for approval of Resolution No. 21-0843. The motion was seconded by Alderman Ottenad and carried unanimously, without any objections from any members of the Board of Aldermen. MISCELLANEOUS Comments from the Public Alderman Toben informed the Board that he was able to arrange with Fontbonne access to the Kennedy grounds for one more final Homecoming of John F. Kennedy High School. They will be hosting that on October 15 from 4:00 to 9:00 p.m. Alderman Toben stated McBride stated they will be naming the main street in the development Kennedy Lane.
