MINUTES OF THE PUBLIC HEARING OF TUESDAY, SEPTEMBER 7, 2021 2021 PROPERTY TAX LEVY CALL TO ORDER Mayor Mike Clement called the Public Hearing of the Board of Aldermen to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Hudson, Alderman Ottenad, Alderman Huether, Alderman Baumann, Alderman Toben, and Mayor Clement. A quorum was present. PUBLIC HEARING The following notice of the public hearing was then read: “The Board of Aldermen of the City of Manchester will hold a public hearing at 7:00 p.m. on Tuesday, September 7, 2021, via Zoom and in person at Manchester Justice Center, 200 Highlands Blvd., at which time citizens may comment on the proposed 2021 Property Tax Lexy for the City’s General Operating Fund and Debt Service Fund.” Speaking as a proponent, Director of Finance Don Yucuis, said the assessed values went up 7.4 percent. He said the tax rates for commercial and residential property including debt services went down by .002 and personal property tax rate remained the same. He said the debt levy is 28 cents. COMMENTS FROM OPPONENTS, QUESTIONS OR COMMENTS FROM THE PUBLIC There were no opponents or questions from the public. Alderman Nolte asked if the City is at our cap. Director Yucuis answered no the City is not at our cap and to change the cap the City would need to change it in an even year. ADJOURNMENT Mayor Clement closed the public hearing at 7:04 p.m. Public Hearing 09/07/2021 – 2021 Property Tax Levy Page 1 MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF TUESDAY, SEPTEMBER 7, 2021 BY VIDEO CONFERENCING ON ZOOM AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:05 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Hudson, Alderman Ottenad, Alderman Huether, Alderman Baumann, Alderman Toben, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES August 16, 2021 Board of Aldermen Regular Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, August 16, 2021 Board of Aldermen Regular Meeting. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as submitted. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public Mayor Mike Clement introduced Rachel North to the Board of Aldermen. She will be the new reporter for the West News Magazine. Mayor Clement wanted to welcome Ms. North to Manchester. REPORTS FROM THE MAYOR Mayoral Proclamation Mayor Clement gave a Proclamation to Officer Mike Fierce for his 20 years of service to the City of Manchester. Regular Board of Aldermen Meeting 09/07/2021 Page 1 Mayoral Reports Mayor Clement acknowledged the 9/11 anniversary parade will start out of the Manchester Justice Center at 8:46 a.m. and will end at Eureka Police Department parking lot. Mayor Clement reminded everyone there is several tents set up for use for the Manchester various boards. He is encouraging everyone to stop by and say hello. Mayor Clement stated that he has a Conversation with the Mayor on September 8 at 7:30 p.m. He said everyone is welcome to attend and it is a great way for one-on-one conversation with Staff and elected officials. Mayor Clement stated there is a clean stream and Park clean up scheduled for September 25. REPORTS FROM THE CITY ADMINISTRATOR 14401 Manchester Road (Sunup Express) Report Interim City Administrator Justin Klocke stated they have asked Mr. Randy Green here to give an update on Sunup Express. Mr. Randy Green, 10285 Bach Blvd, stated On September 16, Director Rippetoe should be coming out for a final site inspection or site approval. He said he can’t explain why the sod guy did not come last week but plans to come on September 8. He has been told that on Friday, September 10 they will get the right turn lane signal that goes in across the street. They will only have one piece of pipe to put in after that along Manchester Road. Mr. Green stated that all St. Louis County inspections have been done. He said that West County Fire and EMS have done their dump test on the kitchen. He believes the only thing left is the electrical for the streetlights. Alderman Baumann asked about the signal and the lights. Mr. Green stated they have ordered to have a double right turn light, and a double left turn. He said they are following what was required by MoDOT. List of Paid Bills (Warrant dates of 08-16-2021 to 09-06-2021) There were no questions. REPORTS FROM COMMITTEES Planning and Zoning Commission Alderman Nolte stated they had one sign that was approved by the Planning and Zoning Commission. Veterans Commission Alderman Huether stated on September 5 they took all the dog tags and photos down to Art Hill that the Flags of Valor team had been working on. She hopes everyone can go to Art Hill and see the Flags. Alderman Huether stated they have a POW/MIA ceremony on September 17. It will be at Manchester’s Veterans Memorial at 10 a.m. to honor our POW/MIA remembrance. Homecoming Committee Alderman Ottenad stated they had a meeting on August 18. The parade will take place on September 11. They will start at the Journey Church and end at Parkway Southwest Middle School. They are hoping for great weather and everyone to attend. Audit and Finance Committee Alderman Toben stated they did not meet. ACTION ON OLD BILLS None INTRODUCTION OF NEW LEGISLATION BILL NO 21-2443 – PROPERTY TAX LEVY Alderman Toben read Proposed Bill NO 21-2443, entitled: “AN ORDINANCE ESTABLISHING AND LEVYING THE RATE OF TAXATION UPON ALL REAL AND PERSONAL PROPERTY IN THE CITY OF MANCHESTER FOR CALENDAR YEAR 2021.”, by title only. Nothing further at this time. RESOLUTION NO 21-0838 – 2021 ASPHALT IMPROVEMENTS PROJECT Alderman Baumann read Proposed Resolution NO 21-0838, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH SPENCER CONTRACTING COMPANY IN AN AMOUNT NOT TO EXCEED THREE HUNDRED EIGHT THOUSAND FOUR HUNDRED TWELVE DOLLARS AND FIFTY-NINE CENTS ($308,412.59) INCLUDING A FIVE PERCENT (5%) CHANGE ORDER IN THE AMOUNT OF FIFTEEN THOUSAND FOUR HUNDRED TWENTY DOLLARS AND SIXTY-THREE CENTS ($15,420.63) FOR UNFORESEEN WORK CONDITIONS FOR THE 2021 “PROPOSITION S” CONCRETE STREET IMPROVEMENTS PROJECT TO BE UNDERTAKEN IN VARIOUS LOCATIONS THROUGHOUT THE CITY OF MANCHESTER,” by title only. Alderman Ottenad asked if Spencer Contracting has done work for the City previously. Director of Public Works Tyler Jaycox answered they are currently doing work on Dougherty Ferry and they are happy with the work they have provided the City. Alderman Baumann made the motion for approval of Resolution NO 21-0838. The motion was seconded by Alderman Ottenad and carried unanimously, without any objections from any members of the Board of Aldermen. RESOLUTION NO 21-0839 – PROFESSIONAL SERVICES AGREEMENT – MANCHESTER ROAD PEDESTRAIN SIDEWALK PROJECT Alderman Ottenad read Proposed Resolution NO 21-0839, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH HORNER AND SHIFRIN, INC. IN AN AMOUNT NOT TO EXCEED TWO HUNDRED TWENTY-FOUR THOUSAND ONE HUNDRED SIXTY DOLLARS ($224,160.00) TO PROVIDE THE CITY WITH PROFESSIONAL ENGINEERING SURVEY AND DESIGN SERVICES FOR THE MANCHESTER ROAD PEDESTRIAN SIDEWALK PROJECT IN THE CITY OF MANCHESTER”, by title only. Alderman Ottenad made the motion for approval of Resolution NO 21-0839. RESOLUTION NO 21-0840 – PROFESSIONAL SERVICES AGREEMENT – HAZEL FALLS STREAMBANK PROJECT Alderman Nolte read Proposed Resolution NO 21-0840, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH STOCK & ASSOCIATES CONSULTING ENGINEERS, INC. IN AN AMOUNT NOT TO EXCEED SIXTY-FIVE THOUSAND DOLLARS ($65,000.00) TO PROVIDE THE CITY WITH ENGINEERING AND DESIGN SERVICES FOR THE 1006 HAZEL FALLS DRIVE STREAMBANK RESTORATION PROJECT IN THE CITY OF MANCHESTER”, by title only. Alderman Nolte made the motion for approval of Resolution NO 21-0840. The motion was seconded by Alderman Toben and carried unanimously, without any objections from any members of the Board of Aldermen. RESOLUTION NO 21-0841 – LOCAL RECORDS MANAGEMENT SCANNER AND EQUIPMENT PURCHASE Alderman Huether read Proposed Resolution NO 21-0841, entitled: “A RESOLUTION ACCEPTING THE PROPOSAL OF IMAGENET CONSULTING OF ST LOUIS, LLC IN THE AMOUNT OF NINE THOUSAND THIRTY-SIX DOLLARS AND FOURTEEN CENTS ($9,036.14) FOR THE PURCHASE OF LOCAL RECORDS MANAGEMENT SCANNERS AND EQUIPMENT, AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ISSUE A PURCHASE ORDER THEREFOR”, by title only. Alderman Huether made the motion for approval of Resolution NO 21-0841. The motion was seconded by Alderman Ottenad and carried unanimously, without any objections from any members of the Board of Aldermen. RESOLUTION NO 21-0842 – SPECIAL USE PERMIT EXTENSION – 14401 MANCHESTER ROAD (SUNUP EXPRESS) Alderman Hudson read Proposed Resolution NO 21-0842, entitled: “A RESOLUTION AUTHORIZING A TENTH EXTENSION OF TIME FOR THE EXPIRATION OF A SPECIAL USE PERMIT FOR 14401 MANCHESTER ROAD”, by title only. Alderman Hudson made the motion for approval of Resolution NO 21-0842. The motion was seconded by Alderman Toben and carried unanimously, without any objections from any members of the Board of Aldermen. MISCELLANEOUS Comments from the Public Alderman Baumann stated that he received pictures with date and time stamped from a Regular Board of Aldermen Meeting 09/07/2021 Page 4 resident that there is construction work being done before 7:00 a.m. on Connie Lane. EXECUTIVE SESSION Alderman Toben read “Notice is hereby given that pursuant to Section 610.021 RSMo of the Missouri Open Meetings and Records Law and subject to a motion duly made and adopted, the Board of Aldermen will hold a closed meeting for the purpose of dealing with matters relating to one or more of the following: Legal Actions (610.021(1) RSMo), Hiring, firing, disciplining, or promoting of employee(s) (Section 610.021(3) RSMo). Alderman Toben made the motion to go into closed session. The motion was seconded by Alderman Nolte and carried unanimously, without any objections from any members of the Board of Aldermen. A poll of the Board showed: Alderman Toben – aye Alderman Baumann – aye Alderman Ottenad – aye Alderman Huether – aye Alderman Nolte – aye Alderman Hudson – aye Mayor Clement stated the vote to go into closed session passed 6 to 0. ADJOURNMENT There being no further business, Alderman Nolte made the motion to adjourn. The motion was seconded by Alderman Baumann and carried unanimously.
