MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MOND AY, NOVEMBER 15, 2021 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Ottenad, Alderman Huether, Alderman Baumann, Alderman Toben, and Mayor Clement. Alderman Hudson was absent. A quorum was present. APPROVAL OF THE MINUTES October 26, 2021 Board of Aldermen Work Session Alderman Ottenad made the motion to approve the minutes of the Tuesday, October 26, 2021 Board of Aldermen Work Session. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. October 28, 2021 Board of Aldermen Work Session Alderman Ottenad made the motion to approve the minutes of the Thursday, October 28, 2021 Board of Aldermen Work Session. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. November 1, 2021 Board of Aldermen Public Hearing Alderman Ottenad made the motion to approve the minutes of the Monday, November 1, 2021 Public Hearing. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. November 1, 2021 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, November 1, 2021 Regular Board of Alderman Meeting. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement stated that Bill 21-2446 would be read by Alderman Ottenad since Alderman Hudson was absent. Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Toben and carried unanimously, with no Regular Board of Aldermen Meeting 11/15/2021 Page 1 objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public Mr. Ken Aston, owner of 211 Henry Ave, stated he wanted to honor the Police Department for the great work in catching a burglar at his property. He has never witnessed the professionalism that he saw that evening with the way the Police Department handled the situation and the suspect. REPORTS FROM THE MAYOR Mayoral Proclamation – Small Business Saturday Mayor Clement gave a Proclamation to Manchester’s small businesses so show our support. Mayoral Reports Mayor Clement stated he wanted to invite everyone to his next Conversations with the Mayor on November 17 at 7:30 a.m. at the Justice Center. Mayor Clement stated that he, along with the Board of Aldermen, received their invitation to the Senior Luncheon for December 16 at the E Free Church. Please everyone RSVP to the Parks Department. Mayor Clement stated he was invited to the Lafayette Industries Holiday Dinner on Saturday November 13, and he was surprised the City received a special recognition. He plans to give a Proclamation to them for continuing to work and stay open through the height of the pandemic. REPORTS FROM THE CITY ADMINISTRATOR Employee Recognition – Manchester Police Department Chief Scott Will stated he is recognizing 8 Manchester Officers and an Officer from Lake St. Louis for the hard work they put into apprehending a robbery suspect off Henry Avenue. He recognized Officer Andrew Hendrix, Sergeant Todd Clark, Officer David McArthur, Officer Jake Humphreys, Officer Josh Cockrell, Officer Andrew Cowan and Officer James Ervin. He also gave an award to Officer Dolan and his K-9 Zeke from Lake St. Louis. Planned Business District RFP Report City Administrator Justin Klocke stated Rick Randall has reported that several developers have expressed interest in submitting proposals for the PBD. Rick Randall has suggested that Manchester extend our deadline, the current deadline is December 10. The Board decided to extend the deadline for proposals until February. New City Hall Report City Administrator Klocke stated on November 2, the page turning meeting with Archimages went well. Now that the interior design for the New City Hall is pretty much in place, they have shifted their attention to the exterior aesthetic of the building. There are many different options they will be looking at for the exterior. Some of the concepts of the new lower level, minimally influences, the plans for the upper level. Therefore, some of the lower-level planning needs to take place now. City Administrator Klocke stated he is seeking support on the initial exploratory phase of Regular Board of Aldermen Meeting 11/15/2021 Page 2 enclosing the lower level. Currently, they are unsure of the cost for this. City Administrator Klocke stated they would also enter into a contract with Horner and Shifrin for Engineering Services instead of Archimages having a subcontract with Horner and Shifrin. He said they believe that will be the most cost-efficient way. The Board of Aldermen agreed to move forward with exterior planning and City Administrator Klocke will report back to the Board. List of Paid Bills (Warrant dates of 11-02-2021 to 11-14-2021) There were no questions. REPORTS FROM COMMITTEES Planning and Zoning Commission Alderman Nolte stated they did meet and discussed the record plat for Arbors of Highlands. Veterans Commission Alderman Huether stated the City of Manchester celebrated Veterans Day in a wonderful way by doing a breakfast at the American Legion. Later that evening on Veterans Day, Manchester held a ceremony celebrating Hometown Heroes that featured some music. Alderman Huether stated that Veterans Commission member Bonnie Krueger lead a team of Boy Scouts leading them into folding 200 flags that flew on Art Hill from the Flags of Valor. The flags will be given to the Gold Star families. Alderman Huether stated that on Saturday, November 13, Manchester hosted Representative Wayne Wallingford. He shared his experiences from the military mission in 1972 called Linebacker 2. It was an amazing presentation and Manchester has asked him to come back during Memorial Day. Homecoming Committee Alderman Ottenad stated they did not meet. She did state the appreciation dinner is December 12 at Tuckers. Audit and Finance Committee Alderman Baumann stated they did not meet. Tree Advisory Board Mayor Clement stated they did not meet. ACTION ON OLD BILLS None. ACTION ON NEW LEGISLATION Bill No. 21-2446 - Arbors at the Highlands Final Record Plat (Emergency Legislation Requested) Alderman Ottenad read Proposed Bill No. 21-2446, entitled: “AN ORDINANCE APPROVING A RECORD PLAT FOR THE ARBORS AT THE HIGHLANDS SUBDIVISION IN THE CITY OF MANCHESTER, APPROVING A SUBDIVISION IMPROVEMENT GUARANTEE AGREEMENT, AND AUTHORIZING THE RECORD PLAT TO BE Regular Board of Aldermen Meeting 11/15/2021 Page 3 RECORDED IN THE OFFICE OF THE RECORDER OF DEEDS OF ST. LOUIS COUNTY, MISSOURI”, by title only. Alderman Ottenad stated Emergency Legislation has been requested, so Alderman Ottenad made the motion for approval of emergency legislation. The motion was seconded by Alderman Huether, and carried unanimously, without objection. Alderman Ottenad read for the second time Bill No. 21-2446, entitled: “AN ORDINANCE APPROVING A RECORD PLAT FOR THE ARBORS AT THE HIGHLANDS SUBDIVISION IN THE CITY OF MANCHESTER, APPROVING A SUBDIVISION IMPROVEMENT GUARANTEE AGREEMENT, AND AUTHORIZING THE RECORD PLAT TO BE RECORDED IN THE OFFICE OF THE RECORDER OF DEEDS OF ST. LOUIS COUNTY, MISSOURI”, by title only. Alderman Ottenad made the motion that Bill No. 21-2446, become Ordinance No. 21-2331. The motion was seconded by Alderman Huether. A poll of the Board showed: Alderman Nolte – aye Alderman Hudson – absent Alderman Toben – aye Alderman Baumann – aye Alderman Ottenad – aye Alderman Huether – aye Mayor Clement announced that the motion passed 5 – 0, with no objections from any members of the Board of Aldermen. Bill No. 21-2447 – Local Use Tax Proposition Alderman Nolte read Proposed Bill 21-2447, entitled: “AN ORDINANCE OF THE CITY OF MANCHESTER, MISSOURI, IMPOSING A USE TAX FOR GENERAL REVENUE PURPOSES AT THE RATE EQUAL TO THE TOTAL LOCAL SALES TAXES IN EFFECT AND PROVIDING FOR SUBMISSION OF THE PROPOSAL TO THE QUALIFIED VOTERS OF THE CITY FOR THEIR APPROVAL AT THE GENERAL ELECTION CALLED AND TO BE HELD IN THE CITY ON APRIL 5, 2022”, by title only. Alderman Nolte stated since this will help us to use the Use Tax pool as well, he feels it would be good for the Board to know when they are voting on this next time, what the total financial impact will be on this. He said even an estimate would help. Nothing further at this time. Bill No. 21-2448 – Fiscal Year 2022 Budget Alderman Baumann read Proposed Bill 21-2448, entitled: “AN ORDINANCE ADOPTING AND APPROVING THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2022 THROUGH DECEMBER 31, 2022, AND APPROPRIATING SUCH SUMS AS SET FORTH HEREIN FOR ALL DEPARTMENTS AND ACCOUNTS THEREIN SPECIFIED”, by title only. Nothing further at this time. Regular Board of Aldermen Meeting 11/15/2021 Page 4 Resolution No. 21-0848 – Residential Sanitary Sewer Lateral Repair Project Alderman Huether read Proposed Resolution No. 21-0848, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH TOPE, INC. FOR THE FURNISHING OF ALL TOOLS, LABOR, EQUIPMENT, AND MATERIALS FOR THE PERFORMANCE OF ALL WORK NECESSARY FOR THE CITY’S RESIDENTAL SEWER LATERAL SERVICE FOR YEARS 2022 AND 2023, WITH ADDITIONAL THREE-YEAR OPTION BY TOPE, INC”, by title only. Alderman Huether made the motion for approval of Resolution No. 21-0848. The motion was seconded by Alderman Ottenad and carried unanimously, without any objections from any members of the Board of Aldermen. MISCELLANEOUS Comments from the Public There were none. ADJOURNMENT There being no further business, Alderman Ottenad made the motion to adjourn. The motion was seconded by Alderman Huether and carried unanimously.
