MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF MOND AY, DECEMBER 6 , 2021
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Nolte, Alderman Ottenad, Alderman
Huether, Alderman Baumann, Alderman Toben, and Mayor Clement. Alderman Hudson
was absent. A quorum was present.
APPROVAL OF THE MINUTES
November 15, 2021 Regular Board of Aldermen Meeting
Alderman Ottenad made the motion to approve the minutes of the Monday, November 15,
2021 Regular Board of Alderman Meeting. The motion was seconded by Alderman Nolte
and carried unanimously, with no objections from any members of the Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Mayor Clement stated the Proclamation will be omitted from the Agenda since Jose was
not able to attend the meeting.
Mayor Clement stated he wanted to recognize the scouts that are at the meeting.
Mayor Clement stated that he wanted to add 11(a) for the Oath of Office for the City Clerk.
Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as
amended. The motion was seconded by Alderman Baumann and carried unanimously,
with no objections from any members of the Board of Aldermen.

REPORTS FROM THE MAYOR
Veterans Commission Appointment
-J. Sam Fletcher
Mayor Clement stated Sam Fletcher is filling in a vacancy that was held by Sergeant
Moore. Sergeant Moore was reassigned to Texas.

Alderman Ottenad made the motion to approve Sam Fletcher as the replacement
appointment for the Veterans Commission. The motion was seconded by Alderman Toben
and carried unanimously, with no objections from any members of the Board of Aldermen.
Alderman Ottenad made the motion to approve the reappointments of Julie Nguyen,
James Francis and Bud Niebling to the Veterans Commission. The motion was seconded
by Alderman Huether and carried unanimously, with no objections from any members of
the Board of Aldermen.
Mayoral Reports
Mayor Clement stated the Employee Holiday Luncheon is coming up and that is when the
City recognizes our Staff. He said we get together and have lunch, games and a few gifts
will be handed out. It will start at noon on Friday, December 10.
Mayor Clement stated on December 16, Manchester has the holiday lunch for our Senior
Residents which is put on by the Parks Department. Starting time is at noon.
Mayor Clement wanted everyone to know the Holiday decorating judging will begin on
December 14.
Mayor Clement talked about the Police Department holding “Cookies with a Cop” and what
a fun, great, and full event.
REPORTS FROM THE CITY ADMINISTRATOR
New City Hall
City Administrator Klocke stated that last week they met with the City Staff team and with
Horner and Shifrin and talk about the encloser. It has become very apparent that the
encloser should occur if they move forward with it at the same time as the phase one
remodel.
Use Tax Report
City Administrator Klocke stated that at the last meeting, Alderman Nolte asked for an
overview of the use tax. He said at a previous memo to the Board he had quickly gone over
some of the Missouri Department of Revenues taxable sales tax report they had put
together. It was an estimate of the amount of money Manchester would have received it
Manchester had a use tax. The estimated amount of money for 2020 would have been
$91,162. He said that he, along with Director Yucuis, believe this is grossly inaccurate
based on how the figures are being collected at the State level. Director Yucuis stated that
he has reached out to Cities that have the Use Tax and their numbers are significantly
higher than what the State estimated.
City Administrator Klocke stated that there is an amendment to the Use Tax Bill on
tonight’s agenda for that Bill because we did a first reading at the last meeting and
because we are reading the Bills by title only. Once we amend it after it is first read we
have to amend it and then read it twice.
Snow Emergency and Snow Routes Policy
City Administrator Klocke stated that Mayor Clement had sent out some information
regarding snow emergencies and the snow routes policy. There have been some concerns
around our current policy, it may be difficult for our Police Department to respond to some
of the snow routes in the city after the weather begun and started to accumulate. There has

been some discussion about changing the policy and they wanted to get the Boards
feelings regarding the policy and when the Police Department should start contacting
people that live on the snow routes and ask them to move their vehicles off the roadway.
Assistant Director of Public Works Dave Pracht suggested an idea for the Board to
consider, is to make the policy indicate that if there is any snow and/or ice on the ground
they should not be parking on the road when living on a snow route.
The Board of Aldermen agreed on changing the policy. A discussion ensued on different
ways to notify residents that they live on a snow route.
List of Paid Bills (Warrant dates of 11-15-2021 to 12-05-2021)
There were no questions.
REPORTS FROM COMMITTEES
Planning and Zoning Commission
Alderman Nolte stated there was one boundary adjustment and it will be making its way to
the Board of Aldermen at the next meeting.
Veterans Commission
Alderman Huether stated they are not officially meeting in the month of December because
they are working on the final phase of the Flags of Valor memorial tribute flag project.
Alderman Huether stated the next meeting is January 12 at 4:30 p.m.
Homecoming Committee
Alderman Ottenad stated they did not meet but they had a holiday appreciation dinner on
Sunday, December 12 at Tuckers.
Audit and Finance Committee
Alderman Baumann stated they did not meet.
Tree Advisory Board
Mayor Clement stated they did not meet. He did say at the next Board meeting they will be
bringing in well-qualified people for appointment.

Amended Bill No. 21-2447 – Local Use Tax Proposition
(Emergency Legislation Requested)
Alderman Nolte read Amended Bill No. 21-2447, entitled: “AN ORDINANCE OF THE CITY
OF MANCHESTER, MISSOURI, IMPOSING A USE TAX FOR GENERAL REVENUE
PURPOSES AT THE RATE EQUAL TO THE TOTAL LOCAL SALES TAXES IN EFFECT
AND PROVIDING FOR SUBMISSION OF THE PROPOSAL TO THE QUALIFIED
VOTERS OF THE CITY FOR THEIR APPROVAL AT THE GENERAL ELECTION CALLED
AND TO BE HELD IN THE CITY ON APRIL 5, 2022”, by title only.
Alderman Nolte stated Emergency Legislation has been requested, so Alderman Nolte
made the motion for approval of emergency legislation. The motion was seconded by
Alderman Toben, and carried unanimously, without objection.

THE CITY OF MANCHESTER, MISSOURI, IMPOSING A USE TAX FOR GENERAL

Alderman Baumann read for the second time Bill 21-2448, entitled: “AN ORDINANCE
ADOPTING AND APPROVING THE BUDGET FOR THE CITY OF MANCHESTER FOR
THE YEAR JANUARY 1, 2022 THROUGH DECEMBER 31, 2022, AND APPROPRIATING
SUCH SUMS AS SET FORTH HEREIN FOR ALL DEPARTMENTS AND ACCOUNTS
THEREIN SPECIFIED”, by title only.
Alderman Baumann made the motion that Bill No. 21-2448, become Ordinance No. 21-
2333. The motion was seconded by Alderman Ottenad.
