MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MOND AY, DECEMBER 20, 2021 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Ottenad, Alderman Huether, Alderman Baumann, and Mayor Clement. Alderman Toben was absent. A quorum was present. APPROVAL OF THE MINUTES December 6, 2021 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, December 6, 2021 Regular Board of Alderman Meeting. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA City Administrator Klocke stated that there needs to be an amendment to Resolution 21- 0850. There needs to be a strike under terms and conditions under subsection J. Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public There were none. REPORTS FROM THE MAYOR Mayoral Proclamations Lafayette Industries Mayor Clement presented a Proclamation to Rob Libera and his employees of Lafayette Industries. Boy Scout Proclamations -Bryan Wallace -Charlie Korte Regular Board of Aldermen Meeting 12/20/2021 Page 1 -Beck Fitspatrick Mayor Clement presented each of the boys a proclamation for their achievements being a boy scout. Tree Board Appointment -Matthew Broderick Alderman Ottenad made the motion to appoint Matthew Broderick to the Tree Board. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Mayoral Reports Mayor Clement wanted to acknowledge the upcoming holidays. On December 23, December 27 and December 31, City Hall offices will be closed to celebrate the upcoming holidays. Mayor Clement wanted to thank the Parks staff for the Senior Resident Luncheon that was put on for 150 seniors at the First Free Church. It was a fun filled lunch with a lot of nice comments and everyone had a great time. Mayor Clement stated they are looking at uses for the infrastructure funds that will be flowing around the Country for infrastructure that is coming from Federal sources. Manchester has started talking about it at a City level and they do know that those funds will come to the City through East West Gateway, so the City would have to submit a request and apply for them. They have identified a few spots that could possibly be under that need of funds. Mayor Clement stated that we will be celebrating Mr. Bill Deeds at the next Board of Aldermen meeting. He is celebrating his 100th birthday. Mayor Clement stated they have acknowledged the passing of Aldermen Carl Hudson. Mayor Clement wanted to share his funeral arrangements with everyone. It will be held at the First Baptist Church in Chesterfield. The City plans to do a memorial tree or bench in Paul Schroeder Park in early spring. REPORTS FROM THE CITY ADMINISTRATOR City Administrator Klocke stated that last week the Mayor had sent out correspondence by email to the Board about right-of-way Ash Tree removal financial assistance program. This is a program that is very similar to the trash financial assistance program that the City offers for individuals and residents that are very low income. The City has received over 400 calls regarding the Ash Tree. They are working on the program details currently, but they do not believe there will be many people using the financial assistance. Alderman Ottenad made the motion to adopt the right-of-way Ash Tree removal financial assistance program. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. New City Hall City Administrator Klocke stated there are two Resolutions on the Agenda tonight for design services related to the presentation that they gave the Board a couple of meetings Regular Board of Aldermen Meeting 12/20/2021 Page 2 ago related to the second phase that they have rolled into phase one. It will be the lower level of the new City Hall. It is not just to address the lower-level enclosure. List of Paid Bills (Warrant dates of 12-06-2021 to 12-19-2021) There were no questions. REPORTS FROM COMMITTEES Planning and Zoning Commission Alderman Nolte stated there are two Special Use Permits that will be on the next Board of Aldermen meeting for PetroMart Gas Stations that was approved to at the meeting. Veterans Commission Alderman Huether stated they did not meet but there next meeting will be January 12 at 4:30 p.m. Homecoming Committee Alderman Ottenad stated they did not meet but they had a holiday appreciation dinner on Sunday, December 12 at Tuckers. Audit and Finance Committee Alderman Baumann stated they did not meet. Tree Advisory Board Mayor Clement stated they did not meet. ACTION ON OLD BILLS None. ACTION ON NEW LEGISLATION Bill No. 21-2452 - Easement for JFK (Woodsmill Road) Alderman Baumann read Proposed Bill No. 21-2452, entitled: “AN ORDINANCE VACATING AN EASEMENT DEDICATED TO THE CITY OF MANCHESTER ON A TRACT OF LAND LOCATED IN THE NORTH HALF OF THE NORHWEST QUARTER OF SECTION 31, TOWNSHIP 45 NORTH, RANGE 5 EAST, CITY OF MANCHESTER, ST. LOUIS COUNTY, MISSOURI”, by title only. No further action at this time. Bill No. 21-2453 – Amending City Ordinance 210.1030 regarding Vehicle Tampering Alderman Baumann read Proposed Bill No. 21-2453, entitled: “AN ORDINANCE AMENDING THE MUNICIPAL CODE RELATING TO VEHICLE TAMPERING”, by title only. Chief of Police Scott Will stated this Ordinance has been enacted in St. Louis County along with municipalities around St. Louis County. It basically gives the police a tool to use against individuals who may go through a parking lot and try door handles that are unlocked so they can go through the car and steal from it. Alderman Baumann asked what the punishment would be if they were caught doing this. Regular Board of Aldermen Meeting 12/20/2021 Page 3 Chief Will stated it would be prosecuted in Municipal Court and he is not aware of the punishment. No further action at this time. Resolution No. 21-0850 – Contract for Planning Design Services for Schroeder Park Playground Alderman Huether wanted everyone to be aware there is a deletion on page 7 of 8 under Design Services Agreement, subsection J. Alderman Huether made a motion to amend Resolution No. 21-0850. The motion was seconded by Alderman Nolte and carried unanimously, without any objections from any members of the Board of Aldermen. Alderman Huether read Proposed Amended Resolution 21-0850, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH PLANNING DESIGN SERVICES IN AN AMOUNT NOT TO EXCEED ONE HUNDRED THIRTY-EIGHT THOUSAND DOLLARS ($138,000.00) FOR DESIGN SERVICES AND CONSTRUCTION PERIOD SERVICES FOR THE SCHROEDER PARK PLAYGROUND PROJECT”, by title only. Alderman Huether made the motion for approval of Amended Resolution No. 21-0850. The motion was seconded by Alderman Nolte and carried unanimously, without any objections from any members of the Board of Aldermen. Resolution No. 21-0851 – Contract for Phase Two - Archimages Alderman Nolte read Proposed Resolution 21-0851, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH ARCHIMAGES, INC. FOR ADDITIONAL ARCHITECTURAL AND INTERIOR DESIGN SERVICES RELATED TO RENOVATIONS OF THE EXISTING FACILITY LOCATED AT 14317 MANCHESTER ROAD (PHASE TWO, LOWER LEVEL)”, by title only. Alderman Nolte made the motion for approval of Resolution No. 21-0851. The motion was seconded by Alderman Ottenad and carried unanimously, without any objections from any members of the Board of Aldermen. Resolution No. 21-0852 – Contract for Phase Two, Engineering Services – Horner & Shifrin Alderman Ottenad read Proposed Resolution 21-0852, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH HORNER & SHIFRIN FOR PROFESSIONAL ENGINEERING AND SURVEYING SERVICES RELATED TO RENOVATIONS OF THE EXISTING FACILITY LOCATED AT 14317 MANCHESTER ROAD (PHASE TWO, LOWER LEVEL)”, by title only. Alderman Ottenad made the motion for approval of Resolution No. 21-0852. The motion was seconded by Alderman Baumann and carried unanimously, without any objections from any members of the Board of Aldermen. MISCELLANEOUS Oath of Offices Errol Tate City Administrator Klocke gave the Oath of Office to Director of Public Works Errol Tate. Regular Board of Aldermen Meeting 12/20/2021 Page 4 Todd Streiler City Administrator Klocke gave the Oath of Office to Director of Planning, Zoning, and Economic Development Todd Streiler. Comments from the Public Robert Lopez, 1302 Mautenne, asked if the money for the infrastructure could go to solar powering the Justice Center. Mayor Clement stated they will look into it and put it on the list. A discussion ensued on other projects the infrastructure money could be used for around the City. ADJOURNMENT There being no further business, Alderman Nolte made the motion to adjourn. The motion was seconded by Alderman Baumann and carried unanimously.
